    Math Scores Are Up:
    The proportion of New Mexico public school 8th graders who scored at the highest two levels in math increased by 30% between 1990 and 2000. RCM SAT Scores Are Rising: More New Mexico students are getting high scores on their SAT college entrance examinations. The proportion of graduating seniors getting high scores on the Math SAT has increased by 11% since 1999; the proportion of graduating seniors getting high scores on the Verbal SAT has increased by 8% since 2001. (A high score is defined as 600 or above). SAT More Public Schools Than Private Schools Offer AP Courses: While 61% of New Mexico's public high schools offer Advanced Placement (AP) courses through which high school students can earn college credit, just 33% of New Mexico's private high schools offer these advanced courses. AP More AP Courses Offered: New Mexico's public high schools are offering more and more challenging courses. Since 1997 the proportion of schools offering Advanced Placement (AP) courses has increased by 40%.

According to a 1999 survey of State Education Agencies, 39 states and the District of Columbia offer ESL teacher certification or endorsement, while 24 states and the District of Columbia offer bilingual/dual language teacher certification or endorsement. In addition to offering teacher certification in ESL, 23 states have legislative requirements that teachers placed in ESL classrooms must be certified in ESL. In addition to offering bilingual/dual language certification, 17 states have legislative requirements that teachers placed in bilingual/dual language classrooms must have bilingual/dual language certification. The table below provides a summary of ESL and bilingual/dual language offerings, and legislative requirements by state.

    The University of South Florida Foreign Language Education Programs for the professional development of teachers are approved by the State Department of Education. The University is accredited by the Southern Association of Colleges and Schools (SACS), and the College of Education is accredited by the National Council for Accreditation of Teacher Education (NCATE).
    How Can you Become a Certified Teacher?
    Certification to teach is determined by the Florida State Department of Education. A degree is awarded by the University. Students who complete the M.A. Plan II in Foreign Language Education offered by USF will be certified to teach K-12 because the degree program is approved by the State of Florida. The Planned Program developed with the faculty advisor shortly after the student has been officially admitted, if completed, will result in the awarding of the degree and certification. Upon completion of the degree, certification as a K-12 foreign language teacher will be placed on your transcript. This indicates that you completed an approved State of Florida teacher education program qualifying you, based on your course work, to be certified at the K-12 levels in foreign language education. You will need to take the FTCE [Florida Teacher Certification Exam] and receive passing scores on the subject area exam and the professional exam section. FTCE must be passed and scores must be on file in the Internship Office prior to the conclusion of the student internship.

    Individual Evaluation Applicants from Other States
    Reciprocal (Interstate) Agreements with Other States
    New York has interstate contracts with more than 30 other states and jurisdictions. As outlined in the Interstate Agreement of Qualification of Educational Personnel, a person prepared in one of the contract states who meets the conditions of the contract is eligible for Initial certification in New York. The conditions are either (1) completion of an approved program of teacher preparation or (2) possession of a valid certificate in the contract state and service under that certificate in three of the most recent seven years. In addition, applicants must obtain qualifying scores on the New York State Teacher Certification Examinations to obtain an Initial Certificate. However, applicants who have not completed the testing requirement may obtain a Conditional Initial Certificate (see below.) Enhanced Reciprocity leading to Conditional Initial Certificate Applicants who possess a valid certificate in a contract state, may apply for a Conditional Initial certificate. This certificate is valid for two years, during which time the teacher must satisfy the examination requirement for a regular Initial certificate. If the candidate has satisfied the testing requirement at the end of two years, a regular Initial certificate will be issued, valid for three years from the effective date of the conditional Initial certificate.

    Overview
    Elena is a full-time college student for the first time in her life at the age of 32. After working as an educational assistant in a public elementary school for seven years, she received a scholarship that allows her to take a leave of absence from work and study full-time. Before the semester started, Elena was concerned about finding her way around campus, keeping up with her courses, and helping her husband and two children cope with the demands resulting from her becoming a full-time student. Attending a support group has helped her adjust because the group provides a place where she can ask questions and share feelings about her experiences. After the semester is over, Elena, who has applied for and was awarded a federal grant, will resume her studies full-time next semester and finish her bachelor's degree in special education within a year. The Career Development Program targets educational assistants in the Albuquerque Public Schools (APS), providing them with one-semester scholarships at the University of New Mexico (UNM). The program is a collaborative effort by APS, UNM, and the Albuquerque Educational Assistants Association (AEAA), an AFT affiliate. The program provides scholarship recipients with leave time from their jobs, financial assistance to compensate them for both lost income and the costs of tuition and books, and a support group to help them make the transition to their new experiences as full-time students.

    T he purpose of the REVIEW is to match qualified educators with employment for teachers, specialists, and administrators from grade K through College. It is hard to believe, but it is true, that in some areas of the country, qualified educators are working in menial employment while looking for teaching jobs, and in other areas, administrators are frustrated at their inability to fill employment opportunities with qualified educators. Why is this? The reason are many. Some have to do with the resources you have at your disposal to fill teaching jobs. Advertising locally or in nearby city newspapers, attending regional or state job fairs, or recruiting at nearby educators college, are the popular ways to solicit employment to educators. Each of these methods have pitfalls. Each is expensive. If advertising, you would like to be able to explain the special requirements for employment and the special opportunities you can provide, but the cost of advertising, particularly in large urban areas, is so expensive that ads for teachers end up looking like computer code.
