English as a Second Language (ESL) teachers must have special preparation to teach English to non-native speakers; being a fluent speaker or an effective teacher of English to native speakers is not enough. Just as teaching mathematics or French requires special knowledge and skills, teaching English as a Second Language does also. This Digest outlines some of the relevant issues concerning ESL teacher certification: profiles of students needing ESL instruction, reasons for considering certification, academic preparation needed to teach ESL, and a description of state requirements for certification. WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.

Alternative Certification Meets the Critical Teacher Shortage
Don Ashley, Region IV Education Service Center A critical shortage of certified driver education teachers has developed as a result of attrition, the discontinuance of driver education teacher training programs by major universities, and an increasing population of students wanting to get a driver license. Traditional certification programs through universities in Texas require a minimum of six semester hours of safety and driver education. The Texas Education Agency grants the driver education endorsement to the Texas Teacher Certificate upon recommendation by the university. Alternatives to the traditional programs have emerged. In January, 1994, the State Board of Education approved a Region IV Education Service Center (ESC) proposal to conduct the first Texas alternative certification program for driver education endorsement. The program was designed to bring certified teachers into the field of driver education. Alternative certification is a rapidly growing phenomena in this country. In 1991, 48 states had implemented alternative certification programs (ACP) as a desirable and effective way to produce administrators and/or teachers (Feistritzer and Chester, 1991). Programs were originated to address critical administrator and teacher shortages. It was quickly determined that, due to the extensive field experience provided by the ACPs, teachers and administrators were being adequately prepared.

    by the Secretary, U.S. Department of Education
    The Secretary of Education is required by statute to publish a list of nationally recognized accrediting agencies and associations which the Secretary determines to be reliable authorities as to the quality of training offered by educational institutions and programs. The National Advisory Committee on Accreditation and Institutional Eligibility assists the Secretary in determining which accrediting bodies should be listed. Accrediting bodies that achieve recognition are reviewed at least every 4 years thereafter. The commissions of the regional associations and the national institutional and specialized accrediting agencies which are recognized by the Secretary have no legal control over educational institutions or programs. They promulgate standards of quality or criteria of institutional excellence and approve or admit to membership those institutions that meet the standards of criteria.

    How does one become certificated to teach in the public schools (K-12) in Washington?
    To be qualified to teach in the public (K-12) schools in Washington, you need to earn three things:
    A Bachelor's Degree . If you want to teach in Washington, you must earn a bachelor's degree, either before beginning or concurrently with* an approved teacher certification program. (*The concurrent option is only available if the college or university where you're pursuing your bachelor's degree has an undergraduate teaching option; UW does not).
    Teacher Certification . This can be accomplished through any approved four-year college or university in Washington, and can be accomplished through an undergraduate program, or through a "fifth year" (post baccalaureate) program, or through a graduate (master's) program. The University of Washington-Seattle's Teacher Education Program (TEP) results in a master's in teaching (MIT) degree. There is no undergraduate or "fifth year" certification option available at UW's Seattle campus, though there are "fifth year" programs in elementary (K-8) education available at UW-Bothell and UW-Tacoma. Other schools in Washington do offer undergraduate and post baccalaureate (i.e. "fifth year") options for teacher certification.

    Kerry Proposes $30 Bln Plan to Boost Teaching Ranks (Update1)
    May 6 (Bloomberg) Democratic presidential candidate John Kerry proposed a $30 billion program to raise teachers' pay and hold them to higher standards in a bid to seize initiative on a domestic issue in his campaign against President George W. Bush. The four-term senator from Massachusetts said he wants to retain or recruit 500,000 teachers in high-need areas in the next four years by boosting salaries as much as 12.5 percent to an average of $45,000. ``I believe we need to offer teacher more pay, more training,'' Kerry, 60, told students, teachers and parents at Colton High School in Colton, California. ``And we must demand more in return, that's the bargain.'' Kerry spoke as he was ending a three-day swing through New Mexico and California, challenging Bush on a campaign issue that helped propel the 57-year-old president into office in 2000. Bush highlighted education in the 2000 race and once in office pushed through Congress the No Child Left Behind Act. The law requires public schools to set learning targets and test students annually. Schools can get federal funds to hire tutors if they fail to meet achievement goals and face sanctions, including loss of funds, if they don't succeed. Kerry says the federal government isn't providing enough money to fully enact the law.

    Certification Virtually every state or province requires that prospective teachers hold a Bachelor of Arts or a Bachelor of Science degree and a teaching certificate. To qualify for the certificate the student must complete a number of state-prescribed professional studies in education.
    STATE OF MICHIGAN
    The State of Michigan charges a substantial fee (approximately $125.00) to issue a Provisional certificate. Information on this is provided during directed teaching.
    The Teacher Education program at Calvin College matches or exceeds the requirements for a Michigan Provisional certificate. Because Calvin College is accredited by the National Council for Accreditation in Teacher Education, graduates can more easily obtain certification in other states.
    However, many states are presently changing their certification requirements. For example, the states marked with an asterisk (*) now require a course in teaching the exceptional child. If you are an elementary teacher and if one of these states is your home state, or if you are quite certain you may teach in one of these states, you should consider taking a course in the exceptional child.
    A number of states, such as California, require a master's degree or its equivalent for regular teacher certification. All states require some sort of validation after a teacher completes a college program.

    Toyota USA Foundation Anounces $695,965 In Awards For Math And Science Initiatives May 29, 2003 - New York, NY - The Toyota USA Foundation announced today that it is awarding $695,965 in grants to four universities to support initiatives designed to enhance the teaching of K-12 math and science. Recipients of the awards are the University of Central Florida, Orlando, Florida; the University of Denver, Denver, Colorado; New Mexico State University, Las Cruces, New Mexico; and the University of Central Arkansas, Conway, Arkansas. "We're pleased to announce this new partnership with these institutions of higher learning," said Atsushi "Art" Niimi, president, Toyota USA Foundation. "Each of these schools has developed important, innovative teaching and learning opportunities for K-12 math and science."
