Foreword The visitation team would like to thank the following people for their cooperation during the site visit: Vicente Llamas, Principal Investigator of the UCAN RSI; Robert Jenkins, Co-Principal Investigator of the UCAN RSI; Betsy Yost, Director of the UCAN RSI; Carlos Atencio, New Mexico County Coalition Leader; and Joe Baca, Superintendent of Wagon Mound Schools.
A Case Study of Wagon Mound (NM) School District and Its Role as a Partner in the NSF Supported UCAN Rural Systemic Initiative (RSI) Geographically, Wagon Mound is located in Mora County in the northeastern part of New Mexico. The nearest city with a population of 15,000 or more is Las Vegas, New Mexico, some 40 miles southeast; to the north is Raton with a population of less than 10,000. The town of Wagon Mound is at the intersection of highways 120 and I-35, which provide immediate north, south, east, and west access. Surrounded by the Corunudo Hills and just east of the Turkey Mountains and southeast of the Kiowa National Grasslands, the area provides a picturesque setting of diverse environmental conditions. The state capital is located in Santa Fe, which is approximately 100 miles southeast via I-35, which extends from El Paso to beyond Denver.

  • A 2001 report from U.S. Surgeon General David Satcher said one in 10 children suffers from a mental illness severe enough to cause some level of impairment. Fewer than one in five of those affected gets treatment.
  • In high-poverty states like New Mexico, estimated cases of mental illness can rise to one in five children because of less access to care, poor nutrition and stressful homes. That would mean nearly 112,000 of New Mexico's 564,859 children have a mental illness, with an estimated 44,000-65,000 meeting the definition of a "serious emotional disturbance."
  • Advocates for children say untreated mental illnesses contribute to the problems that lead to the state's notoriously high rates of teen suicide, teen pregnancy, dropouts and juvenile delinquency.
  • In the 1999 New Mexico High School Youth Risk Behavior Survey, 73 percent of students said they had felt depressed at some point in the 30 days before the survey; 7.5 percent had attempted suicide.

Do we have earthquakes in New Mexico?
You bet we do! Not nearly as many or as big as some other parts of the world, but New Mexicans have felt their share of earthquakes over the years. For example:
  • Socorro has been the site of many earthquakes over the years. A December 1906 earthquake, with an estimated magnitude of 6.5, caused a significant amount of damage in the city.
  • Earthquakes during the summer of 1935 prompted many residents of Belen to spend their evenings sleeping outside out of fear that their houses would collapse, and three schools had to be closed in order to repair damage from falling plaster.
  • A magnitude 5.5 earthquake in 1966 caused $200,000 in damage to schools and other Bureau of Indian Affairs buildings on the Jicarilla Apache Indian Reservation.
  • In January 1971, an earthquake caused about $40,000 of damage to the University of Albuquerque, West Mesa High School, and several shops in the Old Town area.
  • In early 1989, a swarm of 34 earthquakes with magnitudes between 2.0 and 4.7 occurred near the town of Bernardo.
Dr. Stuart Northrop of the University of New Mexico compiled a list of 1,111 earthquakes felt in New Mexico between 1849 and 1975. Geologists conducting studies in New Mexico have also discovered evidence of ancient earthquakes with magnitudes as large as 7.5, although it appears that these large earthquakes do not occur very often.
