New Mexico School Update From the Editor: For some time now we have been following the situation at the New Mexico School for the Visually Handicapped (NMSVH). (See the October, 1996, issue of the Braille Monitor for details.) In May of this year the U.S. Justice Department finally released its report on the school. It makes discouraging, if not distressing, reading. In recent months some hopeful signs have appeared. The Board of Regents is now radically different from the one that looked the other way when the worst of the abuses were taking place. Also, beginning with the current academic year, Dr. Nell Carney, the former Commissioner of the Rehabilitation Services Administration, has taken over as superintendent at NMSVH. All this is good news, but the new broom has a lot to sweep away. The following summary of the Justice Department's report appeared in the June 24, 1998, edition of the Albuquerque Journal. Things have continued to happen during the intervening months. One of the most hopeful events was that Governor Johnson appointed Jim Salas, a leader of the National Federation of the Blind, as a member of the school's board of trustees. The following three news articles, taken from two Albuquerque newspapers, are self-explanatory. Principal of Blind School Voted Out, Regents Let Boss Go After 19-Year Service
(Taken from the May 3, 1997, Albuquerque Journal The Associated Press. The New Mexico School for the Visually Handicapped, undergoing a federal investigation, will not renew the principal's contract, school regents have decided.
The regents voted 3 to 2 last week in Albuquerque not to renew Diane Baker's contract, which expires June 30. She has worked for the school for nineteen years.
"I'm not going to talk about the specific reasons" why the contract was not renewed, Board of Regents President James Salas said.

Since the 1930s the Rio Grande Valley has been the site of important scientific research. The National Laboratories have drawn scientists and research organizations from all over the world to New Mexico. Here are some pointers to the home pages of scientific organizations in New Mexico. We include some vendors of scientific equipment, software, etc. The Advanced Computing Laboratory maintains a homepage at LANL. The Albuquerque Resource Center (ARC) supports high performance computing for a diverse community, including the Department of Defense and Department of Energy research labs, graduate and undergraduate educational and research institutions, and leading-edge commercial users. The ARC is one of two components of the High Performance Computing and Research Center at the University of New Mexico. The Alliance for Photonic Technology The Apache Point Observatory consists of The Astrophysical Research Consortium's 3.5-meter telescope, the Sloan Digital Sky Survey 2.5-m telescope with 0.6-m sky monitor telescope, and New Mexico State University's 1.0-m telescope. Blessed with a varied landscape of lush forests, arid deserts, rolling plains and soaring mountain ranges, New Mexico enjoys a scenic diversity unmatched in most states. No less diverse is the state's culture, a mosaic of Native American, Spanish and Anglo traditions that intermingle but never blend, much like the land around them. From ancient ruins of the Anasazi to the atomic testing ranges at White Sands, New Mexico is as distinctive as its rich cultural heritage.
New Mexico's Historical Timeline:
1500 BCE - 1200 CE-
Mogollon Indians live in the valleys in houses dug partly into the ground. They later build villages above the ground. Cliff-dwelling Anasazi build many-storied apartment houses of closely fitted stones.
The Anasazi disappear abruptly as severe drought and invasion by the nomadic, aggressive Apache splinter the ancient culture into smaller tribes. Navajo and Apache tribes move in from the north. Utes and Comanches come a few years later. Cabeza de Vaca enters the area from Texas. 4 men reach the headquarters of the Spanish government in Mexico. They are the sole survivors of the 500-man Narvaez expedition sent from Spain to explore the northern coast of the Gulf of Mexico. One of the men is Estevan (or Estevanico), a black man. His and de Vaca's stories of Cibola, or the "Seven Cities of Gold" induce the Spanish governor to send an expedition to search for the treasure.

Beffort manages the department's 500 employees who provide technical and administrative services to other state agencies and departments. These services are provided by the following divisions: the Administrative Services Division, the Building Services Division, the Information Systems Division, the Property Control Division, the Purchasing Division, the Risk Management Division and the Transportation Services Division. Secretary Beffort has been a national service manager and a regional operating manager for Sears retail stores. Most recently, he was the general manager of the Sears operations in Albuquerque. As Chairman of the Youth Opportunities in Retailing Division of the New Mexico Retail Association, he developed a program designed to employ New Mexico high school students in New Mexico Retail Association member businesses. This school to work initiative includes screening, employment, mentors, evaluations, tutors, performance incentive, seminars and family support. Secretary Beffort has served on the Board of Directors of Greater Albuquerque Chamber of Commerce, United Way of Central New Mexico, New Mexico Retail Association, Oklahoma Retail Merchants Association, Kansas Association of Commerce and Industry and served as president of both the Oklahoma Retail Merchants Association and the New Mexico Retail Association. He was also Chairman of the 1993 United Way fundraising campaign which raised more than $7 million for New Mexico charities by a team of over 100 volunteer business and professional leaders.

Patricia A. Madrid, Attorney General of New Mexico, to Speak at Commencement
The Law School is pleased to announce Patricia A. Madrid, Attorney General of New Mexico, will be speaking at this year's graduation on Saturday May 22, 2004 at 11 a.m. Patricia A. Madrid was elected New Mexico's 29th Attorney General in November 1998 and was re-elected to a second term in 2002. Attorney General Madrid was born in southern New Mexico, and she received her law degree from the University of New Mexico where she served on Law Review. In 1978, Madrid was the first woman elected to New Mexico District Court. As the top law enforcement officer in the state and the people's lawyer, she has placed priority on violent crime prosecution and consumer and environmental protection. Madrid introduced New Mexico's first state-level Crime Victim's Services Unit. This unit provides support to victims and their families through the appellate process, which can be a lengthy one. The Crime Victim's Services Unit has also been instrumental in obtaining grants to provide services statewide. A grant was obtained to provide training and equipment to law enforcement agencies in their fight against domestic violence. In southern New Mexico a grant was obtained to fund a victims advocate for immigrant victims of domestic violence.

Eastern New Mexico University, opened in 1934 as a junior college, has an enrollment of approximately 3,600. It has a two-year branch campus in Roswell and an instruction center in Ruidoso.
The University mission is based on the concept of student success, and the people of the University provide student-centered academic and extracurricular programs to fulfill this mission. The institution recognizes the global nature of society and is committed to educating students to be productive citizens with successful careers and fulfilling lives.
ENMU students pursue challenging academic goals and engage in stimulating classroom experiences, and the University emphasizes individual academic advising and career counseling. Students, faculty and staff engage in intellectual dialog and debate in a collegial environment. The University continues to produce alumni who are good citizens and contributors to society and who can compete with graduates of other institutions.
