About New Mexico State University
New Mexico State University, which began in 1888 as an agricultural college and preparatory school, is a comprehensive institution dedicated to teaching, research, and service at the graduate and undergraduate level. New Commanding General for the New Mexico State Defense Force By Dwight Thompson BG Lawrence D. Morrell The command of the New Mexico State Defense Force changed hands August 2, 2003 at a ceremony held at the New Mexico Army National Guard Armory on Wyoming in Albuquerque. Brigadier General (P) Lawrence D. Morrell, Ph.D received command from Brigadier General John N. Donnellon who helped the post since May 15, 2002. His new focus for the NM SDF includes standardized training, helping the public become more aware of who the State Defense Force is and how they can become involved, and complement recruiting for the National Guard. Dr. Morrell spent over two decades in private practice as a Clinical Psychologist in Orange County, CA retiring in 1987. From 1987-1997, he served as Commanding Officer of one of the largest Young Marine programs in the United States based at Lincoln Middle School, Rio Rancho, NM. Since 1997, he has worked as a Counselor at Rio Rancho High School where he is also the school’s Military Liaison Officer and Registrar for the Selective Service. General Morrell entered the New Mexico State Defense Force in March 1990 as a Captain serving as G-1 for the First Brigade headquartered at the NM Army National Guard Armory in Albuquerque. He was promoted to Major in 1998 and was assigned to duty as the Medical Officer, NMSDF. His rank reached Colonel in August 2001 when he began serving as Deputy Commander of the First Brigade. Colonel Morrell assumed duties as Commander of the First Brigade on May 15, 2002. Promotion to Brigadier General came on August 2, 2003 as he assumed the responsibilities of Commanding General for the New Mexico State Defense Force.

It serves all children in the state who are hearing-impaired. The school provides a comprehensive, diagnostic, academic, pre-vocational, and social environment uniquely designed for personalized learning. Direct educational services are provided to children which include pre-school through senior high school programs. Satellite pre-school programs are established throughout the state as needed. It serves about 60 full-time students with visual and multiple handicaps at the facility in Alamogordo, New Mexico, from kindergarten through the 12th grade. The school also serves about 30 preschool students at its facility in Albuquerque. It also has statewide outreach operations. The school has a variety of programs, which support the goal of preparing blind/visually impaired children to participate fully in the family, community, and work force. There is no fee to any New Mexico student to attend the school. This beneficiary received more than $6.9 million in income from state trust land revenue in 2002. National Center for Education Statistics The Education Trust Education Week has a section School Finance Issues New Mexico's school funding formula has long been considered one of the most equalized in the nation. A state will tend to have more equalized funding when several conditions apply: a) the state takes on a larger share of the funding (as opposed to when individual school districts raise the majority of funds through property taxes); b) states target their funding to poorer districts, and; c) states take into account regional differences in the cost of education (for instance, it is more expensive to educate a child in New York City than in Plattsburgh.) Until 1997, the state of New Mexico contributed about 74 percent of school funds. In 1997 the legislature passed a revised school funding formula (S.B. 100), increasing the share of funds to around 84 percent and targeting more of these funds to at-risk students. Money raised in individual school districts may go towards construction and maintenance, but not for school operating costs.

Dear Governor Johnson: et seq . We conducted our investigation by touring the School with two consultants from April 23-26, 1997; reviewing documents; and meeting with current and former staff, students and their families, and other interested persons. Our review of documents included numerous School and State documents and individual students' records.
During our tour and throughout our investigation, we received the cooperation of the staff at NMSVH. We appreciate the unimpeded access to the School that State officials afforded us.
NMSVH is a residential facility, established in 1903 for the purpose of educating students with visual impairments. The census of students at the School, which once numbered two hundred or more, has dropped in recent years to between sixty-five and seventy students. The number of students in attendance fluctuates during the school year primarily as a result of expulsions and removal of students by their parents. The School educates some of its students year-round, while other students return home for the summer term. The School's summer program is open to young people who do not attend the School during the regular school year.
Approximately half of the students at NMSVH have one or more disabilities in addition to their visual impairment; some of these children are nonverbal. Many of the students have behavior problems and some have significant medical needs. At least half of the students at the School are considered to be of average or above average intelligence.
