    New Mexico is the fifth largest state in the Union,but the 37th in terms of population (about 1.7 million, half of whom live in the Albuquerque and Santa Fe areas), and 49th in per capita income ($18,814 in 1996). The inequities of service and opportunity are graphically illustrated by telecommunications coverage – most homes have television sets, far fewer have telephone connections. There are seventeen regional phone companies operating franchises in the state, many of them lacking the basic ability to provide bandwidth and access for simple phone services, let alone access to the Internet, broadband, or other proposed digital services. The biggest player, U.S.West, covers the prime areas of the Rio Grande corridor, but apparently finds no business incentive for extending into most rural areas. Education is an even better illustration. In a state that contains some of the most advanced research establishments in the nation (including Los Alamos and Intel labs), one-third of the population does not possess a high school diploma. And having failed to get one in school, there are alarmingly few opportunities to make up for it afterwards – GED is available through public television, but there are said to be only twelve qualified GED testers in the entire state, and no money has been forthcoming to provide more.

    • In 1997, 23,454 children were reported abused or neglected in New Mexico, an increase of 56.1% from 1990.
    • In 1996, 1,872 children in New Mexico lived apart from their families in out-of-home care, a decrease of 8.3% since 1990.
    • In 1998, public child welfare agencies in New Mexico placed 197 children into adoptive homes, a 28.4% increase since 1995.
    Child Health
    • According to the American Academy of Pediatrics, 82,148 New Mexico children are not covered by health insurance throughout the year, and 225,979 New Mexico children are enrolled in Medicaid, SCHIP and other state sponsored programs. In 1995, 53% of births in New Mexico were paid for by Medicaid.
    • In 1996, there were 7,400 pregnancies to 15-19 year old New Mexico young women. Seventy-nine percent of the 4,775 births to these young women were out-of-wedlock.

    Submitted by Charlene Greenwood, MPLA Representative The library bond issue passed! In the statewide election held November 5, the voters of New Mexico approved the Library Books Bond Issue 2002. The bond, which will allocate $16 million for public libraries and publicly funded school and academic libraries, received a vote of 59.6% to 40.4% in favor. New vendor for statewide periodicals database - At the end of October, the New Mexico State Library's three-year contract with ProQuest expired. A new contract with the Gale Group for InfoTrac electronic resources went into effect on November 1, giving uninterrupted access to database services to all public libraries, academic libraries, and high school libraries both public and private. Federal Depository Library Plan - New Mexico's federal depository librarians met in November of 2002 and there was a unanimous vote of approval by those present. The text of the State Plan adopted reflects the ideas and concerns expressed by deans and directors who suggested changes to governance procedures; a more thorough examination of the transition from paper to electronic information; and the need for the plan to consider the unique circumstances of law libraries in the federal depository library system. NMLA conference planning is still progressing for April 23-25, 2003 in Albuquerque. The theme is "The Future Is Now."
