New Mexico It seems that each of the Southwestern states has an apparent geologic specialty. If so, and Arizona is the big Canyon state, Utah is the Mesozoic fauna state, and Colorado is the big snow-capped Rocky Mountains state, then what is New Mexico? New Mexicans need only look out their windows for the answer: New Mexico is the Volcano state. New Mexico has one of the greatest concentrations of young, well-exposed, and uneroded volcanoes on the continent. And as a bonus, it is also the Rift Valley state; it has one of only four or five big continental rifts in the world, East Africa being one of the other ones. The fact is, New Mexico is one of the best places to study the natural history of volcanoes. Twenty percent of the U.S. National Parks and Monuments based on volcanic themes are in New Mexico. There are more here than Arizona, Idaho, Oregon, and Washington combined.

Overview

Region II has 70 employees. With the exception of the Sandoval and Torrance County Offices, all staff is housed in Albuquerque. This Region supervises adult felons who live in the Albuquerque Metropolitan area. The average caseload for these officers is between 85 and 125 per officer, due to vacancies. The Pre-Sentence Report Unit prepares Pre-Sentence Reports (PSR) for the Judges in the Second Judicial District. The Sandoval County and Torrance County Offices do not have a PSR unit; therefore, they cover the gamut of work as they prepare Pre-Sentence Reports, supervise a caseload and also utilize privately contracted Community Corrections services.

Reclamation's support for the Department of the Interior's Water Rights Settlement Program includes providing NAAO and other Reclamation staff to serve on water rights assessment, negotiation, and implementation teams and to provide technical support to the Federal Negotiations teams. Negotiation Reclamation participates on Federal Negotiation teams. As more progress is made, activities intensify for these teams. Activities primarily include direction and participation of Reclamation on Federal Indian water rights negotiating teams, the performance of technical studies, and the gathering and technical analysis of data to assist in negotiations. Implementation When a final settlement is achieved, the settlement implementation phase begins. Usually, there is a period during which a Federal implementation team participates in implementing a settlement. A variety of activities may be performed during implementation, ranging from coordination to performing studies or construction authorized and funded by the settlement.

  • New Mexico sources would reduce emissions of SO2 by 13%, NOx by 57%, and mercury by 28% by 2020 due to Clear Skies. The health benefits in the West would total $8.6 billion annually ($1.6 billion under the alternative estimate) and include approximately 1,100 fewer premature deaths (600 under the alternative estimate) and 2,500 fewer hospitalizations/emergency room visits each year.
  • Note: For the purposes of this analysis, the West includes all states that would be affected by the Zone 2 cap for NOx under Clear Skies. These states are WA, OR, CA, UT, AZ, ID, MT, WY, CO, NM, TX, OK, KS, NE, ND, and SD.
  • In addition, Western states would continue to enjoy good visibility and the other benefits of a clean environment even in the face of increasing demand for electricity.

ENMU Rodeo Qualifies Three Athletes for College National Finals Rodeo PORTALES, NM Tabor Smith (Sr., Elida, NM/Elida HS), Royce Lynch (Jr., Deming, NM/Deming HS) and Kendra Jones (Sr., Sonora, TX/Odessa College) have qualified for the College National Finals Rodeo, set for June 13-19 in Casper, Wyo. Smith qualified for nationals as a healer in team roping, while Lynch earned his berth in tie-down roping and Kendra Jones qualified in goat tying. Rodeo athletes must conclude the regular season ranked among the top three finishers in their Region of the National Intercollegiate Rodeo Association. ENMU competes in the Southwest Region. Smith took first place in the Southwest standings as a team roping healer. Lynch tied for first in tie-down roping, and Jones took second place in goat tying. Dusty Higgins (Jr., Roswell, NM/New Mexico JC) finished fourth in the Region in bull riding and narrowly missed earning a spot at the national finals.

At the urging of former Municipal Judges’ Association President, Judge Alan Kirk, we have arranged to bring the National Judicial College’s DUI Primer for New Judges to Albuquerque May 6-7. All limited jurisdiction and tribal judges who handle DWI cases are encouraged to apply, but since space is limited for this introductory level course we will give preference to newer judges if the seminar becomes overenrolled. Water Law Seminar
With the designation of water law judges in every district in the state, and the increasing importance of water rights, JEC has committed to develop training to prepare the newly designated judges to assume their responsibilities. After a breakout seminar for these judges at the June Judicial Conclave, planning will get underway in earnest for a full day fall seminar on this subject. The Regional Coordinators for the District Court Staff Seminars, with ongoing support from JEC staff, continue to work hard at planning and implementing programs for their areas. Four district court regions have set the dates for their seminars: the Southeast Region on April 20 and 21in Roswell; the Southwest Region on April 27 and 28 in Las Cruces; the Northwest Region in Gallup on April 29 and 30; and the Central Region on May 26 and 27 in Albuquerque. The Northeast Region program will be scheduled for sometime during the fall of 2004.

At least from the time of Jesus, and for possibly 1,500 years before, the Anasazi occupied a huge chunk of mostly arid and barren real estate in the Four Corners Area of the American Southwest where four modern states - Colorado, New Mexico, Arizona and Utah - join at one point. Many 19th century archaeologists believed that the Anasazi disappeared after they abandoned major cities like Mesa Verde and Chaco near the end of the 13th century. Now, we know that they didn't just vanish into thin air, but migrated to the Río Grande Valley, Hopi, Zuni, Acoma and other pueblos in Arizona and New Mexico. (See the SW Cultures Map ). In fact, modern scientists have extended the historical timeline of the Anasazi to at least 1700 and, often, right up to the present to encompass the modern Puebloan descendants of the Anasazi.
Scattered throughout the immense area once occupied by the Anasazi are hundreds of thousands of sites, ranging from caves and individual campsites in the open to multi-story adobe pueblos and magnificent cliff-side stone cities. Most of the major sites are within the boundaries of national or state parks and monuments. On the following pages we deal mostly with such major sites since they are generally more accessible and better maintained.
