    I. Program Profile
Legislation: Section 1563 of the Elementary and Secondary Education Act of 1965 (ESEA), as amended (20 U.S.C. 2963) (expires September 30, 1999). Purpose: To support and promote the establishment of reading motivation programs, including the distribution of inexpensive books to students in order to encourage students to learn to read. Funding History Fiscal Year Appropriation Fiscal Year Appropriation
    II. Program Information and Analysis
    Population Targeting
The Inexpensive Book Distribution Program is directed at preschool, elementary, and secondary students. As a result of the National Literacy Act Amendment of 1991, the program places a selection priority, for new grantees, on children with special needssuch as low-income children, children at risk for school failure, children with disabilities, emotionally disturbed children, foster children, homeless children, migrant children, children without access to libraries, institutionalized children, incarcerated children, and children whose parents are institutionalized or incarcerated. Since the Literacy Act passed, 35 new projectsthat serve over 20,000 childrenhave been added to the 3,000 previously funded projects. The Administration's proposal for reauthorizing the Inexpensive Book Distribution Program would encourage local capacity building by limiting the number of years projects can receive funding, and give priority to new projects serving children with special needs.

    Strategic Plan 2001 - 2005 MISSION
To nurture and support excellence in the arts and to provide opportunities for every North Carolinian to experience the arts.
    BACKGROUND
Today, as a division of the Department of Cultural Resources, the Arts Council provides technical assistance, information resources, and more than 1,300 grants each year to nonprofit organizations and artists. It has a 24-member board appointed by the Governor, a 25-member staff, a FY 00-01 recurring state appropriation of $5.8 million, and approximately $750,000 in federal grants.
    PLAN DEVELOPMENT
In January 2001, we held town meetings in Edenton, Chapel Hill, and Brevard hosted by the Chowan Arts Council, Orange County Arts Commission, and the Transylvania Arts Council respectively. Nearly 200 people participated in all. The lively discussions at each meeting helped us better understand the current environment for the arts in the state and identify issues that need to be addressed in the next four years. We also held planning sessions at several statewide meetings during the year to solicit input for the plan. A draft version of the plan was sent to the arts community in April for its review and response.

    Reflecting Back
by Dr. Gaylord Tryon, SAI Executive Director
We were saddened this month to learn of the passing of Robert Fitzsimmons, a former SAI staff member. Fitz died of cancer in his hometown of Boone, Iowa, on Aug. 26, 2000, at the age of 75.
Fitz started his career in school administration as high school principal in Mexico, Mo. From there he moved to Cedar Rapids and served as principal at Washington High School from 1962-67. Fitz was appointed as principal of Kennedy High School when the building first opened in 1967. After leaving Cedar Rapids in 1970, Fitz went to work for NASSP as Director of Student Activities.
In 1972, Fitz was appointed executive director of the Iowa Association of Secondary School principals (succeeding Del Battrick). In 1983, the Iowa Association of Secondary School Principals merged with the Iowa Association of Elementary and Middle School Principals to form the Educational Administrators of Iowa (EAI). Fitz served as associate executive director of EAI from 1983-87. On Sept. 1, 1987, the Educational Administrators of Iowa (building principals) merged with the Iowa Association of School Administrators (superintendents) to form the School Administrators of Iowa. Fitz served as Coordinator of Professional Services for SAI from Sept. 1, 1987, until his retirement on June 30, 1991.

    • Standards in science, technology, and the environment have finally been approved. The remaining areas are expected to move toward approval within the coming year. Our faculty, coordinators, and administrators continue to work on aligning our curriculum and refining our local assessments.
Following our district professional development day in January, it is evident that progress is being made and work is continuing at the elementary, middle, and secondary levels on initiatives to maintain and to enhance a "safe, secure, nurturing environment" for all.
The draft of the Districtwide Master Plan has been presented for discussion and review by the Board of School Directors. Opportunities for input from staff, parents, community members, community groups, and governmental bodies will take place during the coming months. Copies of the draft are available in each school library, the Central Office, and Schlow.

    to remain at current level

    By GREG HARMON
    Staff Writer
PECOS, August 20, 1997 - The Board of Directors of Reeves County
Hospital District voted overwhelmingly to stay on the course they have
worked to lay out over the past several years.
The board voted to accept as presented the 1998 Operating and Capital
Budget as well as to remain with the current effective tax rate. This
tax rate (approximately .354 per $100 of property valuation), the Board anticipated, should result in lower overall taxes this year even though 1997 saw an increase in property value for the county. The consensus to stay the course drew inspiration from the new financial report which shows a considerable drop in total expenses for the hospital. One member of the board felt that the fortified financial statement reflected a growing confidence in the hospital on the part of the community.
