on Proposed Revisions to 14.12.2.20 NMAC
March 28, 2002 I am Kevin Jewell, a Policy Associate with the Consumers Union Southwest Regional Office, and lead researcher on Consumers Union SWRO's Manufactured Housing Project. I will be commenting on behalf of Consumers Union regarding proposed changes to the down payment and deposit rules, section 14.12.2.20 of the New Mexico Administrative Code. Consumers Union is a non-profit membership organization dedicated to providing consumers with information, education, and counsel about goods, services, health and personal finance. Consumers Union also initiates and cooperates with individual and group efforts to maintain and enhance the quality of life for consumers. Consumers Unions' income is solely derived from the sale of Consumer Reports, its other publications, and from noncommercial contributions, grants and fees. Consumers Union has advocated for improvements in the construction and sale of manufactured homes for over 25 years, starting with our work on the 1974 federal legislation that created the HUD code. Most recently, we launched a two year project to study equity building for low income manufactured home buyers. Homeownership is a national priority. Buying a home buys not just shelter, but a stake in the community and an opportunity for a family to build equity. Homeownership is a well-worn track up the economic ladder for families and communities alike.

EMPLOYMENT SECURITY DIVISION
The Employment Security (ES) Division, under the supervision of the Office of the Secretary, is organized into four bureaus. The bureaus are Field Services, Unemployment Insurance, Appeals Tribunal, and Economic Research and Analysis. The ES Division has four major functions. The division administers the Unemployment Compensation law of New Mexico, operates a labor exchange program; it provides job training services to qualified job seekers through the Workforce Investment Act; and develops, analyzes, and publishes labor market information for New Mexico and its subareas. Services to the public are provided through a network of one-stop-shop career centers located throughout the state
Field Services Bureau
The Field Services Bureau is responsible for the labor exchange program, the process of matching qualified job applicants with employers' work requirements, in accordance with the Wagner-Peyser Act. It also has the responsibility for the local implementation of unemployment insurance, Job Training, and other programs administered through the Field Services Bureau. The administrative staff of the Field Services Bureau is headquartered at the Tiwa Building in Albuquerque and serves as the supervisory and administrative chain of command from the Secretary to the Employment Services Division to the field office staff. New Mexico Residency for In-State Tuition Purposes
The rules and regulations for establishing residency for tuition purposes are defined by the New Mexico Commission on Higher Education which is authorized by the Constitution of the State of New Mexico and the state statutes ( chapter 235, IE, NMSA, 1971 and section 21-1-4E NMSA 1978 ) for providing classification for a tuition differential between resident and nonresident students. An individual must establish legal residency in New Mexico before he or she is entitled to pay in-state tuition rates. The requirements to establish residency for tuition purposes are independent from those of other types of residency such as voting or holding public office. A legal resident for tuition purposes is someone who meets the requirements set forth by this policy and described on this page. These regulations for residency apply to all public post-secondary institutions in the State of New Mexico, including branches and community colleges. Following are questions and answers that present the essence of the residency regulations and provide the information needed to establish residency for tuition purposes.

The board does not have formal sponsor registration requirements. The board will accept (but does not require) programs from NASBA and NASBA QAS sponsors. They do require that all CPE taken adhere to the new statement of standards issued by the AICPA and NASBA. PES is a registered sponsor of NASBA and NASBA QAS and have issued credits in New Mexico without any problems. License Renewal Information:

Missouri Mandates Boater Education
Missouri has become the 34th state in the nation to mandate boater education. Beginning on Jan. 1, 2005, boater safety course requirements in Missouri apply to anyone who was born after Jan. 1, 1984. The Missouri Water Patrol will issue lifetime boater certification licenses. The bill allows boaters who are licensed by the U. S. Coast Guard to bypass the mandatory Missouri certification. The bill does not change the legal age for operating a boat on any Missouri waterway which remains at 14. Stops for the purpose of checking boaters strictly for proof of certification is prohibited under the provisions of the bill.

    WASHINGTON – U.S. Senator Jeff Bingaman today urged President Bush to significantly boost federal funding aimed at helping America's school children start on the path to a healthy life.
    In a letter to Bush, Bingaman emphasized the consequences of unhealthy eating habits during childhood and adolescence and the need to address these issues now.
    "I urge you to allocate new financial resources for the purpose of strengthening federal child nutrition education programs. Nutrition education is vital to growing a generation of healthy eaters and active adults. It is time we commit to nutrition education as part of assuring our children's health and well-being. The cost of improving the health of our children will be far less than the cost of the health consequences to come if we do nothing," Bingaman wrote.
    Heart disease, cancer, stroke, and diabetes are responsible for two out of three deaths in the United States, and the major risk factors for those diseases and conditions are established in childhood through unhealthy eating habits, physical inactivity, obesity, and tobacco use. In the last two decades, obesity rates have doubled in children and tripled in adolescents, and today, one in seven young people are obese, and one in three are overweight.

    WASHINGTON – U.S. Senator Jeff Bingaman today announced that 20 New Mexico schools and libraries have been awarded over $5.4 million in discounts on Internet service through the federal E-Rate program.
    The E-Rate program was created as part of the 1996 Telecommunications Act to enable schools and libraries to afford the ongoing costs of providing Internet service. Bingaman is one of the Senate's leading advocates for education technology and has been a vocal supporter of the E-Rate.
    "Internet skills remain a valuable asset needed to compete for high-wage jobs in and out of the technology sector," Bingaman said. "But many New Mexico schools and libraries lack adequate resources needed to provide kids with access to Internet technology. These E-Rate discounts will provide our schools with the funding they need to help ensure all children have access to this valuable resource."

    Introduction:
    The New Mexico Schools Lab Safety Program is a Joint Powers Agreement between the State Department of Education and WERC, A Consortia for Environmental Education and Technology Development to devise and deliver lab safety workshops annually addressing the issues of compliance with state, OSHA and other regulatory organizations. This new standardized curriculum will be required training by the State Superintendent of Schools for all public schools in New Mexico on a coordinated schedule with the Accreditation Office of the SDE. This program was developed by WERC at the request of the New Mexico State Department of Education, Director of Eisenhower Professional Development Program (Title II).
    The Laboratory Safety Education Program will be administered through WERC by:
