About these charts Among the services taxed are those of doctors and dentists, lawyers, engineers and accountants, plus a variety of other activities that are given a free pass in most states. The majority of labor services and repairs are taxed in New Mexico, as are construction contracts and just about all personal services, such as barbershops, laundries and health clubs. One way to pay for rate reductions might be by eliminating some current exemptions. A candidate is the exemption from the gross receipts tax for nonprofits. Changing this rule would allow the state to bring in revenue from Los Alamos National Laboratory, which is operated by the University of California. Question Answer What are the GED Tests? Purpose and Policy: The Tests of General Educational Development (GED) measure knowledge in five different areas: writing, social studies, science, interpreting literature and the arts, and mathematics. An important feature of the GED Tests is an essay that documents your ability to write and communicate effectively. The battery of five GED Tests takes 7 hours and 35 minutes to complete. The GED Tests are standardized and normed using a national stratified random sample of graduating high school seniors. In order to pass the tests, the GED candidate must demonstrate a level of skill that meets or surpasses that demonstrated by approximately 67 percent of graduating high school seniors. The GED Testing Service (a program of the not-for-profit American Council on Education) develops the policies and procedures for the administration of GED Testing. TRANSFER AMONG NEW MEXICO HIGHER EDUCATION INSTITUTIONS
To facilitate transfer of students and course credits among New Mexico's colleges and universities, the state's public institutions of higher education are required to accept in transfer the courses taken within approved modules of lower-division course work and apply them toward degree requirements. Several transfer guides have been developed through collaboration of New Mexico's public post-secondary institutions, consistent with requirements of state law (21-1B, NMSA 1978). Students enrolling for first-year or second-year study at a New Mexico institution and wishing to prepare for possible transfer into a degree program at another institution are advised to take these course during their freshman and sophomore years. Student Responsibility New Mexico's colleges and universities have collaborated to produce guides to assist students who plan to transfer before completing a program of study. Course modules are designed to help students select courses carefully so that they may transfer with little or no loss of credit. However, planning for effective transfer with maximum efficiency is ultimately the student's responsibility. Responsible transfer planning includes early and regular consultation with the intended degree-seeking institution to assure that all pre-transfer coursework will meet the requirements of the desired degree.

Socorro, a community of 9,000 in the sunny Rio Grande Valley of central New Mexico, combines the pleasant climate of the high desert, peace and quiet of a small town, and sophistication brought by a state university.
History
Distinguished as one of the oldest settlements in the Southwest, the city's name means "refuge" or "aid," and dates back to 1598 when people of the Pilabo Pueblo fed and sheltered weary members of the Juan de Onate expeditions. The arrival of the Santa Fe Railroad in 1880 made possible extensive mining for ore, and Socorro quickly became New Mexico's largest town. A decade later mining opportunities had declined and Socorro returned to its agricultural heritage. However, the brief boom left as a legacy the New Mexico School of Mines (now called New Mexico Institute of Mining and Technology, or New Mexico Tech), which has helped to define this city as one of New Mexico's leading centers for education and research, home to one of the state's highest percentages of Ph.D.s per capita.
Demographics and Weather
Inclusion of county residence brings the area population up to about 23,000, with a median age of 30 years, 47% claiming Hispanic origins. Sitting at an elevation of 4,585 ft. above sea level, Socorro is particularly proud of its dry, sunny weather with an average July temperature of 61-93 degrees F, an average January temperature of 25 to 55 degrees F, and an average annual rainfall of 6-9 inches. Snowfall, which begins in late October, averages around 6 inches.

About New Mexico State University
New Mexico State University, which began in 1888 as an agricultural college and preparatory school, is a comprehensive institution dedicated to teaching, research, and service at the graduate and undergraduate level.
