The New Mexico State Auditor's Office and independent public accountants from around the state have worked together during the past year to improve the quality and timeliness of the audits upon which other public bodies rely.
Audits by independent public accountants have come under more thorough review by the State Auditor's Office.
The State Auditor returned numerous audits for additional work last year, and accountants have responded favorably to the quality review.
When the state's leaders prepared the New Mexico Constitution in 1911 for impending statehood in the following year, they created a strong, independent auditor's office to oversee how government officials would spend taxpayers' hard-earned dollars.
In 1968 a state court said the State Auditor's Office should serve as a completely independent representative of the people, accountable to no one else. It should have the power, duty and authority to examine and review the activities of government officials and entities receiving money from state tax revenue, the court said.
The Office of the State Auditor conducts and oversees audits of government entities, making sure they are completed in a timely and efficient manner within professional standards. The State Auditor's Office then reports to the citizens of New Mexico on the accountability of state and local governments. New initiatives are also proposed wherever possible to improve management in government.

NEA Study Finds Investment in U.S. Public Schools Lagging as Education Needs Rise
Washington, D.C. - Despite the vital importance of education to Americans, critical investments in U.S. public schools remain stagnant, according to a state-by-state report released today by the National Education Association (NEA). The report, titled (PDF, 1M, 127 pages), paints a difficult funding picture for public education nationwide. Despite rising enrollments and a growing need for qualified teachers in many areas of the country, the average expenditure per student and the average salary of a public school teacher for the 2001-2002 school year increased only slightly over the previous year. Over the last 10 years, teacher salaries have remained flat, growing just 2.4 percent during that time period, or approximately 0.2 percent per year when the cost of living is factored in. Nineteen states and the District of Columbia saw real declines in average teacher salaries over the years 1991-92 to 2001-02, adjusted for inflation. Those with average salaries declining 5 percent or more: Alaska (-13.6%), Connecticut (-11%), Vermont (-9%), Wisconsin (-6.4%), New York (-6.3%), New Hampshire (-6.1%), Nevada (-6%), Kansas (-5.8%), and the District of Columbia (-5.3%) (Chart C-14). The study shows that the federal government's share of the public education dollar was 7.5% in 2001-2002 not enough to cover the cost of federally mandated education programs. State and local governments will need a larger share from the federal government in order to put the federal education mandates in place without sacrificing other programs. By failing to fully finance the new No Child Left Behind Act, which was enacted in 2002, the federal government will be undermining state and local governments' ability to find ways to attract qualified teachers into joining and staying in the profession, modernize existing schools and build new ones, and provide students with the programs, materials and books they need to meet the high standards envisioned by the new law.

Montana Governor Judy Martz (R) and New Mexico Governor Bill Richardson (D) have written Secretary of Education Rod Paige urging changes in the federal No Child Left Behind law to make its implementation more rational in rural areas. They have asked that
  • States be allowed to waive the requirements for highly qualified teachers provided their students perform at or above the national average on the National Assessment of Educational Progress test.
  • Rural states with small state education agencies be given more money and technical assistance from the feds or more time to handle the growing administrative burdens under NCLB.
  • Their states be exempt from NCLB accountability provisions for at least one year because their current test was never intended for use in determining individual student proficiency levels.
  • The U.S. Department of Education contract with public or private expertise to provide technical assistance specifically related to data management to rural states.

Congress Rewards Agency Responsible for New Mexico Wildfire With More Money Congress Approves $45 Billion for Federal Land Purchases at Very Time Federal Land Management is Under Fire
The recent passage of the Conservation and Reinvestment Act (CARA) by the U.S. House of Representatives, legislation that would allow the federal government to spend $3 billion per year for 15 years to buy additional land for parks and conservation programs, ignores disturbing evidence that the federal government can't even manage the land it currently owns, says The National Center For Public Policy Research. In fact, the very day Congress approved the bill May 11 was the day a catastrophic forest fire in New Mexico caused by the incompetence of the U.S. Park Service burned thousands of acres of forest and hundreds of homes. Critics of CARA have argued that it is wasteful to accelerate new federal land purchases given that the federal government already has a $5 billion maintenance backlog on federal land. Rather than giving the government more money to buy additional land, Congress should have ordered the U.S. Park Service and other agencies to reform their flawed land management practices. The foolishness of increasing federal land purchases was made abundantly clear by the U.S. Park Service's culpability in igniting the New Mexico blaze that has consumed more than 18,000 acres of land and destroyed as many as 400 homes and other buildings. The Forest Service set fire to a 900-acre section of the Bandelier National Monument on May 4 as part of a "prescribed burn" which is designed to prevent larger, catastrophic fires. However, Forest Service officials ignored a National Weather Service forecast that warned that high winds, high temperatures and decreased humidity made a prescribed burn too risky. Said New Mexico Governor Gary Johnson of the Forest Service's decision to start the fire, "This seems to be common sense out the window."

In 1994, the State of New Mexico established Adolescent Transition Groups (ATGs) to support the most vulnerable youth transitioning from out-of-home care into adulthood. Adolescent Transition Groups are comprised of representatives from state and local child welfare, juvenile justice, education, and mental health agencies, as well as youth advocates, attorneys, and other community stakeholders. ATGs exemplify a systems management approach that utilizes the experiences of individuals to identify systemic barriers for youth in transition. The primary goals of ATGs are to help youth access services that they are eligible for as adults, to identify and address barriers to services and service gaps, and to raise awareness and promote dialogue between child and adult systems of care.
