KEY DEPARTMENT NEWS The National Oceanic and Atmospheric Administration's (NOAA's) National Weather Service (NWS) To Host Cooperative Observing Program (COOP) Partners' Forum. The National Oceanic and Atmospheric Administration's (NOAA's) National Weather Service (NWS) Partners with Dow Corning and Emergency Management Agency to Give Away 70 NOAA Weather Radios. NOAA's NWS Forecast Office in Wilmington, OH, recently partnered with Dow Corning, Carroll County Emergency Management, and the Kentucky State Emergency Management Office to give away 70 new NOAA weather radios. Dow Corning bought 70 NOAA weather radios and distributed them to hospitals, schools, nursing homes, day care centers, churches, fire departments, and government buildings in the area. The mayor, a county judge, the local police chief, NWS personnel, and Dow Corning employees went through the community in small groups distributing the radios along with NWS pamphlets. Each organization that received a radio was educated on how to use the radio, the timely information it would provide, and how to respond to warnings issued. Rio Grande Electric Monitors Remote Energy Assets Over Satellite
Victoria, BC (6/19/2003) - Rio Grande Electric Cooperative, Inc. (RGEC) now uses satellite communications to monitor energy conditions across its rural energy distribution network. As part of its new enterprise energy management system, the Texas-based electric utility identified satellite as the most cost-effective way to communicate with the intelligent energy meters being installed at the company's remote substations. The new energy management system uses a network of ION(R) meters and software from Victoria BC-based Power Measurement to help Rio Grande Electric control the cost, quality and reliability of the power it offers to its customers. RGEC provides electric service throughout 20 counties across Texas and New Mexico, but according to Mike Wade, technical services manager for RGEC, the remote locations made a traditional telephone link to these meters impractical. "We realized that the high cost of running a phone line to each of these remote substations, plus the ongoing fees for using each line would not present an affordable solution," said Wade, "and because cell phones aren't supported in most of these locations either, a satellite link was the clear choice." To outfit each substation, Power Measurement worked with RGEC to pre-assemble new electrical panels, equipping each with several ION 7350(TM) meters (one for each feeder) communicating through a single ION 7600(TM) or ION 8500(TM) revenue-accurate meter. The revenue meter acts as a gateway, collecting and passing data from all feeder meters over an Ethernet link to a satellite radio.

    The Colorado Certified Potato Growers Association is an association of certified seed potato growers that is over fifty year old. In the early 1920's potato growers saw the need to begin a highly focused effort of improving the quality of seed potatoes available to growers in Colorado and neighboring states. In 1940 the State of Colorado Department of Agriculture through Colorado State University commissioned the Potato Certification Service. This service in conjunction with the Colorado Certified Potato Grower's Association, have gone to great lengths to provide the very best seed potatoes possible. Today our membership is made up of over 30 seed potato growers that enter seed potatoes for certification by the state of Colorado. The growth of our organization has been largely driven by the development of new, improved potato cultivars, use of new seed production technology, a better understanding of potato diseases and their management, and improved marketing strategies for seed sales. The success of our organization has allowed us to build a disease testing facility and support major improvements in the certified seed program.     To carriers, the UBS looks like a passive device in the network and requires no new training or processes for carrier service technicians. Using normal POTS installation procedures, technicians can splice the UBS into active POTS pairs, without disrupting existing POTS services. The carrier provisions standard T1 connections, using T1-UNI or T1-IMA, to backhaul UBS broadband traffic. Instant-On Service Activation Makes DSL Truly Plug-and-Play
    An any-to-any Physical Layer Router (PLR) in the UBS uses integrated digital cross-connect technology to map the 24 onboard ADSL modems to any of the 50 pre-provisioned copper pairs, enabling Instant-On Service Activation. When the carrier receives an order for ADSL service, the Network Operations Center (NOC) can DSL-enable any of the 50 available POTS pairs at any time, with a single command. By eliminating truck rolls for service turn-up through these two features, the UBS yields tremendous OpEx savings for carriers.
