Consistent with our non-partisan approach, Think New Mexico's 11-member Board is composed of Democrats, Independents and Republicans. They are statesmen and stateswomen, who have no agenda other than to see New Mexico succeed. They are also the brain trust of this think tank.
Edward Archuleta , a 13th generation New Mexican, is the Director of the Santa Fe office of 1000 Friends of New Mexico, a nonprofit organization that advocates responsible land-use planning, growth management, and sustainable development. Edward previously served as the top assistant to former New Mexico Secretary of State Stephanie Gonzales. Paul Bardacke David Buchholtz has served on a long list of New Mexico boards and commissions and has advised several New Mexico governors on fiscal matters. David recently served as Chairman of the Association of Commerce and Industry. He is Senior Counsel at Brownstein, Hyatt, and Farber. Garrey Carruthers served as Governor of New Mexico from 1987-1990. Garrey is Dean of New Mexico State University's College of Business, and he was formerly President and CEO of Cimarron Health Plan. He is a member of the Board of Directors of the U.S. Chamber of Commerce and the New Mexico Business Roundtable for Educational Excellence.
Elizabeth Gutierrez is an education consultant with a PhD in educational leadership and public policy. Liz is a member of the Board of the Santa Fe Community College. She has served as Director of the Administrative Services Department for the City of Santa Fe and was a marketing executive with IBM for nearly two decades.

Community Outreach and Education Program (COEP)
Overview
The primary objective of the COEP is to promote collaborative interactions between communities and researchers that will lead to research that addresses community needs, and over the longer-term lead to informed, data-based policy decisions that improve the environmental health of communities.
New Mexico has a high number of Native American and Hispanic communities who have lived on traditional lands for generations. In addition, the common border with Mexico and the associated industrial development of the maquiladoras has further increased the percentage of communities characterized by low socio-economic and educational status and a high percentage of Hispanic, Latino, or Native American population. The sparse populations, need for economic resources, and lack of political power have led to environmental justice concerns associated with impacts of nuclear weapons development, mining, milling, nuclear waste storage, pesticide use, oil and gas development, and general unregulated industrial activity.

'Taking Two' Talk Of Town
Student Punished For Keeping Extra Soda From Machine

RIO RANCHO, N.M. A Rio Rancho teen was slapped with an in-school suspension for taking both sodas that came out of a vending machine, when he had only paid for one. That story, first reported on KOAT Action 7 News, was the talk of the town Thursday. It was the buzz on morning radio, topped local newscasts and was the talk of parents in the Rio Rancho School District. SURVEY A soda machine gives you 2 cans for the price of 1. Do you keep both? On Monday, Rio Rancho student Mason Kisner, 12, said he bought a can of pop at a school vending machine, and instead of getting one can, he received two. Kisner said he spread the word, and other students tried to get in on the deal. A teacher who saw Kisner getting the two sodas on Monday told him not to do it again. But Kisner said the teacher saw him get another two sodas for the price of one on Tuesday. The boy said the teacher called him a thief and accused him of trying to teach other students how to steal. He was written up, given a two-day in-school suspension and the incident will appear on his permanent school record.
