Dual Language 101
Overview:
With so many diverse models of bilingual education, it is essential that proponents of the Dual Language model be well versed in what the aims and objectives of Dual Language really are and what the basic components of such a program look like. It is the purpose of this page to provide a basic primer identifying the distinguishing components of a Dual Language program.
The Ground Rules:
When designing and implementing a Dual Language program, there are three non-negotiable issues. All Dual Language models must include:
  • Literacy instruction in both the Minority Language (non-English Lang.) and
    Majority Language (English).
  • Content instruction in both Minority and Majority Languages.
  • Instruction in Minority Language at least 50% of the time at all grade levels; instruction in English (Majority Language) at least 10% of the time at all grade levels.
  • Four distinct Dual Language programs 1. Two-way Immersion (90-10 or 50-50) Proven the most successful of all dual language programs, Two-way Immersion emphasizes the need to have language models of both the Minority and Majority Languages, learning side-by-side in the classroom for the majority of the day. The non-negotiable issues for Two-way Immersion programs are: Balance of language minority and language majority students (at least 1/3 –2/3 ratio for either language). Integration of language minority and language majority students at least 50% of the time at all grade levels.

    August 12 2003 Dear New Mexico State Board of Education: The American Institute of Biological Sciences (AIBS) would like to express strong support for the New Mexico’s revised science standards. In 1947, American Institute of Biological Sciences was federally chartered as a non-profit scientific organization to advance research and education in the biological sciences. As an umbrella organization, our 86 member scientific and education societies and organizations with a combined membership of approximately 240,000 and our 6,000 individual members span all of biology – basic to applied, from molecular to organismal, from agronomy to zoology. Scientists and educators across the country note that New Mexico’s revised science standards are among the best in the nation. High quality standards must draw their content exclusively from peer-reviewed mainstream science, and avoid pseudo-science, untested theories, and any religious or philosophical biases. The standards must be aligned, consistent, and pedagogically appropriate at each grade level. New Mexico’s revised standards meet these requirements. The American Institute of Biological Sciences has learned that advocates for Intelligent Design creationism have suggested modifications to the standards which would imply that:

    State Superintendent of Public Instruction RE: Notice about Mr. Henry Pascual's Death
    With deep regret, I am writing to inform you that Mr. Henry Pascual , first Bilingual Education Unit Director for the New Mexico State Department of Education, passed away on the 2nd of May, 2003. Henry was a pioneer in the field of Bilingual Education in both New Mexico and in the nation. Through a Ford Foundation grant funded to the New Mexico State Department of Education, he initiated the concept of Bilingual Education in the Pecos Schools in 1963, where Hispanic students received Language Arts and Social Studies instruction in Spanish. This was one of the earliest Bilingual Education programs in the United States. Two years prior to this, Henry implemented the idea of teaching English as a second language (ESL), which was a new concept at that time that was born here in the Southwest. Concerned with the underachievement of Native American students in English, he initiated ESL programs in Gallup, Magdalena, and Santo Domingo Pueblo. With Dr. Jim Alatis, Henry was directly involved in the formation of TESOL, which is now the international professional organization for teaching English as a second language. Always abreast of cutting-edge research and experimental programs for linguistically and culturally diverse students, Henry saw to it that New Mexico's schools field-tested the Miami Linguistics Program, the first instructional materials ever designed for teaching English as a second language.

    Education in New Mexico: The Bad News and the Good News
    As printed in the Albuquerque Journal Op-Ed page, on Sunday, August 13th, 2000. Recent reports and news stories emanating from the Albuquerque Chamber of Commerce, and the legislative-formed Education Initiatives and Accountability Task Force, make it appear that not only is New Mexico's educational system in a state of crisis but that it needs to be reinvented. We, the Coalition for Excellence in Science and Math Education (CESE: www.cesame-nm.org ), have been addressing the above questions for some time. We are a private, non-profit organization of over 450 scientists, engineers, educators, parents, and members of the business, political, and religious communities. Our goal is to help to improve education in New Mexico. CESE contributes a different perspective: we begin with questions and seek data. And then we draw conclusions from analysis of the data. Here is what the data show: it is a fact that New Mexico students, on average, have consistently tested at the bottom end when compared to other states. But, it is also true that about 75% of the state school districts test above the national average, including APS. The remaining 25% test significantly below the national average and are the prime cause for New Mexico's overall low showing.

    Education in New Mexico: Proposed Changes in Governance
    The New Mexico Coalition for Excellence in Science and Math Education is dedicated to the improvement of science education and science literacy for all citizens. The Coalition is anxious to consider proposals that further this goal.
    • Senate Joint Resolution 002aa/CS proposes to amendment Article XII, Section 6, of the Constitution of New Mexico to transfer the department to a cabinet department headed by a secretary of public education who shall serve in the executive cabinet and to create an elected public education commission. The secretary would be a qualified, experienced educator appointed by the governor and confirmed by the Senate. The 10 members of the commission would be elected for staggered terms as provided by law. The elected members of the 2003 State Board of Education would constitute the commission until their terms expire, and the districts from which they were elected would constitute the commission districts until changed by law. The amendment will go before the voters on Tuesday, September 23, 2003, in a special election on amendments to the New Mexico State Constitution, per HB 310.

    BULLETIN N.M. BOARD VOTES AGAINST CREATIONISM SANTA FE, N.M. — Teachers in New Mexico no longer have to teach creationism along with the theory of evolution in their classrooms. In a 14-1 vote Friday, the board decided against requiring instruction on creationism or other alternative theories about how life forms came to be. "The action we took clarifies, so there is no equivocation, that the leading theory of how the Earth was created has to do with evolution," board president Flora Sanchez said. "Other ideas may be part of classroom discussion and inquiry, but (the state) does not require their teaching." Creationism is the belief that people and the Earth were formed by a divine being. The theory of evolution, among other things, holds that man is the descendant of apes and other species. Prior to the vote, the state education standards included language that spoke of several theories of evolution and required teachers to "present the evidence for and against" evolution. Interest in the issue was rekindled this summer when the Kansas Board of Education passed new standards playing down the scientific importance of evolution.

    New Mexico legislature votes down school vouchers

    ALBUQUERQUE, N.M. - The New Mexico Legislature, in special session, voted down school vouchers decisively on a bipartisan basis May 10. Despite threats by Republican Gov. Gary Johnson to veto the general school funding budget and thus shut the schools down this fall, the House voted 50 to 20 and the Senate 29 to 11 to reject vouchers. Not only did state Democrats hold the line on this issue, but a number of Republican legislators crossed over despite Republican State Chair John Dendahl's threat that they would face primary contests in the next election. "Johnson is wounded," said John Ingram, communications director and higher education organizer for the New Mexico Federation of Education Employees. "[Vouchers are] his Achilles' heel." Despite his defeat, Johnson has not given up and is starting another offensive to sell vouchers to the public, Ingram said. "But we've already started our own anti-voucher movement to defeat him." Johnson has blamed New Mexico teachers for the fact that the state is 48th in national educational standing and teachers' salaries. He has repeatedly pushed competition between public and private schools as a method to improve educational standards.

Health Education Content Standards The New Mexico Health Education Content Standards with Benchmarks (Click here to download) were passed by the New Mexico State Board of Education in August, 1997. The passage of the content standards into regulation will aid in the efforts to encourage schools to implement effective School Health Education. The Health Education Standards developed for New Mexico are in line with the National Standards established for Health Education. School districts must have their curriculum aligned to the standards and assess student progress at the benchmarks. The School Health Unit can provide technical assistance in curriculum alignment and assessment.
