Graduation Requirements - The State Board of Education and supported by Public School Code 22-2-8.4 Graduation Requirements, New Mexico students must attain 23 units in order to graduate from a New Mexico high school. Of the twenty-three, fourteen are specified, leaving nine elective credits (requirements change in 2005-2006 with an increase to fifteen specified and eight electives). Local boards of education may increase the number of units beyond the state required units but the state requirements must be included in all district requirements. Specifics of the state graduation requirements include: A. At the end of the eighth grade or during the ninth grade, each student shall prepare an individual program of study for grades nine through twelve. The program of study shall be signed by a student's parent or guardian. B. On October 8 the New Mexico State Board of Education voted 13 to 1 in favor of a proposal to revise state science teaching standards to include evolution and related concepts, such as the age of Earth. The vote followed a series of statements by both the public and board members. Initially, only one speaker from the public opposed the proposed pro-science revisions; he was given six minutes to present his case against teaching evolution in biology classes. He was followed by nine speakers (given two-minute time limits) who supported the new proposal; several of these teachers, scientists and laypersons are active in the local skeptics group, New Mexicans for Science and Reason. The speakers for the proposal strongly endorsed it, and the board's consideration of improved standards, in a brief string of statements. Subsequently, two late arrivals who opposed the standards changes were allowed to speak also, for about two minutes each. An apparently unanimous vote in favor of the stronger science standards was temporarily set aside, as some board members felt it needed more discussion. A lively discussion ensued, and New Mexico board member Marshall Berman, a physicist from Sandia National Laboratories, provided an eloquent description of science as ongoing critical inquiry, quite unlike "theories" based on religious explanations like creationism and Intelligent Design, which explain everything, but only by terminating the whole discussion.

CURRICULUM AND INSTRUCTION
Health Education
New Mexico students in grades K-12 are not required to receive instruction in health education. Students are not required to complete a specified number of health education courses in order to graduate.
State Board of Education Administrative Code (2000) details content standards for health education. Local schools are not required to follow a specific curriculum, nor does the state provide a suggested framework.
Students in New Mexico are not required to take a statewide exam covering health education topics.
HIV, STD, and Pregnancy Prevention Education
Administrative Code (1988) requires HIV education in elementary, middle, and high school, but the specific grades are up to the local schools. "The instructional program shall include, but not necessarily be limited to: definition of AIDS, ARC, HTLV-III; the symptoms and prognosis of AIDS; how the virus is spread; how the virus is not spread; ways to reduce the risks of getting AIDS, stressing abstinence; societal implications for this disease; local resources for appropriate medical care; and ability to demonstrate refusal skills, overcome peer pressure, and use decision?making skills." The state does not require schools to follow a specific curriculum, nor does it provide suggested resources. Further, the state does not have limitations on what can or cannot be included in the instruction.

SANTA FE, N.M. The teaching of evolution evolved a step
further Friday when the state Board of Education voted 14-1
against requiring classroom instruction on creationism or other
alternative theories about how life forms came to be.
"The action we took clarifies, so there is no equivocation, that
the leading theory of how the Earth was created has to do with
evolution," board president Flora Sanchez said. "Other ideas may be part of classroom discussion and inquiry, but (the state) does not require their teaching." The board deleted some language in its science performance standards to clarify rules for teachers, Ms. Sanchez said. "The essence of that is that teachers are no longer required by our performance standards to teach alternative ideas about the creation of the world. It does not preclude their hearing student ideas," she said, "however it does not require them to teach these ideas."
