New Jersey is an extremely diverse state, yet the current standards treat all students with uniformity and do not recognize individual interests and needs. Students and schools face enormous pressures in trying to address so many academic standards in the context of a finite school schedule. Instead of fostering higher achievement, these overly prescriptive standards will become a prescription for failure. st century. New Jersey should adopt a new approach that recommits to rigorous curriculum content standards in the core academic areas essential for all students, while affording greater flexibility to address individual academic needs and career goals. Additional disciplines enrich the educational experience and prepare students for academic and career pursuits. World languages and cultures, the arts, vocational-technical programs, and technology are important components of a well-rounded education. However, the state should not require every student to pursue all of these areas. New Jersey 2003 School Report Card Database Consistent with prior report cards, the New Jersey 2003 School Report Card is accompanied by a database that can be downloaded. However, for the 2003 edition, the report card database has been completely redesigned and implemented to provide the public with a large collection of data that can be easily navigated and retrieved. The new database has been designed based on the relational database standards and principles. The following are the new features: Each table has several indicator variables (or fields) in addition to the county, district, and school codes:
  • YEAR. This is a variable created to indicate the school year in which the events/status the data collected represents. It is a four-digit field combining the last two digits of the beginning and ending school years. For example, the 2001-2002 school year’s GEPA data has the value of "0102" in the YEAR field. LEVEL. This field indicates the level of the data. School-level data is represented by an "S," district-level data is assigned a "D," DFG data an "F," and state-level data a "T". The selection of the level indication letter is based on the order of the letters appearing in a word. If the words for the different levels have the same first letter, the second letter is used for the higher level indicator value, and so forth. For example, S in the word "school" is used for school-level data, and T in the word "state" for state-level data.

    DEFINITIONS FOR NEW JERSEY SCHOOL REPORT CARD 2003
    INTRODUCTION In 1995, the New Jersey State Legislature mandated the New Jersey School Report Card in N.J.S.A. 18A:7E 1-5. The law outlines the fields of information that are required at a minimum, including the school narrative. This report card issued in February 2004 contains data for the 2002-03 school year. Enrollment numbers are based on the October 15, 2002 district enrollment count. The information in the report card is school-level data, except for the finance section which contains district-level information. For charter schools, however, the finance section is school-level. Unless otherwise stated, the source of the information contained in the New Jersey School Report Card is the school district or the charter school. As you use the school report card, there are several general practices and definitions that are used throughout the document. They are as follows:
    • SUPPRESSION: In reporting any type of assessment results, an asterisk indicates that the data were suppressed for any group of students that numbered ten or less in order to protect privacy. Test data are also suppressed where the failure rate is 100%, including all other data related to it.

    The New Jersey School Report Card provides statistical profiles of all 2,342 public schools in the state, based on data from the state Department of Education. It includes a school-by-school breakdown of average scores on the fourth-grade (ESPA), eighth-grade (GEPA) and 11th-grade (HSPA) standardized tests administered by the state of New Jersey. For high schools, the report cards include average scores on the Scholastic Assessment Test college entrance examinations , known as SATs, and for Advanced Placement, or AP tests. The report cards provide a wide array of additional information, including enrollment, language diversity, class size, student/faculty ratio, per-pupil spending and median salary for teachers and administrators. Officials say the report card provides an important element in New Jersey's effort to set high standards, measure school progress and report results to the public. "The School Report Card is a reliable and valuable source of information about our schools," Education Commissioner David Hespe said.

Lee TRENTON, July 18, 2000—The executive director of the New Jersey School Boards Association today praised Governor Whitman and the Legislature for crafting an “unprecedented and historic measure to help rebuild schools throughout our state.” The Educational Facilities Construction and Financing Act, S-200 (Gormley, Lynch, Collins, Malone), was signed into law by the governor today in front of Cranford High School, Union County. It will put $8.6 billion in state funds toward school repairs, additions, and new facilities. “The average school in New Jersey was built in 1952. That’s nearly a half century ago,” said Edwina M. Lee, NJSBA executive director. “Since that time, the needs of students have changed with a greater emphasis in areas such as technology and special education. Additionally, enrollments have been steadily increasing. “This legislation can benefit all communities—from the inner-cities where the courts have ordered the state to upgrade facilities, to suburban and developing communities with high property taxes and burgeoning enrollments,” Lee continued. The bill provides state borrowing of $6 billion for projects in the 30 special needs, or “Abbott” districts, $2.5 billion for non-Abbott projects, and $100 million for county vocational schools.
