    Keeping teachers
    Recruiting teachers In 1985, New Jersey became the first state to create an alternative route to teacher certification for people with a bachelor’s degree but no education courses. Since then, 8,347 career-changers have received teaching certificates this way, all but eliminating teacher vacancies and out-of-field teaching in the state. "We don’t have unstaffed classrooms," observes Edward Richardson, spokesman for the New Jersey Education Association. "We have very few people teaching outside their content area expertise, which is unusual among the states. ... The provisional teacher program and some of the other certificate reforms have helped that."

    MAIN PAGE

    Guide to the No Child Left Behind (NCLB) Report Card The federal No Child left Behind Act of 2002 requires public accountability reports at the school, district, and state levels that include student assessment data disaggregated into subgroups, information on highly qualified teachers, attendance and dropout rates and status of annual yearly progress. Since New Jersey already produces an annual school report card required by state law, the Department of Education decided it would be easier for districts and the public if the state published the reports containing data for three levels required by NCLB . The first NCLB report is this one released on August 29, 2003. Because the scores for the spring administration of the state assessments will not be available until the fall, this August report contains results from the years 2001-2002 which have already been published in the New Jersey School Report Card issued in February 2003. When the new assessment data becomes available sometime this fall, there will be a second NCLB report published containing the new data disaggregated by the same subgroups that are presented in the August edition. In February 2004, the annual New Jersey School Report Card will be released with all of the data from the NCLB report plus all of the other categories of information that appear in the New Jersey School Report Card that do not appear in the

    In the spring of 2002, the State Board of Education adopted a proposal developed by NJPSA to develop a streamlined principal certification option for experienced school supervisors. NJPSA/FEA became the first approved provider of this streamlined certification program with the approval of NJ EXCEL (Expedited Certification for Educational Leadership) in November, 2002. NJPSA is now exploring ways to expand NJ EXCEL to provide viable alternative pathways for other supervisors and teachers not eligible for NJ EXCEL. In order to provide a coherent vision for a comprehensive school leadership initiative, New Jersey should: Adopt the ISLLC standards, with the addition of a standard related to technology, as defining the knowledge and skills of effective school principals; and In order to improve the recruitment of school leaders and teachers, New Jersey should: Expand the opportunity for teaching staff members to complete a rigorous but streamlined principal certification program;
