At a time when U.S. schools will need to hire over two million new teachers to serve a growing number of students and replace a large cohort of retiring teachers, new research findings from the Harvard Graduate School of Education (HGSE) suggest that 43% of new teachers do not anticipate staying in the classroom as full-time teachers for their entire careers. The findings, part of a study of first- and second-year teachers in New Jersey, also show that 46% of the state's new teachers are mid-career entrants to the field, suggesting that mid-career entrants are becoming teachers in roughly the same numbers as first-career entrants. Researchers at HGSE's Project on the Next Generation of Teachers also found that compared with 6% of first-career entrants, a greater proportion (19%) of the mid-career entrants participated in alternative certification instead of traditional teacher education programs.

Division of Educational Programs and Assessment SUBJECT: The New Jersey Model for Identifying Highly Qualified Teachers As you are aware, the Department of Education has prepared an overall plan to assist districts in complying with the Highly Qualified Teacher Requirement of The No Child Left Behind (NCLB) legislation. In August, the department released The New Jersey Model for Identifying Highly Qualified Teachers , a packet of general information, forms and instructions to support districts in complying with the highly qualified teacher provision. As Commissioner Librera mentioned in his memo about this topic on May 9, 2003, teachers can meet the definition of the highly qualified teacher through federal specifications or through a High Objective Uniform Standard of Evaluation developed by the state. This alternate means is The New Jersey HOUSE Standard: The Content Knowledge Matrix which is part of the packet of information distributed to all school districts This matrix provides another means by which teachers can demonstrate content knowledge competence.

The Need

As school populations grow nationwide, school districts, especially in urban areas, are struggling to find ways to attract new teachers and keep them there. The bulk of the nation's teaching force is nearing retirement age, with most teachers in their mid-40s to early 50s. States and school districts nationwide are offering incentives in the way of signing bonuses, as well as covering relocation costs. States are awarding scholarships to education majors who agree to teach in low-income areas, adding low-cost rental housing, affordable mortgages and financial aid for graduate-level tuition at state universities. Pursuing a teaching career is one of the most noble things one can do. Of course, being a good teacher is not easy. Being entrusted to make our young people smart, responsible human beings is an enormous task. But no other profession offers the potential to create a more positive impact on a community.

General requirements for issuance of the certificate are:
