Information Bulletin No. 200112 (Replaces 979811 989913 990001 and 990024) July 2001 TABLE OF CONTENTS INTRODUCTION Local leaders and members are currently faced with many problems and questions concerning certification. This is due in no small part to the certification regulations which went into effect on September 2, 1993 as well as the changes recently adopted by the Regents that go into effect in September 2004. This Bulletin describes those regulations which are currently in place. The purpose of this Information Bulletin is to summarize the information most commonly sought by members and local leaders. Please bear in mind that this Information Bulletin is for INFORMATION ONLY , and is not to be considered as an official interpretation of the rules and regulations of the Commissioner. Official answers on the interpretation of certification regulations and certification status can only be obtained from the Office of Teaching of the State Education Department (see sidebar for contact information).     December 22, 2000 2000-R-1174 ALTERNATE ROUTE TO TEACHER CERTIFICATION By: Judith Lohman, Chief Analyst You asked the following questions about Connecticut's alternative route to certification (ARC) program for teachers: (1) how many are enrolled in the program, (2) how many fail to graduate, and (3) whether ARC graduates must meet the same standards as other certified teachers. You also asked for a comparison of Connecticut's ARC program with those in several other states. SUMMARY
      There are currently 163 students enrolled in the state's ARC program, according to the Department of Higher Education (DHE), the agency that administers it. In 1999 (the most recent year for which figures are available), 158 out of 159 participants graduated unconditionally. ARC graduates must meet the same requirements as other applicants for teacher certification. According to the National Education Information Center, 40 states have a total of 115 ARC programs of various types. Because the programs vary widely, the center groups them into eight classes. Connecticut's and seven other states' programs fall into Class A. Class A programs have the following characteristics:

    ALTERNATIVE CERTIFICATION
    AND THE EMPLOYMENT
    OF MINORITY TEACHERS

    n 1985, New Jersey launched the nation’s first statewide program of alternative teacher certification. The "Alternate Route to Certification" allows school districts to hire talented liberal arts graduates who did not study education in college and pay them as full-salaried teachers. Candidates must hold degrees in teaching subjects, pass subject tests, and receive offers of employment from school districts. To enter a contract, the novice teacher has to agree to attend after-school training during the first thirty weeks of employment and district staff must agree to mentor and evaluate him or her during that period. Alternate route candidates are allowed to compete freely for employment, and district administrators are urged to consider them equally alongside education degree holders. In fact, the state concurrently restructured traditional teacher education to mirror the elements of the alternative program, decreasing education course requirements in favor of increased liberal education, subject matter preparation, and mentored teaching in school classrooms. The main difference between the two entry routes is simply that "traditional" candidates acquire mentored teaching experience in the latter months of college and their "alternative" counterparts do so in the initial months of employment.

    Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

    February 2004 New Pathways to Teaching in New Jersey
    Once again Essex County College is collaborating with the state Department of Education and other educational agencies in offering an enhanced New Pathways to Teaching in New Jersey program. The initiative is an expansion of the Alternate Route Teachers’ program launched by the state in the mid-1980s for people interested in becoming public school teachers who have worked in other fields and now would like to enter the classroom.
    Individuals may choose to enroll in the one-year teacher certification program on a non-credit basis or earn graduate credits that can be applied to the Master of Arts in teaching program at New Jersey City University. Classes are set to begin in July. Twenty-five prospective teachers are in ECC’s inaugural alternate route program launched last year. They are on target to attain teacher certification later this year.
    ECC will offer two information nights prior to starting the first phase of the certification program in July: March 2 at the Newark campus and March 3 at the West Essex campus.
