    Teaching Certification in New Jersey
You must have a certificate to teach in a New Jersey public school. Without it, your contract is not valid, and you may not be paid. New Jersey laws say: "Any contract or engagement of any teaching staff member shall cease and terminate whenever the employing district board of education shall ascertain by written notice received from the county or district superintendent of schools, or in any other manner, that such person is not, or has ceased to be, the holder of an appropriate certificate required by this title for such employment, not-withstanding that the term of such employment shall not then have expired." (NJSA 18A:27-2) The law further goes on to say:
"The chief school administrator of the employing district board of education shall require each newly employed or reassigning teaching staff member to exhibit an appropriate certificate before the teaching staff member assumes responsibility for the performance of regulated duties." (18A:26-2) As a teacher, you are responsible for your own certification. It is not the responsibility of anyone else. It is your job to have the right kind of certificate for the position you seek or hold. Find out what kind of certificate you need, apply for it, furnish the information required, get it, and have it available when needed. Your superintendent (or principal or board of education) should know what kind of certificate you have. You should NOT be assigned to a position nor accept teaching assignments for which you are not qualified and for which your certificate does not apply.

2175 Rayburn House Office Building Washington, DC The Administration and the Congress of the United States are being called upon again to respond to the growing need for more and better teachers. According to the latest teacher supply and demand projections, the nation will need to hire 2.2 million people to teach who are not currently teaching in the nation's elementary and secondary schools in the next decade. There is mounting concern about teacher preparation and the quality of the teaching force. Alarms have also been sounded about the numbers of teachers who are teaching "out of field", i.e., teaching a subject for which they have neither an academic major nor a minor.

    Alternative Teacher Certification:
    A State-by-State Analysis 2003

EXECUTIVE SUMMARY Alternative routes for certifying non-traditional candidates for teaching are multiplying rapidly in the United States. Concerns about the quality of the teaching force, as well as fears of teacher shortages, have spawned the creation of new avenues whereby people from other careers, liberal arts graduates, military and other retirees, former teachers and people beginning a career later in life can be brought into teaching without having to go back to college and complete a campus-based teacher preparation program. What were often called “scab programs” and “quick and dirty” ways to rush unprepared people into teaching in the early 1980s, when alternative routes first surfaced, are now models for the way all teachers are prepared. The National Center for Education Information (NCEI) has been surveying the states regarding alternative routes for licensing teachers since the issue surfaced amid much controversy in New Jersey in 1983. At that time, there were only eight states that said they had any way for people who had not come through a regular college teacher education program to become certified to teach. In 2003, 46 states and the District of Columbia report having some type of alternative route
