The project will use the funds to develop an exportable model of palliative care in trauma/surgical intensive care, a new arena for palliative care services. Although many Americans receive highly skilled, state-of-the-art care in ICUs, experts increasingly recognize that critically ill patients also can benefit from palliative services. The Promoting Excellence program supports demonstration projects that integrate high-quality palliative care services in ICU, improve care for critically ill patients and their families and assess the effectiveness of the interventions. Fellowship Awards The New Jersey Developmental Disabilities Council has awarded $1,000 fellowships to educators from six New Jersey school districts and a north Jersey physical therapist for their outstanding efforts in creating more inclusive classrooms environments for students with disabilities and their peers. The Fellowships were created by the Council to promote educational practices that embody the requirements of IDEA - the federal Individuals with Disabilities Education Act. The Act requires, among other things, public schools to offer educational experiences for students with disabilities in the least restrictive setting possible and provide the necessary supports to make those experiences successful. “These educators have fully embraced the concept that children with disabilities have the right to be educated in the least restrictive environment and have shown a commitment to making that concept a reality for their students,” said Susan Richmond, Deputy Director of the DD Council. “They have done this not in response to pressure from federal monitors or advocates for students with disabilities, but because they believe that this philosophy is the best way to educate all their students.” Richmond noted that the Council’s review committee was impressed by the level of creativity and inspiration found in the winners.

About the Program
Situating students in a critical context is paramount if they are to grasp the complex nature of social, political and psychological issues in the twenty-first century. Without adequate grounding in the liberal arts, students cannot develop the abstract thinking skills to grapple with issues like the problematic nature of economic growth and development, cultural studies and the arts, the contemporary nature of the nation-state, the relevance of the human genome project for the development of drug therapies, the impact of laboratory information systems in chemistry, and the changing hegemony of psychological theories.
Both the College and the larger social context have been altered during the past two decades. The nature of technology, the organization of the economy (locally, nationally and globally) and academic discourse (to name just a few examples) have been transformed during this period. These changes are reflected in the general education curriculum.

available This preliminary study of 110 randomly selected first-year and second-year New Jersey teachers in both charter and non-charter schools examined new teachers' experiences with hiring and professional culture. Key Findings Hiring Almost 1/3 of new teachers in New Jersey are hired through a highly decentralized (i.e., entirely school-based) process; about 1/3 are hired through a highly centralized (i.e., entirely district-based) process; and the remaining 1/3 are hired through either a moderately-centralized or a moderately-decentralized process. New teachers in New Jersey have limited interactions with school-based personnel during the hiring process. This is true for both those who experience centralized hiring and those who experience decentralized hiring. Charter school teachers submit a broader range of materials than non-charter school teachers as part of their applications.

NUMBER 162 THE NEWSPAPER OF EDUCATION RIGHTS JULY 1999 New Jersey Legislature Adopts
Resolutions Against STW

The following resolution opposing School-to-Work passed the New Jersey Senate on May 10. An identical resolution (AR 146) is pending in the General Assembly, where it was introduced by Assemblymen E. Scott Garrett and Guy F. Talarico. AR 146 has more than half the Assembly members as cosponsors. This resolution represents a significant accomplishment by the grass roots (led by NJ Eagle Forum), who worked hard to educate citizens throughout the state. Though New Jersey's plan to make on-the-job training mandatory for every high school junior and senior has been derailed, School-to-Work or "Workplace Readiness" retains strong support from Governor Christine Todd Whitman and the New Jersey Department of Education (NJDOE). In a related development, the state's largest teachers union, the NJEA, and two school districts have filed suit to force the NJDOE to ensure that public debate is allowed before any rules are imposed on public schools. STW policies have been implemented in New Jersey and other states without such debate. According to many parents and education activists, "the battle lines have been drawn, with Governor Whitman and the NJDOE on one side, and just about everyone else in the state on the other side."

School-Based Youth Services Program, New Brunswick, New Jersey
The School-Based Youth Services Program in the Brunswick, New Jersey, public schools is a mental health program initiated in 1988 and funded by the New Jersey School Based Youth Services Program. This program is a school-based and centralized service delivery system that has attempted to integrate existing school programs by linking the network of youth service providers. There are ten full-time staff, including psychologists, social workers, and educators. Recreational activities as well as pregnancy counseling and parenting training are provided. The program also helps with substance abuse and suicide prevention. Tutors, mentor groups, and "therapeutic" groups deal with social problems, substance abuse, and coping skills for students who are gifted and talented. Referral services to a local health center for specific health services and treatment are offered as well. The Center is open during the day, in the evening, and also in the summer to serve clients year-round. Success is due in part to substantial support from the school superintendent, local universities, and others. Content and general comments: info@ncrel.org
