June Portnoy is a local freelance writer. PTAs and PTOs According to PTO Today magazine, PTAs can be easily differentiated from PTOs.
PTAs (Parent Teacher Associations) are local parent groups that affiliate with the National PTA. These groups pay dues to their respective state PTAs and to the National PTA and receive benefits from their membership. Each school decides whether it will establish a PTA or PTO. According to Sullivan, in Pennsylvania, New Jersey and Delaware, PTAs make up less than 20 percent of parent groups. Effective Practices Larry M. Synopsis of Services Publications Resources Selected Articles from School Leader As the millennium approaches, New Jersey's public schools find themselves in the throes of a facilities crisis. Growth in student enrollment, expanding technological needs and aging facilities are problems faced by school districts across the state. These problems are not unique to any geographical region or class of school system; they affect special needs, urban, suburban and rural communities alike. Calendar year 1998 saw school boards in New Jersey bring 75 bond referenda before the public for a total of $893.919 million in proposed spending, 45 of which were approved. These numbers are expected to increase in 1999 as school facility needs continue to grow. As more bond referenda are brought before the public, boards of education continue to wrestle with the issue of how to best support their passage. The techniques used by local boards to spark interest and increase voter turnout are as widespread as they are innovative. However, the board's authority to communicate with the voters is not without legal limitations. The purpose of this article is to set forth the legal constraints under which boards of education must operate in addressing their facility needs through passage of a bond referendum. Expenditure of Public Funds The primary constraint on boards of education is in their ability to expend public funds in support of a bond referendum. The leading case on this issue, Citizens to

Excellence in Education The Summit Public Schools
Summit has a distinguished history of educational excellence. Since public education was first established in a one-room "little red schoolhouse" in 1792, facilities, curriculum, faculty, and students have changed dramatically, but the expectation of high quality education from parents and other taxpayers has endured and strengthened through the years. Today Summit is acknowledged as one of the leading school districts in New Jersey, offering an environment where every student is encouraged to strive for excellence.
Summit Elementary Schools Summit has five kindergarten through fifth grade elementary schools: Brayton, Franklin, Jefferson, Lincoln-Hubbard, and Washington. Kindergartners attend school for half-day sessions. A preschool program is also offered that serves children in need of special education as well as regular education children. Each elementary school provides the same high quality educational experience. A strong core curriculum is offered and is individualized for each student's unique needs. The elementary curriculum includes music, art, library, and physical education. Individualized programs are provided to meet the varied interests and skills of students at all levels of ability. Students in grades one through five receive Spanish language instruction. High achieving math students in grades four and five receive advanced instruction through a mathematics achievement program.

But her rendering of the famous icon of hope and freedom will soon be seen on the backs of those around the township as part of a local effort to raise funds for a campaign to repair the national monument. Kim is a Woodbridge High School senior who emigrated with her family from Korea to the United States in 1998. Her pen-and-ink depiction of Lady Liberty will be duplicated on thousands of T-shirts sold throughout the township. "While drawing the Statue of Liberty, I was thinking about how people wearing the T-shirts with my design and my signature would look, and it made me feel like I’m a professional artist. So I put extra effort and time in this project," Kim said. Kim said she and her family emigrated from Korea for better education and broader job opportunities. She said language and cultural barriers made acclimation to American society difficult.

    What I Know Now
Be Cool. Chill Out. Refrigerate Promptly. F or decades, product sales have reigned as the fundraising method of choice for most small non-profit organizations. However, the choice of products available to the fundraising chairperson today has grown exponentially, reading like a What's What in consumer goods. In fundraising drives across the country, the ever-popular candy, magazines and wrapping paper are found alongside everything from non-perishable cheese and sausage to light bulbs, birdseed, fresh fruit, tee shirts and scads of gift items. Now refrigerated and frozen foods - from pizza and cheesecakes to cookie dough - are gaining popularity in the parade of products sold for fundraising purposes. These products bring with them a whole new set of distribution and handling considerations. As a fundraising decision-maker, your primary goal, of course, is to conduct a smooth, profitable fundraiser. But don't lose sight of the fact that the foods sold through a fundraising drive are still intended for people to eat and enjoy, safely. "There's a misperception that foods sold for fundraising purposes are indestructible," reports Jim Messina, a New Jersey-based supplier of frozen foods for the fundraising market. According to Messina and others in the business of manufacturing and distributing frozen cookie dough, cheesecakes, pizzas and other frozen food items, the parameters for preserving these increasingly popular fundraising items are no different from products purchased from the grocer. Tom Lundeen, another frozen food supplier based in Iowa agrees, "When you buy ice cream at the corner supermarket, you don't leave it in the trunk for two days."

new jersey department of education OPTIMUM Software Helps Students Prepare for New Jersey Elementary School Proficiency Assessment ESPA. Business Editors CINCINNATI(BUSINESS WIRE)Jan. 14, 2002 While spring may seem far away, to New Jersey teachers and students, an April deadline looms. Thousands of New Jersey teachers and millions of students are diligently preparing for New Jerseys Elementary School Proficiency Assessment (ESPA) tests, which will be administered April 29 - May 3, 2002. Now New Jersey students, teachers and parents can add another tool to their test preparation repertoire. OPTIMUM(R) for ESPA is an interactive CD-ROM that helps students prepare for state assessment tests by providing sample tests and questions in specific subject areas aligned with New Jersey Department of Education guidelines. OPTIMUM for ESPA CD-ROMs cover fourth grade language arts literacy, math, science and fifth grade social studies. An eighth grade (GEPA) test preparation tool is in development. Teachers and schools can purchase OPTIMUM in single units ($29.95), Lab Packs of 5 or Site Licenses for 30. Special fundraising discounts and incentives are available for PTAs and PTOs. The ESPA is a diagnostic tool that tells teachers and parents how well students are progressing in obtaining the skills and knowledge required under New Jerseys rigorous academic standards. Additionally, New Jersey students are required to pass the state-mandated, eleventh-grade High School Proficiency Assessment (HSPA) test before graduating from high school. As schools are often ranked by how their students perform, many devote copious time to annual test preparation. OPTIMUM software is a valuable resource that can help teachers identify students academic weaknesses and ensure they get specialized help.

Through the McDonald's Together In Education grant program, McDonald's restaurant owners in the tri-state region are making $50,000 in grants available to fund programs or activities such as Family Science Nights and Family Book Sharing Clubs that "tie" parents back to the schools and help increase family participation in education. Teachers throughout the New York tri-state area (New York, New Jersey, and Connecticut) are eligible to apply. Expanding on the success of last year's program, members of Parent Teacher Associations (PTAs) or Parent Teacher Organizations (PTOs) are also eligible to apply for matching grants to fund their own parent involvement activities. The project must be designed to include the families/parents of one class, grade, or school. Grant request amounts can range from $500 to $2,500. Additional information and applications can be found at the New York Tri-State McDonald's restaurants Web site.
