Healthy School Nutrition Environment S. 1392
March 2, 2004
S. 1392 was introduced by Senator Tom Harkin (D-IA), ranking member on the Senate Committee on Agriculture, Nutrition, and Forestry, on July 10, 2003. This legislation would reduce the presence of low-nutrition foods in schools. This bill would require the Secretary of the Agriculture to work with the National Academies' Institute of Medicine to develop regulations regarding the nutritional quality of foods sold out of vending machines, a la carte lines, fund-raisers, and other venues throughout the campus, throughout the school day. Action Needed Contact your Senators and urge them to Co-Sponsor S. 1392 to get junk food out of the schools and improve children’s diets and health. Background While childhood obesity is skyrocketing, many of our nation's schools raise funds by selling soda and other low-nutrition foods to children. While there are strong nutrition standards for foods served as part of the National School Lunch and Breakfast Programs, foods sold out of vending machines, a la carte lines, and fundraisers do not have to meet those standards. Sponsor/Cosponsor(s) 3: Bingaman, Jeff (D-NM) Harkin, Tom (D-IA) Kennedy, Edward (D-MA)

We in the New Jersey Food Stamp Nutrition Education Program (FSNEP) are very proud of our program and its accomplishments. The following is a brief description of FSNEP in New Jersey. FSNEP was established in New Jersey in 1997 to provide nutrition education to limited resource adults, seniors, food stamp participants and children in school systems which have 50% or more children who are receiving free or reduced school lunches. The desired outcomes of our education are as follows:
  • Improved diets and nutritional welfare;
  • Increased knowledge of the essentials of human nutrition;
  • Increased ability to select and buy food that satisfies nutritional needs;
  • Improved practices in food production, preparation, storage, safety and sanitation;
  • Increased ability to manage food budgets and related resources such as food stamps.
FSNEP follows the EFNEP model that provides nutrition education through paraprofessionals (Community Assistants) who are peer educators hired from the indigenous target population. In New Jersey, adult education in the FSNEP program is accomplished through classes that meet all of the following criteria:
