Executive Summary Funding Technology in New Jersey's Schools
and Public Libraries By the End of the Century
Computers and other forms of technology are the modern day tools of America's society and culture, and as such, are as much needed in classrooms as books, periodicals, maps, tape recorders, VCR's, blackboards, pencils, papers, and even teachers. It is no longer possible for a teacher and a textbook to be the sole sources of information. The Federal Telecommunication Act of 1996 (the Act) establishes a new universal service mandate so that everyone, whether rich or poor, has access to educational and information resources available through the Internet and distance learning opportunities. The 1996 Act contains specific mandates to:
  • provide assistance to low-income customers through federal programs and special provisions to make it easier for them to get connected to the network and to stay connected through affordable access to telecommunications service;
    provide an appropriate level of telecommunications service in all areas of each state, including high-cost areas , to ensure that all customers, irrespective of geographic location, receive the benefits of effective competition throughout the state;

INTERNET TRAINING IN FLORIDA, OHIO AND ARIZONA
Empowering Teachers With Technology
The Alliance partners will collaborate with Maricopa Community College in Phoenix, Miami-Dade Community College and Cuyahoga Community College in Cleveland. The colleges will join with neighboring schools in their respective cities to create turnkey trainers for the use and integration of information technologies in K-12 science and other disciplines.
Project partners and community colleges will provide ongoing support to schools in related areas such as planning and budgeting for technology infrastructure development and pedagogical and assessment changes catalyzed by the integration of technology.
The Alliance program will include:
  • a comprehensive training package comprised of exemplary, standards-based curriculum materials available on the Internet, selected video documentaries of model lessons and best practice using such curriculum materials and print and electronic support materials to guide users in the implementation of these materials; a network of three locally-based partnerships among community colleges, neighboring K-12 schools and relevant community organizations;

    • 1991: State adopts a new Monitoring Law, expanding the curricular content areas necessary for districts to receive certification, to include the arts. The state arts council creates an Arts Basic to Education program and awards grants to discipline based arts organizations.
    • 1992: State Board of Education (SBOE) adopts State Goals for Education including the arts
    • 1996: SBOE approves the arts as one of seven core academic areas in the K-12 Core Curriculum Content Standards mandated for all students.
