This total includes more than 290,000 acres in 117 Wildlife Management Areas, specifically managed to enhance wildlife populations and provide for wildlife-oriented recreation. Hunters can enjoy more than a hundred days of deer hunting, including seasons for bow, shotgun and muzzleloading rifle. Multiple bag limits are the rule in most zones. The 2002-03 deer harvest was 63,786. In addition, some of the best waterfowl hunting on the East coast is found in the Garden State. Snow geese, brant, black duck, mallard, bufflehead and a variety of other waterfowl speciesprovide extensive hunting opportunities, especially on the coastal marshes. The RockportPheasant Farm produces 55,000 pheasants annually for release on selected Wildlife ManagementAreas. The wild turkey, reestablished in the late 1970s, continues to increase throughout the state with the population now estimated at 18,000 - 20,000 with an annual harvest of more than 2,000. The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.

An Overview of Court Process
Courts are the most visible part of our legal system. Though many legal issues and disputes are never brought to the courthouse, each year approximately seven million new cases are filed in New Jersey's courts. In those cases, judges are called upon to decide disputes involving such diverse topics as criminal law, motor vehicle violations, divorce, and other family matters, wills, contracts, defective products, and of course our basic rights as Americans, such as freedom of speech. People set the agenda for New Jersey Courts through these cases, and it is through these cases that courts influence our lives. The structure of New Jersey's court system is among the simplest in the nation. There are only a few basic types of courts in the state. Municipal courts, Tax Court, state Superior Court, which includes the trial courts, an Appellate Division and the New Jersey Supreme Court. The Chief Justice of the Supreme Court of New Jersey is Deborah T. Poritz.

STATE WILDLIFE POLICY The legislature finds and declares: The policy of this state is to manage all forms of wildlife to insure their continued participation in the ecosystem; that species or subspecies of wildlife indigenous to the state found to be endangered should be accorded special protection to maintain and if possible enhance their numbers; and the state should protect species or subspecies of wildlife endangered elsewhere by regulating the taking, possession, transportation, exportation, processing, sale or offer for sale or shipment within the state any species or subspecies on any Federal endangered species list (23:2A-2). PROTECTED SPECIES OF WILDLIFE A provision to the contrary notwithstanding, no person shall capture, kill, injure or have in possession, living or dead, or attempt to capture, kill or injure, a wild or passenger pigeon. Violation: $250 for each offense (23:4-53). No person shall hunt for, pursue, capture, kill, possess, injure or destroy any female English or ring-necked pheasant under a penalty of $20 for each offense. These provisions do not apply to a licensee operating under the terms of 23:3- 28 to 23:3-39 (commercial licenses for propagating game, operating shooting preserves), or to any other person authorized by said licensee to shoot female pheasants (23:4-8). No person shall sell, trap, take, capture, kill or possess a beaver, possess or sell a raw pelt of a beaver, whether caught within or without the state, unless it has been tagged by the fish and game warden of the county where such pelt is possessed or sale is to be made. No person shall set a trap within 20 feet of any beaver lodge or dam, except persons holding beaver permits, under penalty of $100 for each beaver. The Division may issue such permits to residents to trap beaver and the pelts may be sold if properly tagged under penalty of $100 for each offense. The Division may issue permits to owners or lessees of land, a portion of which is under cultivation, to kill beavers destroying property, but carcasses must be turned over to the Division (23:4-55).
