The 2000 General Election Ballot includes two constitutional amendments. Voters may vote "yes" or "no" on each of these public questions. The League of Women Voters of New Jersey Education Fund prepared this background and voting yes /voting no information. PUBLIC QUESTION NO. 1 DEDICATION OF PETROLEUM PRODUCTS GROSS RECEIPTS TAX AND CERTAIN AMOUNTS FROM SALES TAX FOR THE TRANSPORTATION SYSTEM IN THIS STATE. Ballot Interpretive Statement: This amendment would add the revenues from the petroleum products tax and a portion of the sales tax to the revenues already constitutionally dedicated from 9.0 cents of the State tax on motor fuels as sources of funding for the construction and repair of the State transportation system. Background: If this amendment is approved by a majority of the voters, the additional dedicated taxes will be phased in over four years. At that time, the annual dedication of funds must provide a minimum of $400 million dollars. Voter approval of this constitutional dedication amendment does not increase any tax nor does it increase the amount of annual revenue collected by the state. Any tax revenue that is constitutionally dedicated to transportation purposes results in a corresponding decrease in General Fund resources. The dedicated tax money must be allocated to transportation capital projects unless and until the people remove the dedication by voting to change the constitution.

About the Program
Situating students in a critical context is paramount if they are to grasp the complex nature of social, political and psychological issues in the twenty-first century. Without adequate grounding in the liberal arts, students cannot develop the abstract thinking skills to grapple with issues like the problematic nature of economic growth and development, cultural studies and the arts, the contemporary nature of the nation-state, the relevance of the human genome project for the development of drug therapies, the impact of laboratory information systems in chemistry, and the changing hegemony of psychological theories.
Both the College and the larger social context have been altered during the past two decades. The nature of technology, the organization of the economy (locally, nationally and globally) and academic discourse (to name just a few examples) have been transformed during this period. These changes are reflected in the general education curriculum.

Introduction
Beginning in 1995, the college implemented a comprehensive service learning initiative as part of the First Year Experience (FYE) program and the general education curriculum. Since then the FYE service learning program has had a significant impact on student learning, led to the expansion of service learning in the curriculum, increased campus-wide interest and involvement in community service, and provided the local community with over 65,000 hours of valued service. The major FYE program components include:
  • Athens to New York - All students in their first year enroll in this interdisciplinary core course, taught by full-time faculty in residence hall classrooms. Full-time faculty guide students in an exploration of western and non-western cultures, and help them examine four important questions that are central to the course:

    Overview
    On July 18, 2000 the New Jersey Educational Facilities Construction and Financing Act (the "Act") was signed into law. It will result in the State’s investment of $8.6 billion in public school construction in New Jersey over the next decade, including full funding by the State of all school renovation and construction projects in 30 special needs school districts, known as the Abbott school districts . Full facilities funding for the eligible costs in the 30 Abbott school districts was ordered by the New Jersey Supreme Court so that students in these school districts could receive a thorough and efficient education, an explicit requirement of the New Jersey Constitution. School buildings with inadequate heat; leaking roofs; drafty windows; and other problems are a barrier to education. Under the Act the New Jersey Economic Development Authority (EDA) is entrusted with the responsibility for financing, designing and constructing all of the school facilities projects in the Abbott school districts, in school districts which receive 55% or more in State funding for education and in school districts that are in Level II State monitoring. In addition, the EDA is responsible for providing grants to fund the State share of school facilities projects in school districts that receive less than 55% in state education funding.

    Measured Progress works with the New Jersey Department of Education to construct and implement the Alternate Proficiency Assessment , designed to assess about 6000 students with disabilities by the end of grades 4, 8 and 11/12. Content areas include language arts literacy, mathematics, science, social studies, visual and performing arts, comprehensive health and physical education, and world languages. After scoring of individual student portfolios, Measured Progress analyzes scoring results and generates reports.     In July 1990, the New Jersey Department of Education awarded Advanced Systems (now Measured Progress) a three-year contract to conduct all aspects of development and statewide field testing of the due-notice Grade 11 High School Proficiency Test. About the Education Law Center Education Law Center (ELC) was established in 1973 to advocate on behalf of New Jersey's public school children for access to an equal and adequate education under state and federal laws. ELC works to improve educational opportunities for low-income students and students with disabilities, through public education, policy initiatives, research, communications, and when necessary, legal action. ELC currently operates two projects to improve education for New Jersey's children: the Student Rights Project (SRP) and the Abbott Schools Initiative (ASI). SRP provides free legal representation to school children who are denied access to an adequate or appropriate public education. The types of cases accepted by SRP include: special education for children with disabilities, school discipline, school district admissions, and other violations of individual student rights. SRP is the only legal services program in New Jersey, and one of very few across the country, that specializes in education law.

    Holocaust Education Holocaust Commission Holocaust Remembrance Day Kristallnacht Memorial Night L. 1994, c.13, s.1. 18A:35-27. Findings, declarations 1. The Legislature finds and declares that:
    a. New Jersey has recently become the focal point of national attention for the most venomous and vile of ethnic hate speeches.
    b. There is an inescapable link between violence and vandalism and ethnic and racial intolerance. The New Jersey Department of Education itself has formally recognized the existence of the magnitude of this problem in New Jersey schools by the formation of a Commissioner's Task Force on Violence and Vandalism. c. New Jersey is proud of its enormous cultural diversity. The teaching of tolerance must be made a priority if that cultural diversity is to remain one of the State's strengths.
    d. National studies indicate that fewer than 25% of students have an understanding of organized attempts throughout history to eliminate various ethnic groups through a systematic program of mass killing or genocide.
    e. The New Jersey Commission on Holocaust Education, created pursuant to P.L.1991, c.193 (C.18A:4A-1 et seq.), several years ago expanded its mission to study and recommend curricular material on a wide range of genocides. The Holocaust Commission is an ideal agency to recommend curricular materials to local districts.
