New Jersey AFP physicians, residents, students and staff "strike a pose" alongside Special Olympics New Jersey staff. Both groups worked long hours to make the 2003 MedFest event a success. D espite legal and medical advances that improve the quality of life for disabled Americans, logistical barriers often block their full involvement in society. One example: state-required preparticipation physicals for Special Olympics. That barrier has come crashing down in New Jersey. There, Jeffrey Zlotnick, M.D., of Phillipsburg and the New Jersey AFP have developed MedFest in partnership with Special Olympics New Jersey. The first daylong MedFest brought 70 young people to the Special Olympics facility in Lawrenceville, N.J., last fall for medical evaluations by 40 family physicians and residents. A second Medfest is set for April 23. The initiative's benefits are bountiful, says Zlotnick. In addition to providing preparticipation sports evaluations to athletes, MedFest shows families the value of family medicine in meeting their total health care needs. As a result of MedFest, FPs and residents are learning about caring for patients with special needs, and New Jersey has begun developing a network of medical, educational and allied health professionals to which FPs can refer patients for specialized care and therapy.

NEW JERSEY CATHOLIC CONFERENCE
LEGISLATIVE AGENDA 2004 - 2005 [Education] [Health Care] [Human Life] [Social Justice]
The New Jersey Catholic Conference, composed of the Catholic Bishops of New Jersey, is one of the means by which the Bishops address matters of public policy. The Bishops receive recommendations concerning these issues from a Public Policy Committee comprised of members from each diocese and from the various areas of the Church's ministry, such as social services, education and health care. The Conference staff interacts with the state and federal governments, monitors matters of concern to the Catholic Church in New Jersey, and advocates for the Catholic Church's position in these matters. The Conference works with other religious entities as well as civic and private sector organizations on matters of concern to the general welfare of the state's citizens. Because a fundamental tenet of Catholic social teaching is that each human life is sacred, particular emphasis must be placed on the dignity and rights of the family and its members. This truth is the basic principle by which all of the actions of government must be judged. Therefore, we support those legislative and policy efforts which support and enhance life. Our special concern for those who are vulnerable because they are unborn, young, old, disabled, poor, hungry, homeless, or ill is rooted in the Scriptural message which calls us to speak on their behalf and to alleviate their pain, suffering, and anxiety by direct action.

Jon Corzine, the Democratic candidate, has a financial background and is former CEO of Goldman Sachs. Robert Frank, the Republican candidate, is currently the congressional representative for the 7th congressional district in New Jersey. I n June 1999, The United States Supreme Court issued a decision in Olmstead v. L.C. and E.W. upholding the Americans with Disabilities Act (ADA) by maintaining that the denial of community placements to individuals with disabilities violates a person's right to choose where they live. How do you foresee the implementation of the Olmstead decision in New Jersey? Corzine
In Olmstead, the Supreme Court held that unnecessary segregation and institutionalization of people with disabilities is unlawful discrimination and violates the ADA. Compliance with the Olmstead decision is thus a matter of protecting the civil rights of disabled persons. I agree with the Court's decision and believe that people with disabilities should not be confined to institutions or nursing homes when they can be integrated into the community. New Jersey is already developing its

About the Demonstration Preschool The Demonstration Preschool has been in operation since the early seventies within the College of Education and Human Services at Montclair State University. The program is approved by the New Jersey Department of Education to provide special education services. The program presently provides service to preschoolers between the ages of three and five years. The children in the Demonstration Preschool have been classified by their sending school districts as Preschool Disabled , which is one of several categories defined by the current New Jersey State Administrative Code for Special Education. The Code defines preschool disabled as "an identified disabling condition and/or a measurable developmental impairment, which occurs in children between the ages of three and five years, and requires special education and related services." Younger children from birth through age three are also eligible for special services through a program called Early Intervention. These young children are serviced in the natural environment of their homes. Their parents are able to learn from the professionals that work with their children and then carry through themselves on various aspects of their child's treatment plan. As part of Montclair State University, the mission of the Demonstration Preschool is to provide on-campus opportunities for university students to observe and participate in model clinical and educational programs serving individuals who have special needs. This mission is accomplished by providing high quality services for children with special education needs.
