UNION CITY The inspiration for CC! at Emerson High School arose when Captain Modesto Silverio, senior Marine instructor for the JROTC program, discovered the Six Pillars of Character at a character and leadership seminar in New York City . He followed up and attended a CDS seminar at Princeton in June of 2003. That October he introduced CC! to the Emerson administrative team. “They loved the idea of bringing character education back to school,” he says. CC! became one of two major initiatives for the Accreditation for Growth of Emerson. The school began implementation. The carpenter and students built six large pillars and placed them at the main entrance steps of the school. Then the art teacher and her students designed banners to hang atop each pillar. In January 2004 the school unveiled the Respect banner. Before displaying the Caring banner, school officials conducted town meetings with the students in their gym classes. They explained CC! and students discussed how they could get involved.

Overview
New Jersey's Office of Telecommunications and Information Systems was founded by executive order in 1984 to improve the effectiveness and efficiency of the telecommunications and information technology used in state government. The state's telecommunications connections are provided by the Garden State Network, a leased system. New Jersey is relying on private industry to build its hub on the information highway. Although New Jersey has long-standing ties with the telecommunications industry, its infrastructure and use of telecommunications applications for government and education providers appear minimal at this time. A request for proposal was issued in August 1995 for distance learning, video teleconferencing equipment, and support services.

Many New Jersey counties, towns, and cities have developed websites to inform users about events in their areas and to attract business. The Department of Insurance has posted an extensive set of information about its office, filing claims, and tips on buying health and life insurance.
Government Services
The Department of Human Services uses the Garden State Network to support its Income Eligibility and Verification System.

Jersey Teachers Defy Backlash, Win Strikes by Karen Joseph August 2003 N early two years have passed since When 228 striking teachers were arrested in Middletown, New Jersey in December 2001, some thought there would be no more teachers strikes in the state. But two recent strike victories disprove that notion. Photo: New Jersey Education Association the jailings of 228 striking teachers in Middletown, New Jersey in December 2001 (see Labor Notes January 2002 ). Virtually every member of the New Jersey Education Association (NJEA), the state association with which the Middletown Township Education Association is affiliated, was touched by the sight of teachers in handcuffs on the steps of the Freehold Courthouse. After Middletown, many across the state sounded the death knell for strikes in the state. Some local association leaders and members announced they would not go on strike because they were not willing to go to jail. Some associations acquiesced to board of education demands for lower salary increases and the diminution of health benefits without so much as a whimper. Many thought New Jersey’s days as a national leader in collective bargaining were over. Additionally, one of the nation’s most restrictive collective bargaining laws, New Jersey’s Public Employment Relations Act, remained in place. Among other provisions, this law allows a board of education to impose its “last best offer” after mediation and fact-finding are exhausted and do not result in a mutually agreed upon contract.

New Jersey Regulatory Orders The BPU reached a final settlement agreement with Conectiv. The final plan sets a schedule for rate reductions, determines stranded costs recovery and shopping credits, and sets retail access implementation by November of 1999. The BPU reached a settlement agreement with GPU for restructuring. The settlement includes rate reductions, increased shopping credits, and reduced the amount of stranded costs GPU will be allowed to recover. New Jersey plans to launch its consumer education for electricity restructuring and retail choice program on June 1, 1999. The BPU announced a 6-month delay in its plan to offer retail competition. Phase-in of retail competition should now begin by April 1999.

The following is certified to be a true copy of the official Board minutes from the Regular Meeting of the Rutherford Board of Education held on Monday, January 12, 1998. Resolution by Mr. McGehrin, seconded by Mr. Galloway. BE IT RESOLVED BY THE RUTHERFORD BOARD OF EDUCATION
WHEREAS, in the past few months, the Borough of Rutherford has experienced a peristent and unwarranted level of aircraft noise, primarily from Teterboro and Newark International Airports, and
WHEREAS, research studies have demonstrated that children in schools, bombarded by frequent noise have difficulty in acquiring speech recognition skills, are impaired in cognitive development, and lag behind in reading skills, and
WHEREAS, chronic noise has also been related to other problems in children, including hearing damage, chronic cardiovascular activation, feelings of increased annoyance and irritation, and motivational difficulties such as learned helplessness, and
NOW, THEREFORE, BE IT RESOLVED, that the Rutherford Board of Education calls upon Senators Lautenberg and Torricelli, Congressman Rothman, Governor Whitman, State Senator Furnari, State Asemblymen DiGaetano and Kelly, the Bergen County Board of Chosen Freeholders, the Port Authority, the Federal Aviation Authority, and those Bergen County districts so effected, to institute immediate steps to dramatically reduce aircraft noise pollution over the learning institutions of Rutherford. Copy of same shall be distributed to all likewise effected school districts in Bergen County.

Robert R. Ceberio , executive director of the New Jersey Meadowlands Commission, has served in a variety of capacities since 1981 including deputy executive director, director of administration, administrator of Solid Waste Rate Management and acting chief financial officer. As deputy executive director, Ceberio served as CEO and was directly responsible for the acquisition of over 1,900 acres of wetlands for open space preservation, the implementation of over 12 redevelopment plans/projects, the creation of the Meadowlands Environmental Research Institute, and the development of active and passive recreation facilities. Ceberio also guided the Meadowlands Commission's proposal to convert five landfills into a golf/commercial development.
