Board at 50, the New Jersey State Bar Association and the New Jersey State Bar Foundation are planning events to take place throughout the months of February, March, April and May. Information on the Association's events is listed below. The New Jersey State Bar Association's Minorities in the Profession Section sponsors its Annual Black History Month students contests using the 2004 Law Day theme: "To Win Equality By Law: Brown v. Board at 50." High school students from around the state may submit essays, artwork and speeches to be judged by volunteers from the MIP Section. Contest winners will be honored at a reception featuring keynote speaker and Black History Month Artist-in-Residence. Festivities to take place in February. The Diversity Committee of the New Jersey State Bar Association, along with the Minorities in the Profession Section, Women in the Profession Section, Young Lawyers Division, Gay, Lesbian, Bisexual and Transgender Rights Committee and Government and Public Sector Lawyers Committee, will host the Second Specialty Bar Summit in March. Rokosz, D.O., J.D., F.A.C.O.E.P., of Parsippany, N.J., as its new Director of Medical Education and Program Director of the Transitional Year Residency Program. Dr. Rokosz is also the new Vice President for Medical Education for the Saint Barnabas Health Care System that encompasses ten hospitals, ten long-term care facilities, and a host of other health-related facilities throughout the State of New Jersey. Dr. Rokosz came to Saint Barnabas Medical Center from Union Hospital where he was Vice President for Medical Affairs for six years as well as Director of Medical Education for the past seven years. Registration/Licensing/Accreditation: New Jersey law places registration requirements on a limited category of private schools that are not operated by charitable institutions or religious denominations, i.e. for-profit nonsectarian private boarding schools established after 1920 and private schools charging tuition for certain vocational education. This limited category of schools must obtain a certificate of approval from the Commissioner of Education to legally operate within the state. N.J. Rev. Stat. 18A:69-1 et seq Recordkeeping/Reports: Length of School Year/Day: Curriculum: Special Education: et seq Health: Safety: Transportation: The New Jersey Constitution declares that the state legislature may, within reasonable limitations as to distance, provide student transportation (ages 5-18) to and from any school. New Jersey Const. Art. 8, 4, par. 3. Home Schooling: New Jersey does not have a code that addresses the area of home schooling. New Jersey?s compulsory education law states that every child between the ages of six and 16 must attend a public or private school, or receive "equivalent instruction elsewhere than at school". N.J. Rev. Stat. § 18A: 38-25. Responsibility for enforcing the compulsory education law rests with the local board of education. When a school board has reason to believe that a parent or guardian is not complying with the compulsory education law, the local board of education can initiate truancy proceedings in municipal court, requiring parents or legal guardians to document their activities in providing "equivalent instruction". N.J. Rev. Stat. §§ 18A: 38-27 through 18A: 38-31.

May 13th Event Planned by JPMorgan Chase and the New Jersey DOE
New York, April 29, 2004 - In celebration of the 50th anniversary of Brown v. Board of Education, JPMorgan Chase has partnered with The New Jersey Department of Education (DOE) to present "Keeping the Promise: 50 Years of Brown v. Board," one of a series of events the DOE has held since May 2003. More than 1,200 students from across the state are expected to attend the May 13th event at Rutgers University in New Brunswick, New Jersey. Julian Bond, chairman of the NAACP, will serve as the event's keynote speaker and will present awards to 10 students from New Jersey's public school system for their participation in a statewide art and essay contest. Participants were encouraged to submit pieces that expressed the historical significance of the landmark decision and how it has affected society as a whole. "At JPMorgan Chase we are proud to be in such esteemed company as Julian Bond and New Jersey education officials to provide today's students with a deeper understanding of the impact this decision has had on society and more specifically on their educational system," said Lewis Jones, President of The J.P. Morgan Chase Foundation.

Michael Winka, Director The New Jersey Clean Energy Program is a signature initiative of the New Jersey Board of Public Utilities, which provides education, information and financial incentives for renewable energy systems and energy efficiency measures. The New Jersey Clean Energy Program is a statewide program that targets approximately $125 million each year toward technologies that save electricity and natural gas and increase the amount of electricity generated from clean, renewable resources. The Program was created as part of the New Jersey Electric Discount and Energy Competition Act with the objective of transforming the energy marketplace in New Jersey for energy efficiency and renewable energy technologies in a deregulated environment. New Jersey has instituted a number of successful initiatives that help to reduce the State’s peak demand, conserve finite resources and transform the marketplace for the next generation of electricity supply technologies. Incentives are available to offset the initial cost of energy efficient and renewable energy technologies for all ratepayers in New Jersey. Programs are comprehensive and complementary and focus on providing technical and financial assistance to homeowners, businesses, schools and government organizations. The programs are also designed to offer full project development assistance from information on best practices to rebate payments and financing tools.

SUBJECT:       Talking Points on School Health Services Code Issues We thought it might be helpful to share with you our key talking points on the' School Health Services Code issues in preparation for our December 4, 2002 discussion as well as to assist you in responding to the inquiries that have emerged from the field. At the November 6, 2002 State Board Meeting the board revisited the issue of implementation of the student health physical requirements in response to a number of inquiries from the field. In discussing this issue, it was determined that the policy adopted by the State Board is sound, but there have been different interpretations that have led to confusion in implementation of the policy in a few districts. The Board requested that the department review the request received for an Equivalency and Waiver and report its findings at the next scheduled board meeting.
