Resolutions Against STW

The following resolution opposing School-to-Work passed the New Jersey Senate on May 10. An identical resolution (AR 146) is pending in the General Assembly, where it was introduced by Assemblymen E. Scott Garrett and Guy F. Talarico. AR 146 has more than half the Assembly members as cosponsors. This resolution represents a significant accomplishment by the grass roots (led by NJ Eagle Forum), who worked hard to educate citizens throughout the state. Though New Jersey's plan to make on-the-job training mandatory for every high school junior and senior has been derailed, School-to-Work or "Workplace Readiness" retains strong support from Governor Christine Todd Whitman and the New Jersey Department of Education (NJDOE). In a related development, the state's largest teachers union, the NJEA, and two school districts have filed suit to force the NJDOE to ensure that public debate is allowed before any rules are imposed on public schools. STW policies have been implemented in New Jersey and other states without such debate. According to many parents and education activists, "the battle lines have been drawn, with Governor Whitman and the NJDOE on one side, and just about everyone else in the state on the other side."

Making the Grade A new program spearheaded by a coalition of private and public concerns gives parents, teachers, and administrators a tool to gauge the effectiveness of their local schools. By David Chmiel It's never the kids who let you down," says Joseph Maccia. "It's the adults." Maccia is principal of the Ann Street Elementary School, a national blue ribbon school of excellence in Newark's Ironbound section, a school that he attended as a boy, a school where he's worked for 37 years. It's also a school that he's turned into one of New Jersey's urban success stories, and when he discusses his methods for building better students, he gives his adult audience, parents and politicians included, an earful.

Photograph: John Emerson "Some people say the urban school should be a safe haven, a place to be off the mean streets, but that's baloney," Maccia says. "We need to get kids–and their parents–to realize that through school and through education is the only way to better your life. And it must be the centerpiece of your world."
Maccia's pride in his own school is apparent, and well justified. Last year Ann Street Elementary was identified as one of the state's "benchmark schools" within a new cooperative program called Just for the Kids. Originated at the National Center For Educational Accountability, a non-profit organization based at the University of Texas in Austin, and now in place in thirteen states, Just for the Kids was introduced in New Jersey through the Business Coalition for Educational Excellence, a group of educators, business leaders, and policymakers working under the auspices of the state chamber of commerce and the state Department of Education. The coalition abides by one guiding tenet: helping young students become the future college graduates who will one day flood the workplace.
