Mr. Paige yesterday endorsed the new American Board for Certification of Teacher Excellence (ABCTE), whose mission is to certify subject experts, experienced professionals and military veterans as public school teachers, even if they don't have degrees in education.
"Some people will argue that this change is too radical, that it's too risky, that we should maintain the status quo," Mr. Paige said at a National Press Club event with board leaders. "Well, I agree that it's radical. It's radically better than the system we have now, a system that drives thousands of talented people away from our classrooms."
The ABCTE, started in the fall with a $5 million federal grant from the Department of Education, set off a firestorm of objections from education groups that argued that the approach was a "quick and easy" solution bent on "devaluing professional knowledge" and rushing teachers into the classroom.

At Notre Dame College, the Fine Arts program emphasizes creative thinking in order to assist students in realizing their full potential consistent with the college mission. This is accomplished through studying the arts of different cultures, understanding the formation of artistic styles, and mastering studio skills. Students begin by taking a basic core of fine arts courses and may continue in this area as well as select concentrations in design and illustration, art history, and teacher certification. A wide range of basic, intermediate, and advanced studio art courses are available. These include drawing, painting, design, sculpture, computer graphics, ceramics, printmaking, and photography. A variety of art history courses are also provided. Minors are available in Fine Arts and Art History. Students interested in teacher certification as an art specialist (grades K-12) may seek certification through the Notre Dame College Division of Education. THE GOALS of the Fine Arts program are to expand students' awareness of the variety of artistic expressions, to acquaint them with the many different and related media used in those expressions, to teach the techniques and practices of visual art, to give students an awareness of art history, and to help students acquire taste and critical evaluation in art.

Individual Evaluation Applicants from Other States
Reciprocal (Interstate) Agreements with Other States
New York has interstate contracts with more than 30 other states and jurisdictions. As outlined in the Interstate Agreement of Qualification of Educational Personnel, a person prepared in one of the contract states who meets the conditions of the contract is eligible for Initial certification in New York. The conditions are either (1) completion of an approved program of teacher preparation or (2) possession of a valid certificate in the contract state and service under that certificate in three of the most recent seven years. In addition, applicants must obtain qualifying scores on the New York State Teacher Certification Examinations to obtain an Initial Certificate. However, applicants who have not completed the testing requirement may obtain a Conditional Initial Certificate (see below.) Enhanced Reciprocity leading to Conditional Initial Certificate Applicants who possess a valid certificate in a contract state, may apply for a Conditional Initial certificate. This certificate is valid for two years, during which time the teacher must satisfy the examination requirement for a regular Initial certificate. If the candidate has satisfied the testing requirement at the end of two years, a regular Initial certificate will be issued, valid for three years from the effective date of the conditional Initial certificate.

Since 1997, the Graduate School of the University of New Hampshire, in conjunction with the UNH Center for Teaching Excellence, has been offering graduate academic courses that contribute to three academic programs. All courses in the programs emphasize the transfer of theory and research into instructional practice.
