Statement by Educational Testing Service before the New Hampshire State Board of Education
Princeton, N.J. (March 17, 2004) ETS is proud to provide its teacher licensure test, the Praxis Series, in New Hampshire. We are committed to working with state policy-makers and educators to address the critical teacher shortage and to achieving the goal of having a highly qualified teacher in every classroom. New Hampshire currently provides five alternate routes for entry into the teaching profession including a demonstration of competence by passing the Praxis I and II assessments. In Alternative 3 which includes both written examination and oral review, candidates may request teaching certificates on the basis of demonstrated competencies and equivalent experiences. Alternative route 3 currently allows certification of candidates with national certificates including the National Association of School Psychologists (NASP) (which uses the Praxis) and the National Board for Professional Teaching Standards (NBPTS), a voluntary certification program to certify accomplished teachers. The tests used in both these national programs are known quantities, of high quality, and have been proven to work. Today, the Board is considering adoption of another test under alternative 3 B, the federally sponsored ABCTE. This test is funded entirely by the U.S. federal government under the auspices of the No Child Left Behind Act. Unlike Praxis and the NBPTS, the ABCTE test is under development and has not been used by one state to certify one single teacher. The ABCTE test would permit someone who passes an unknown test to walk into a classroom and teach students with no preparation or experience in actual teaching skills. We think New Hampshire students deserve better.

Academics Academics Home Academic Departments Teacher Conversion Program Thank you for inquiring about Franklin Pierce College's Conversion Program for teacher certification. Certification may be obtained in Elementary (K-8), or Middle/Secondary English(5-12), Social Studies (5-12), Biology (7-12),Math (7-12), and Art (K-12). Education courses are offered at Franklin Pierce College campuses in Concord, Nashua and Portsmouth on weekday evenings and weekends. The Concord Campus also offers an Intensive Summer Program. For course schedules, click here . The program is designed for individuals who possess a baccalaureate degree. The program culminates in a 16-week internship, commonly known as student teaching. This is a full-time experience in a local school and may occur either in the fall (September - December) or the spring (January - May) once all other courses are completed. The State of New Hampshire, NCATE and PSU all require basic skills assessment in reading, writing and mathematics. The Praxis I: Academic Skills Assessments are currently being used to meet this requirement. Passing scores on these tests must be submitted with your New Hampshire application for initial teacher certification. Undergraduates with an education major or teacher certification option are strongly urged to take these tests during the first year at PSU as passing Praxis I scores are part of the Teacher Certification Candidacy Application requirements to be completed before or during the semester that you are completing 40-45 credits. Every state has its own requirements, so your first step should be to talk to your state Board of Education and find out what your state's specific certification requirements are. While requirements vary by state, all states do require:

    According to a 1999 survey of State Education Agencies, 39 states and the District of Columbia offer ESL teacher certification or endorsement, while 24 states and the District of Columbia offer bilingual/dual language teacher certification or endorsement. In addition to offering teacher certification in ESL, 23 states have legislative requirements that teachers placed in ESL classrooms must be certified in ESL. In addition to offering bilingual/dual language certification, 17 states have legislative requirements that teachers placed in bilingual/dual language classrooms must have bilingual/dual language certification. The table below provides a summary of ESL and bilingual/dual language offerings, and legislative requirements by state.

Troops to Teachers Troops to Teachers (TTT) Program Troops to Teachers (TTT) is a U.S. Department of Education and Department of Defense program that helps eligible military personnel begin a new career as teachers in public schools where their skills, knowledge and experience are most needed. Program Overview The federal Department of Defense (DoD) program was established in 1994 as a result of military downsizing. The National Defense Authorization Act for FY 2000 transferred the responsibility for program oversight and funding to the U.S. Department of Education but continued operation by the DoD. The No Child Left Behind Act of 2001 provides for the continuation of TTT through Fiscal Year (FY) 2006. The conditions that must be met are either: • Completion of an approved teacher preparation program or • Possession of a valid certificate (Level II or higher) in a contract state or jurisdiction listed above and service under that certificate in three of the most recent seven years. In addition, applicants must obtain qualifying scores on the New York State Teacher Certification Examinations. Visit
