Information Bulletin No. 200112 (Replaces 979811 989913 990001 and 990024) July 2001 TABLE OF CONTENTS INTRODUCTION Local leaders and members are currently faced with many problems and questions concerning certification. This is due in no small part to the certification regulations which went into effect on September 2, 1993 as well as the changes recently adopted by the Regents that go into effect in September 2004. This Bulletin describes those regulations which are currently in place. The purpose of this Information Bulletin is to summarize the information most commonly sought by members and local leaders. Please bear in mind that this Information Bulletin is for INFORMATION ONLY , and is not to be considered as an official interpretation of the rules and regulations of the Commissioner. Official answers on the interpretation of certification regulations and certification status can only be obtained from the Office of Teaching of the State Education Department (see sidebar for contact information). State board considers teacher certification alternative
By Holly Ramer, Associated Press Writer, 3/17/2004 CONCORD, N.H. The state Board of Education is considering an alternative teacher certification method that would allow people to qualify based solely on a computerized test. ADVERTISEMENT The American Board for Certification of Teacher Excellence requires teachers to pass tests in subjects and instruction ability but demands no classroom experience or traditional education coursework. The state Board of Education held a public hearing Wednesday on whether to alter certification requirements to include the new method. Afterward, proponents of the tests held a news conference to explain it. Rep. John Alger, R-Rumney, said the computerized test would help the state comply with the federal No Child Left Behind Act, which will require teachers of core academic subjects to be highly qualified by the end of the 2005-06 school year. Current teachers in rural districts, however, have another year. The alternative certification program will help attract top quality people from other careers into education and ease the teacher shortage, particularly in rural areas, Alger said.

    Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

    Origins
    In 1846 the state of New Hampshire passed legislation creating a commissioner of common schools. This legislation marked the beginning of organized public education in the state. Under the guidance of the commissioner, teacher institutes were inaugurated. These institutes brought teachers together over a period of a day or two to discuss common issues and listen to speakers on a variety of educational Back to Topics. Since most teachers at the time had very little training, the meetings were valuable because they enabled teachers, usually isolated in single-room schoolhouses, to share their problems and offer one another support. By 1853 the institutes had become very popular and teachers were beginning to develop a sense of professionalism. At that year's meeting a suggestion was made that a state association for teachers be formed. The next year an invitation was issued to teachers throughout the state. It read in part: It is hoped and expected to give birth to an association that may exist and do good as long as teachers and taught have one duty left, one bond of interest to unite them . . . In the association no party stripes or sectarian division can enter. Its platform will be as broad as science, humanity, and truth.
