The most northerly of the thirteen original states of the United States PHYSICAL CHARACTERISTICS RESOURCES Agriculture: The soil of the state outside the mountain regions is well watered and fairly productive, and good crops are raised of the ordinary farm staples: hay, corn, oats, potatoes, etc., but the chief food supply comes from the west. Industries: By the last census (1900) the gross value of the manufactures in the state is placed at $123,610,904, the net value at $85,008,010. These manufactures are largely confined to the cities and leading towns, which contain 65.8 per cent. of the establishments, manufacture 79.2 per cent of the value, and pay 81.4 per cent of the wages. Among the chief manufactures are boots and shoes, about $23,500,000; leather goods, $23,000,000; lumber, $9,125,000; woollens, $7,700,000; paper and pulp, $7,125,000; machinery, cars, carriages, and furniture. Minerals: Chief among the mineral products is granite, of which there are valuable quarries at Concord, Hooksett, Mason, and other towns. Steatite or soapstone is also found in quantity at Francestown, Orford, and elsewhere; the quarry at Francestown being one of the most valueable in the Union. Graphite, mica, limestone, and slate are also found. Commerce: New Hampshire has but one seaport, Portsmouth, which has considerable coasting trade. The importation of foodstuffs and raw material, and the distribution of her vast volume of manufactures constitute an important interstate and domestic commerce, carried on chiefly by rail. FOREWORD

This report will enlighten people curious why charter schools did not emerge immediately after New Hampshire's charter school law was passed in 1995. It will provide helpful ideas for New Hampshire legislators seeking to improve New Hampshire's charter school law and guidance to those who want to pursue a charter school here. Nationwide, charter public schools are a school reform phenomenon of increasing local and federal importance. As of October 2002, 2700 charter schools are operating in 36 states and the District of Columbia, serving over 575,000 students. But no charter schools have opened in New Hampshire since enabling legislation was enacted in 1995. Legislative ink was not dry on the paper when the first groups attempted to work with New Hampshire's new charter school law. Administrative rules were not yet written and many guidelines were unclear when the first entrepreneurs attempted these schools. No doubt the early efforts failed, in part, due to general confusion about the charter school model and lack of familiarity with our state's legislation. Few east coast charter schools were in place at the time. Interviews with New Hampshire's initial charter school proponents and founders suggest that their objectives were higher achievement standards and smaller school populations, cost-effective options for accommodating population growth and more effective ways of handling special education, and addressing parent apathy. Noble goals most readers could support.

School Children Participate in Study of Water Use in New Hampshire Seacoast Towns
With snow covering the ground, water availability and conservation is probably not on people's minds. But this month, middle school students in 28 towns in southeastern New Hampshire will be thinking about water as they launch their participation in a water use study in the Seacoast area. Participating teachers will be receiving their student packets with instructions this week. The population of the Seacoast area has increased by 36 percent over the past 20 years, but the demand for ground- and surface-water resources for drinking, industrial, and other purposes has increased by 50 percent. To help better manage these resources, a collaborative study is being undertaken by the U.S. Geological Survey, New Hampshire Geological Survey, New Hampshire Coastal Program, and the New Hampshire Department of Environmental Services (NHDES) to assess water availability relative to past, present, and future water demands. As part of this collaborative study, students in participating schools are being asked to contribute information about their family's water use and to increase awareness of water use in their community. Students and parents are encouraged to anonymously answer general questions about the types of water-using appliances and fixtures in kitchens, bathrooms, and laundry rooms. This survey will be completed on-line through the NHDES Web site at

He received his education in local schools and worked at his father's general store. When the War for Independence began, he enlisted in the New Hampshire element of the Continental Army, soon won a captaincy, and served throughout the war. Gilman returned home, again helped his father in the store, and immersed himself in politics. In the period 1786-88 he sat in the Continental Congress, though his attendance record was poor. In 1787 he represented New Hampshire at the Constitutional Convention. He did not arrive at Philadelphia until July 21, by which time much major business had already occurred. Never much of a debater, he made no speeches and played only a minor part in the deliberations. He did, however, serve on the Committee on Postponed Matters. He was also active in obtaining New Hampshire's acceptance of the Constitution and in shepherding it through the Continental Congress. Gilman later became a prominent Federalist politician. He served in the U.S. House of Representatives from 1789 until 1797; and in 1793 and 1797 was a presidential elector. He also sat in the New Hampshire legislature in 1795, 1802, and 1804, and in the years 1805-8 and 1811-14 he held the office of state treasurer.
