Nadeau wrote in a December decision responding to media requests that the court adopt a presumption that courts be open to the public. Writing for the state's high court, Nadeau said that judges should limit camera coverage only if there is "substantial likelihood of harm to any person or other harmful consequences" and "only when no other practical alternative is available." The high court ruled in response to efforts by WMUR-TV Channel 9 in Manchester, The Boston Globe and the New Hampshire Association of Broadcasters to change a trial court's ruling, made without a hearing, that camera presence would infringe upon "the defendant's constitutional right to a fair trial." The Radio-Television News Directors Association and The Reporters Committee for Freedom of the Press filed a friend-of-the-court brief. The ruling will affect administrative policies in two counties that had prohibited cameras in courtrooms altogether.

Low-stakes testing?
High school exit exams, known in the vernacular as “high-stakes testing,” may need a new name – say, “low-expectations testing.” According to a study released today by Achieve, Inc., some states are testing high school seniors before allowing them to graduate, but requiring that students demonstrate only middle-school knowledge of English and mathematics to pass. Achieve Inc. is a bipartisan, nonprofit education organization formed by governors and prominent business leaders. The group analyzed public high school graduation exams in Florida, Maryland, Massachusetts, New Jersey, Ohio and Texas. Students in those states make up a quarter of the nation’s high school students and half of U.S. students who must take exit exams to earn a diploma.

At first, Salon political writer and CNN talk show host Jake Tapper, a Philly native, was angry with Philadelphia On Tuesday, Philly Mag provided City Paper with an advance copy of "Beer and Loathing," a brief article by young George Down and Dirty: The Plot to Steal the Presidency . The advance came with word that Tapper was mighty pissed off over the story. "He was concerned from the outset," says Issenberg, a Swarthmore College junior, who originally intended to write the piece for the since-folded George . Issenberg admits that in a piece he did for George Tapper also called Philadelphia editor Loren Feldman. "He was upset," Feldman recalls. "He was concerned about what he suspected was going to be in the piece, and no amount of convincing could make him feel better about it." "Who Still Follows the Pied Piper of Canterbury?"
by Jim Collins Hear a cut from the CD re-release of the Canterbury Country Dance Orchestra: Farewell to Whiskey / Money Musk click (May take a while to download) D udley Laufman is no better at stopping time than the rest of us. At his cabin in Canterbury, New Hampshire, he watches himself call a crowded dance in a 1976 documentary about the resurgence of New England contradancing. "That seems like a hundred years ago," he says. For a time Dudley stood at the leading edge of a movement that brought country dancing back to the Grange halls and church basements of small-town New England. He took the torch of a dying oral tradition from the hands of a few old-timers and fired up an entire generation of young people. At the 1965 Newport Folk Festival, 16,000 people stomped and clapped wildly for Dudley and his country orchestra, the same night Bob Dylan was booed for playing an electric guitar. Newspapers called him "the Pied Piper of Canterbury." Twenty-five years later, the New England contradance is still vibrant, still going strong. Dudley Laufman is still playing the fiddle and calling dances. But he is no longer at the center of the scene. The movement he created inevitably evolved. Dudley refused to evolve with it.

Congressman Bill Lipinski (D-IL) who is currently cruising to an easy re-election for a 12th term is considering withdrawing his candidacy upon two conditions. The conditions: (1) that he make progress on the massive transportation bill he is pushing; and (2) that he be replaced on the ballot by his son. The Illinois primary was March 16, so the 66-year-old Lipinski is already the Democratic nominee. Lipinski a low-key legislator and "Daley Machine" leader from Chicago's southside also holds the important party post of 23rd Ward Democratic Committeeman, meaning that he will also be able to greatly influence the process that selects a replacement nominee. That seems to give the green light to Dan Lipinski, who is currently a political science professor at the University of Tennessee. One obstacle appeared to be Chicago 23rd Ward Alderman Mike Zalewski (D), who wanted the job for himself. However, Zalewski understands that loyalty to senior party leaders counts for much in Cook County. That's why Zalewski told the

A growing number are raising the possibility that Bush and his team may have "cooked" the intelligence to support their case for war. Parole board moves up release date for 'TV Intoxication' killer by Associated Press A man who gained notoriety as a teenager 27 years ago when his lawyer said watching violent television caused the youth to murder his elderly neighbor had his prison release date changed Wednesday to June 7.The Florida Parole Commission voted 2-1 to let Ronny Zamora be released this year instead of June 7, 2005, as the panel voted last year. That decision had taken seven years off the original release date for Zamora, who prison officials say is a model prisoner.
