    New Hampshire Law Library Signs Up for Horizon Sunrise

    PROVO, Utah - July 12, 2002 - In a move that will automate the only public law library in New Hampshire, the New Hampshire Law Library (Concord, NH) has signed a contract to purchase Horizon Sunrise. The moves comes less than a month after the New Hampshire State Library finalized plans to adopt epixtech ’s Universal Resource Sharing Application to maintain its statewide union catalog.
    After securing state funding for the project, the library completed a request for proposal process involving more than six potential vendors. The installation of Horizon Sunrise will replace the card catalog system the library has been using since it was established.
    Through the use of a well-developed document delivery service, the library’s collection of 95,000 volumes is used extensively by judges and law clerks around the state. "We also serve state employees, all the attorneys in the state, and the general public," said State Law Librarian Chris Swan. "Our users include students, business people, and individuals doing their own litigation." In addition to purchasing the cataloging module of Horizon Sunrise, the library will also install the serials module to manage its ever-growing collection of legal texts. "Our serials collection is the majority of what we have in the library," Swan said. "We have to keep it current or it is useless."

    A Brief History of the Library
    Although the Town of Merrimack had its first social library in 1798 and another around 1850, the public library did not become a reality until March 1892 when the Townspeople voted to accept one hundred dollars worth of books from the State. In its early years, the library had many homes. It was first located in the home of Dr. Warren Pillsbury. It then moved to the home of Dr. Davis and later to the home of Miss Emma Cross. In 1907, the library, with 3,000 volumes, was moved to rented quarters in Ayers' Store, then shortly thereafter to Moulton's Store where the library remained until 1916. During the next 50 years, the library and the community continued to grow. Spurred on by the rapid growth of the Town during the late 1960's and early 1970's, the Board of Trustees presented plans for an addition to the library to the Town at the March 1974 Town Meeting. The bond failed to get the necessary votes. The following year, plans for an addition were again presented and again defeated. On March 12, 1977, the Townspeople voted to expand the library building.

In July,1891, former resident, Ithiel Homer Silsby, bequeathed $10,000 to the town for the building of a library "of brick and granite". Hira Beckwith served as architect and builder creating a double thick exterior brick wall with an air space and third brick wall and interior plaster wall, designed to ensure sufficiently dry air to protect the library's collection of books. T he interior decorations of stained glass trimming the front windows and the stenciling bordering the walls and ceiling are still admired today. The library was dedicated on August 10, 1892 and attended by nearly everyone in town. Private book collections and funds were donated to fill its shelves and many of those original books are still part of our present day library collection along side the newest technology of two computers.     Overview
    New Hampshire government agencies are not interconnected, and there appears to be no formal plan to connect them or to establish a unified state network presence on the Internet. Several agencies provide dial-up access to information or have linked information to the state's website, which is run by the state library without state financial support. An ad hoc group composed of state agency officials and employees meets regularly to discuss the goal of making government information available to the general public. The group's members say that telecommunications development in New Hampshire happens on an as-needed basis. Local call access to the Internet is a big problem in certain parts of the state, and there are large rural areas without toll-free access. The Public Utilities Commission has a docket that may expand local calling areas to address this problem.
    Legislation
    SB 106 was passed in 1995, opening the market for local phone service to local competition. The Public Utilities Commission will adopt rules by the end of 1996 regarding the provision of telecommunications services by more than one provider. No provisions have been made to ensure universal service.
