There is a growing need for schools to produce citizens who have not only knowledge about civil issues such as how a bill becomes a law, but also a set of values about why citizenship is important and a set of civic skills that gives students a sense of efficacy and a commitment to be active, principled citizens. Every Student A Citizen: Creating the Democratic Self In response to the sense of national urgency around revitalizing the civic mission of our schools, the Education Commission of the States (ECS), through its service-learning project, the Compact for Learning and Citizenship (CLC), launched the Every Student A Citizen initiative. The initiative's goal is to engage all students in active citizenship and help education leaders meet schools academic and civic missions. To meet this goal and with funding from The Ford Foundation, CLC created the National Study Group on Citizenship in K-12 Schools, a 21-member group comprised of K-12 and university teachers and students as well as representatives from national education organizations. The National Study Group's report, Every Student A Citizen: Creating the Democratic Self, recommends steps that schools and districts, states and national organizations can take to improve civic participation through service-learning.

Online Models for Effective K-12 Internet Use

Like most librarians, I very much enjoy gathering information resources for student and staff use. In recent years the Internet and World Wide Web have been particularly exciting to work with. This is due to their freewheeling, share and share alike nature, where one can browse and link to an ever growing world of information resources. Once connected to The Net, there are no purchase orders to type, no budgets to worry about, and a lot of fun in the process of making these resources available to your school! It is a simple matter to create a set of bookmarks, which can be used for building one's own Web Page, providing well organized pathways to information resources, applicable to your school's distinctive information needs. Although I have been exploring, evaluating, and bookmarking resources since the fall of 1990, it was not until two years ago that I was able to create my own personal Home Page on the World Wide Web, using our school district network. A little over a year ago, once our school connected the new library server to the Internet via an ISDN line, I was able to create a Home Page for our school. I also created a Library Helpful Bookmarks Page, organizing a "virtual library" of Internet information pathways to Internet information resources for students and staff. While the creation of these Web Pages was at first a daunting task to consider (especially dealing with new HTML and Unix software "languages"), I found that it greatly simplified matters to copy and adapt the structure of various existing pages that I admired. In other words, as I began planning the Home Page for my school and library, I was able to borrow useful sections from the pages that I encountered, taking advantage of many effective, successfully designed Web Pages. Since there were very few K-12 schools on the Web at that time, I borrowed from wherever I found an interesting page design!

(all revenue sources) fficials in New Hampshire are struggling to revise how public schools are financed and to make schools more accountable for results. But so far, they've had limited success on either front. In December 1997, the state supreme court ruled that it is the state's responsibility to ensure an adequate public education for students as well as an adequate level of resources. The court also found that the property tax that local districts use to pay for schools is really a state tax and, as such, is disproportionate and unreasonable. New Hampshire has had limited success in revising its finance system or making schools more accountable. The court's decision puts state lawmakers in a difficult position. The ruling all but requires the imposition of a broad-based taxsuch as an income or sales taxto finance the schools. But New Hampshire leaders regularly pledge to oppose such taxes in their bids to get elected. Following the court's ruling, Gov. Jeanne Shaheen, a Democrat, introduced her Advancing Better Classrooms plan, which sought to address the finance issue and to promote several other education reforms, including greater accountability for performance.

Friedman Foundation in Indianapolis. The New Hampshire Senate acknowledged that one size doesn’t fit all students and voted to give parents of modest means the ability to choose between more than one educational option, an ability wealthier parents already enjoy. While 25 percent of all students don’t graduate, this school choice legislation will begin a pilot program to allow some parents of modest income access to other schools they believe will help their children. Since the narrow 172-171 vote in the House, those interested in education reform have debated school choice. Unfortunately, the elevated discussion has led to an increase in misinformation from those opposed to allowing greater choices for students.
