    NH One of the original 13 states (it entered the Union in 1788), New Hampshire was named after the English county of Hampshire. New Hampshire is called the "Granite State" because of its numerous granite quarries; the nickname may also reflect the state's attachment to tradition and its history of a frugal government. There are no general sales or individual income taxes, which fits with the state motto of "Live free or die". A relatively small state, New Hampshire plays a major role every four years in the presidential election, as it holds the first primary election. New Hampshire was first settled in 1623, just three years after the Pilgrims landed in Massachusetts. New Hampshire's history is the story of the transformation of a wilderness to farmland and then to a thriving industrial society. Visitors to New Hampshire enjoy a great variety of recreational activities in six major vacation areas: the White Mountains region, the Lakes area, the Seacoast region, the Merrimack Valley area, the Monadnock region, and the Dartmouth-Lake Sunapee area. The state offers rugged mountains, blue lakes, sandy beaches and quiet villages.     Even to the most casual observer, it is apparent that many of our downtowns and village centers are in trouble. Some attribute this as the result of our national love affair with the automobile. Others point out the high vacancy rates on Main Street are a natural consequence of the construction of popular shopping malls or convenient strip developments. Regardless of the reason, the vitality of these community centers have been sapped. It is not as a country that we have not tried to address this problem. Witness the Model Cities and urban renewal programs of the late 60's and early 70's, Urban Development Action Grants (UDAG) and the HUD Small Cities programs of the 80's, and today's most popular reincarnation, enterprise or empowerment zones. Interestingly, none of these efforts, driven by federal funds, has proven to be that successful in addressing the problems of our downtowns, especially the ones of our smaller communities. These programs have led to building renovations and job subsidies, but have not provided comprehensive solutions to the problems of our decaying central business districts or depressed village centers. Littleton Gristmill - before Littleton Gristmill - after The National Trust for Historic Preservation developed a pilot Main Street program in three Midwestern communities in the early 1980's that has proven over time to be the most successful approach to downtown rejuvenation yet.     New Hampshire, U.S. Political Geography
    Related Category: U.S. Political Geography New Hampshire's constitution, adopted in 1784, is the second oldest in the country. New Hampshire is the only state in which amendments to the constitution must be proposed by convention; once every seven years a popular vote determines the necessity for constitutional revision. The state's executive branch is headed by a governor and five powerful administrative officers called councillors. The governor is elected for a two-year term and is traditionally limited to two successive terms. Perhaps the most unusual feature of New Hampshire politics is the size of its bicameral legislature (General Court), one of the largest representative bodies in the English-speaking world, with 24 senators and 400 representatives, all elected for two years. The state elects two senators and two representatives to the U.S. Congress and has four electoral votes. The New Hampshire presidential primary is among the first to be held in election years and has often forecast national trends or influenced election outcomes. The primary is itself a major New Hampshire "industry." Republicans have played the dominant role in New Hampshire politics since the Civil War, but Jeanne Shaheen, a Democrat, was elected governor in 1996 and reelected in 1998 and 2000. In 2002, Republican Craig Benson was elected to the office.

    The New Hampshire Constitution ensures that religious societies have the right to elect their own teachers. Registration/Licensing/Accreditation: The approval of private schools as a substitute for public school attendance is a reasonable exercise of the state's power whereby it can be known by reasonable means that the required teaching is given. State v. Hoyt , 146 A. 170 (1929). N.H. Code Admin. R. Ed. 400, 406.6. Recordkeeping/Reports: Length of School Year/Day: To comply with the compulsory attendance requirement, attendance at an approved private school must be 180 school days. N.H. Code Admin. R. Ed. 401.03. Instruction in English: Curriculum: Special Education: Health: Safety: Transportation: Home Schooling: Home schools are not considered non-public schools in New Hampshire. Home schools are considered a third type of school for attendance purposes. On or before the date a home education program will begin, and each year thereafter, a parent desiring to initiate a home education program must advise the participating agency with which the program will be established. Participating agencies can be the resident district superintendent, commissioner of education, or nonpublic school principal. N.H. Code Admin. R. Ed. 315.01; 315.03. No later than 30 days after the establishment of a home education program, the parent must provide the following information to the participating agency: list of subjects to be taught in accordance with RSA 193-A; 4,1; the name of the correspondence school used, if any; the name of the commercial curriculum provider, if used; an outline of the scope and instructional sequence for each subject; and a list of textbooks or other instructional material to be used. N.H. Code Admin. R. Ed. 315.03.

    NHMA was founded in 1941 and reorganized as the Local Government Center in July 2003.

    A New Hampshire television station has pulled the plug on an American Federation of Government Employees advertisement lambasting the Bush administration for privatizing federal work. WMUR, an ABC affiliate based in Manchester, N.H., decided not to air the AFGE ad because it is potentially defamatory, said Jeff Bartlett, the station's general manager. The ad, he said, insinuates that Halliburton Co., the Houston-based oil services firm formerly run by Vice President Dick Cheney, is guilty of fraud and cost overruns on an Iraq fuel delivery contract. An internal Defense Department audit last week revealed that Halliburton may have overcharged the Pentagon for gasoline imported from Kuwait to Iraq by as much as $61 million. The allegations
