New Hampshire
The New Hampshire Constitution ensures that religious societies have the right to elect their own teachers. Registration/Licensing/Accreditation: The approval of private schools as a substitute for public school attendance is a reasonable exercise of the state's power whereby it can be known by reasonable means that the required teaching is given. State v. Hoyt , 146 A. 170 (1929). N.H. Code Admin. R. Ed. 400, 406.6. Recordkeeping/Reports: Length of School Year/Day: To comply with the compulsory attendance requirement, attendance at an approved private school must be 180 school days. N.H. Code Admin. R. Ed. 401.03. Instruction in English: Curriculum: Special Education: Health: Safety: Transportation: Home Schooling: Home schools are not considered non-public schools in New Hampshire. Home schools are considered a third type of school for attendance purposes. On or before the date a home education program will begin, and each year thereafter, a parent desiring to initiate a home education program must advise the participating agency with which the program will be established. Participating agencies can be the resident district superintendent, commissioner of education, or nonpublic school principal. N.H. Code Admin. R. Ed. 315.01; 315.03. No later than 30 days after the establishment of a home education program, the parent must provide the following information to the participating agency: list of subjects to be taught in accordance with RSA 193-A; 4,1; the name of the correspondence school used, if any; the name of the commercial curriculum provider, if used; an outline of the scope and instructional sequence for each subject; and a list of textbooks or other instructional material to be used. N.H. Code Admin. R. Ed. 315.03.

State Board Hearings A party aggrieved by a decision of the school board may appeal to the State Board for review, provided that such appeal is filed within 10 days of receipt of the written decision of the local board. The request for review shall state in detail the reasons for the appeal. Professional development is defined as those processes and activities designed to enhance the professional knowledge, skills, and attitudes of educators so that they might, in turn, improve the learning of students. Thomas Guskey, Evaluating Professional Development Professional development: *Deepens educators’ content knowledge and provides them with research-based instructional strategies to assist students in meeting rigorous academic standards, *Helps create orderly and safe learning environments, and *Provides educators with knowledge and skills to involve families and other stakeholders appropriately. Therefore, the purpose of professional development for driver educators in New Hampshire is to better ensure that they are consistently improving their teaching skills with the ultimate objective of producing an increase in the learning level of driver-education students. Driver-education regulation Saf-C 3104.05 (2) requires that teachers renewing a Standard Certificate show evidence of professional development in accordance with Ed 512. This is a Department of Education regulation with the purpose of guiding teachers in their professional-development activities so that they focus on increased student performance as their overriding goal. It presents a wide variety of choices in selecting objectives to reach this goal and selecting activities to meet these objectives.

    State Senate Committee Refuses to Allow Opposition Testimony on SB 146

    Clark Corson: 603-750-0494 The New Hampshire state Senate Wildlife and Recreation Committee yesterday held a hearing, ostensibly to discuss SB 146, but in the end only the lobbyist for the New Hampshire Lakes Association-the group that drafted the bill as well as a new amendment, an amendment made public just minutes before the hearing was convened-was given the opportunity to advocate for the bill. Bill opponents were denied their request to make a statement or submit testimony for the record. Bill proponents claim that the amendments were drawn in an effort to satisfy the personal watercraft industry, yet there was no attempt to solicit personal watercraft manufacturer, dealer, or user input when the amendments were drafted. "The Lakes Association brought more than 30 members to the hearing, sporting stickers and waving signs," reported Christian Gullott, PWIA Manager of State and Local Government Affairs, "Yet according to the committee chairman, this was technically not a 'public hearing,' all evidence to the contrary. This event had all the markers of a public hearing, except equal opportunity to speak on the issue."

COMMITTEE: Education AMENDED ANALYSIS This bill prohibits the state board of education and the department of education from adopting any new administrative rules or regulations or amending any existing administrative rule or regulation for the purpose of complying with the No Child Left Behind Act of 2001 if such compliance would require funding from general funds. Explanation: Matter added to current law appears in bold italics. Matter removed from current law appears [ in brackets and struckthrough. Matter which is either (a) all new or (b) repealed and reenacted appears in regular type. STATE OF NEW HAMPSHIRE In the Year of Our Lord Two Thousand Three AN ACT relative to the participation of the state and its political subdivisions in the federal No Child Left Behind Act of 2001.     New Hampshire Republican Party 1999-2000 Platform We, the Republican Party, meeting in Convention in Concord, New Hampshire on Saturday, October 3, 1998, do hereby adopt the following statement of principles: Republicans are united by our belief in limited government, limited spending and taxes, individual liberty, personal responsibility, and compassion for the truly needy and our confidence in the strength of individuals, families, churches, voluntary organizations and communities. We Believe: New Hampshire government exists to secure God endowed inalienable rights for the benefit, protection and security of its free and independent citizens, their families and communities. We are all Americans and we welcome New Hampshire’s growing racial and ethnic diversity. New Hampshire’s government, its political parties and its elected officials must, above all else, protect individual liberty. This principle will guide the state both in acting to protect those fundamental elements of New Hampshire society and to refrain from actions that unnecessarily limit or interfere with each citizen’s, each family’s and each community’s freedom and independence. The rights of our people always precede the actions of government. Our Constitution guarantees that all people are born free and independent and that our government is founded upon the people’s consent. Our government derives its legitimacy from a social compact under which people surrender some of their natural rights only so long as the government protects and respects their other rights. The State only has as much power as the people choose to give it. Our Party’s foremost purpose is to protect and enhance the fundamental rights of the people.
