General Info EARLY CHILDHOOD EDUCATION Associate in Applied Science Offered in Manchester/Stratham The Early Childhood Education program provides students with the knowledge and skills necessary to create a positive learning environment for young children; one which is nurturing and fosters creativity. Teachers who work with young children in high quality programs understand how young children grow and learn, and how to provide materials and activities that are developmentally and interest appropriate. The Early Childhood Education programs on both campuses are designed to prepare individuals as competent professionals. Graduates meet the New Hampshire Child Care Licensing requirements for a lead teacher and center director (with some job related experience). The campuses offer flexibility in scheduling and course and career options. A 12 credit Certificate is designed for those students interested in meeting the minimum licensure requirements to be a child care teacher as well as qualifying to be a family home child care provider. The Diploma program will offer a "stopping off" point for students who wish to complete approximately half of the associate degree, with an emphasis in Early Childhood Education courses. The Stratham campus offers an early Childhood Early Intervention option, providing specific skills for child care with disabled children as well a non-disabled children.

Referral Process General Definitions (From PL 105-17 Individuals with Disabilities Education Act (IDEA), New Hampshire RSA 186-C, and the NH Standards for the Education of Students with Disabilities) Child with Educational Disability
  • In order for a child to receive the special education and related services that may be necessary, there must be an identification of an educational disability . Identification of a disability, or "coding" is necessary to describe the kinds of modifications, changes, or additional services that the child needs in order to benefit from education. The identification process must follow the guidelines set by state and federal laws, including evaluations by experts in the area of the disability. Medical reports and evaluations may be required depending on the suspected disability. A child with a condition that does not effect educational progress is not eligible for special education.
  • Child Experiencing Developmental Delays The identification of a child as having a developmental delay allows the school district to put in place services and modifications that a qualified examiner has determined are necessary for the child to make meaningful progress in his or her education.

    SEACOAST EDUCATORS
    JEANNE LOUGHAN
    Portsmouth Middle School
Having taught in Portsmouth for 17 years, Jeanne Loughan is the teacher of developmentally disabled students at the Portsmouth Middle School. Her program currently serves 12 students with multiple handicaps ranging from mentally disabling disorders to severe physically handicapping conditions. Jeanne supervises a staff of eight paraprofessionals. Each student requires a specific and individual program to be able to access education and all require individual attention from medical needs, personal care and physical therapy to specific and individual programs that allow them to be able to access education. Jeanne writes individual education programs for each student, handles parent contact, and in many cases, is the life line for families facing specific significant special needs challenges on a daily basis. Just handling the paperwork required to demonstrate compliance with the New Hampshire Alternative Assessment for Special Needs Students is a huge task in and of itself.
Jeanne's true gift is her ability to create a dignified and nurturing learning environment for each student. She understands that each child is unique and special, and managing to draw out the best in each of them. One family with a Down syndrome child reports trying every strategy they could find to get their son to read. When he arrived at the Portsmouth Middle School, Jeanne devoted many hours of special research exploring new and special methods for teaching him how to read. By using a combination of pictures, words, sounds and the computer, he can now read simple sentences and books. For the student, it is fun, like a game. His success has significantly improved his self-confidence. He now reads to his parents every night before bedtime. It is hard to imagine what this has meant to his family, who now knows, that with Jeanne as their partner, their vision for their son as an independent and self-sufficient adult is a reality.
