The Disability Discrimination Act 1995
This aims to end discrimination against people with disabilities and give rights in employment, property, education and use of transport. Originally, in 1999, Schools had to comply under Parts 2 Employment, but were exempt from Part 3 Provision of goods and services. Since 2002, these duties have been extended to cover Part 3 and include the physical features of premises from October 2004. The Special Educational Needs and Disabilities Act (SENDA) 2001
This amended the DDA 1995, lifting the exemption from Part 3 and providing a new Part 4, Education which imposed new duties, on LEAs and schools not to discriminate against pupils with disabilities and to plan to increase access to schools for disabled pupils.     The New Hampshire Constitution ensures that religious societies have the right to elect their own teachers. Registration/Licensing/Accreditation: The approval of private schools as a substitute for public school attendance is a reasonable exercise of the state's power whereby it can be known by reasonable means that the required teaching is given. State v. Hoyt , 146 A. 170 (1929). N.H. Code Admin. R. Ed. 400, 406.6. Recordkeeping/Reports: Length of School Year/Day: To comply with the compulsory attendance requirement, attendance at an approved private school must be 180 school days. N.H. Code Admin. R. Ed. 401.03. Instruction in English: Curriculum: Special Education: Health: Safety: Transportation: Home Schooling: Home schools are not considered non-public schools in New Hampshire. Home schools are considered a third type of school for attendance purposes. On or before the date a home education program will begin, and each year thereafter, a parent desiring to initiate a home education program must advise the participating agency with which the program will be established. Participating agencies can be the resident district superintendent, commissioner of education, or nonpublic school principal. N.H. Code Admin. R. Ed. 315.01; 315.03. No later than 30 days after the establishment of a home education program, the parent must provide the following information to the participating agency: list of subjects to be taught in accordance with RSA 193-A; 4,1; the name of the correspondence school used, if any; the name of the commercial curriculum provider, if used; an outline of the scope and instructional sequence for each subject; and a list of textbooks or other instructional material to be used. N.H. Code Admin. R. Ed. 315.03.

I choose to write on the effects of self-esteem of a child placed in an inclusive classroom. Research Paper Inclusive education means that all students in a school, regardless of their strengths or weaknesses in any area, become part of the school community. They are included in the feeling of belonging among other students, teachers, and support staff. The educational practice known as, full inclusion may have negative effects on the self-esteem of a special needs child. In 1975, Congress passed the Education for All Handicapped Children Act, also known as Public Law94-142. Before this law came into effect many children with disabilities were routinely excluded from public schools. Their options were to remain at home or be institutionalized. This law was an important landmark in education and because of this law, today; no child may be denied a free and appropriate public education. Inclusion is a relatively new movement in education developed first by parents and professional advocates.

North Carolina uses a flat grant system, applying a fixed amount of funding per student. Some states, such as New Hampshire, simply weight all special education students the same in their formulas. This means that a student with a substantial physical disability has the same weight as a student with a minor reading disability if both students are enrolled in special education programs. Some states have created subcategories of special education students and provided each of those with a specific weight (e.g., South Carolina and Texas). Another approach is to weight a student based on his or her ability to spend time in a “regular classroom” (e.g., Iowa). This system provides the student a higher formula weight for the extra time he or she must spend outside of a regular classroom. The approach New York takes is to provide all special education students with a single weight plus an additional weight based on the district’s financial need.

One of the major issues addressed by the legislation is the quality of teachers for children with special needs. IDEA ’97 requires students receiving special education services to be educated with their non-disabled peers to the “maximum extent practicable.” As a result, according to a 2001 report from the Study of Personnel Needs in Special Education, 75% of students receiving special education services spend 40% or more of their day in general education classrooms. Consequently, 96% of general education teachers currently teach, or have in the past taught, children with special needs.

    The Senate voted 95-3 yesterday to change discipline rules for the federal special education program and to increase funding for disabled students by more than $2 billion a year for the next seven years.
    Federal spending for disabled students would increase from $10 billion to $12.4 billion in fiscal 2005, and gradually to $26.1 billion by fiscal 2011, under an amendment offered by Sen. Judd Gregg, New Hampshire Republican, which the Senate adopted 96-1 Wednesday.
    "Today, six-and-a-half million children with disabilities receive special education services. Almost all of them, 96 percent, are learning alongside their non-disabled peers," said Sen. Edward M. Kennedy of Massachusetts, ranking Democrat on the Senate Health, Education, Labor and Pensions Committee.
    "It's our statement as a nation that these children matter and that we will do our part to help their parents and teachers and communities meet their education goals."
    Mr. Gregg, the chairman of the committee, said Republicans and Democrats were in agreement on 90 percent of the bill before debate started on funding issues.
