CTE Mission To integrate vocational-technical education into a total educational philosophy for our state which will ensure that every citizen of New Hampshire graduates from high school ready and prepared for higher education and the world of work. CTE governance structure Perkins funds are distributed through the Department of Education. The Department of Education also is responsible for administration of secondary CTE and the New Hampshire Community Technical College System is responsible for administration of postsecondary CTE. The State Board of Education and the Community Technical College Board of Regents oversee programmatic control of secondary and postsecondary CTE respectively. State Director Roles and Responsibilities CTE Connections to workforce development In New Hampshire all of the CTE centers are satellite One Stops in that the Department of Employment Security gave each center a computer with a direct link to NH Works so that the students, any adults who come in the evenings for Apprenticeship programs, and the general public, can access job related information and write resumes. They also are getting new funding to train the Vocational Student Service or Vocational Guidance Counselors to be available to help the public access this information and encourage students to do the same.

From the left, former state Senator and 2002 Democratic gubernatorial nominee Mark Fernald Teacher Tenure Reform If a teacher is fired for flunking star athletes, should the teacher be able to appeal? Should we change a law that makes it too expensive to fire a bad teacher? The answer to both questions is yes. The Republican leadership is so focused on the second question, they ignore the first. In New Hampshire, any teacher who has taught for three or more consecutive years in a school district may request a hearing before the school board if the teacher's contract is not renewed. The teacher may also request an explanation for the non-renewal. If the school board affirms the non-renewal at the hearing, the teacher may appeal the decision to the State Board of Education. This law is too cumbersome. Teachers are entitled to two hearings before being fired, one before the local school board and one before the State Board of Education. Each hearing is a full hearing, with witnesses and the presentation of evidence. School boards are reluctant to fire teachers because of the cost of fighting through two levels of appeal.

Legal Steps for Establishing a Charter School Under New Hampshire Law
New Hampshire's charter school law is an enabling law and is designed with one authorizer-the legislative/budgetary authority of the town or district. For all towns , the legislative authority is the voters who take action by voting on warrant articles, prepared and annotated by the school board, at annual or special district meetings. For the state's 13 cities, the legislative authority varies-for most cities the legislative authority is the board of aldermen or city council. For some cities, the legislative authority for school district matters is the voters. For Concord, the Concord school board has legislative authority. Although RSA 194-B is an enabling law, it is written so that the legislative authority must vote to enable the district to use the enabling law. This first vote is considered the "generic authorization." It allows charter school proposals to come forward for review. The second vote to ratify the charter takes place after a charter is awarded by the State Board of Education, and is referred to as the "ratification" vote. The second vote allows the charter school to be funded and to open.
  • The question of establishing a charter school will be placed on the warrant of a special or annual school district meeting for approval. In districts without annual meetings, a public vote shall be held for the passage of an enabling warrant.

    Status of the New Hampshire Curriculum Framework in the Arts A task force empowered by the New Hampshire Board of Education is in the process of drafting the New Hampshire Curriculum Framework for the Arts . Dr, DeTurk is a member of that task force. Like the National Standards for the Arts , the New Hampshire Framework includes Dance, Music, Theater and the Visual Arts as the component disciplines of the arts in the schools. Further, the Music section of the state Framework currently resembles the National Standards in Music in almost every detail. The Framework is now being circulated around the state for review, and is scheduled for submission to the state legislature next year.     Gifted and Talented Addendum Rationale
    This Addendum provides information on assessment, instructional strategies, support services, and other professional education resources for teachers and their staffs who are involved in educating students, in grades K-12, who have demonstrated: (1) proficiency or higher with the state standards (NHEIAP), (2) potential for higher level understanding and performance within and across curriculums, and (3) a desire to excel in, and exceed, grade level expectations.
    Accommodations can vary significantly among students. For an individual student these may include support to achieve grade level expectations in one discipline, while receiving material and instruction in another discipline that exceeds grade level content. This addendum assists teachers in understanding the special needs of gifted students and offers practical, school-wide strategies that are effective with these learners.
    Teachers whose students have demonstrated high levels of proficiency need specific strategies in order to meet educational needs. This addendum will assist educators in that endeavor.

    May 16, 2004 Some New Hampshire high school students are earning credits by building houses in Berlin, interning at a radio station in Conway, or working at a racetrack in Epping. ADVERTISEMENT With New Hampshire's high school dropout rate hovering around 20 percent, state Board of Education chairman Fred Bramante said ''creative programs" available to high school students in scattered parts of New Hampshire are examples of what he calls ''Real World Learning." And it's an opportunity he wants extended to all New Hampshire public school students in New Hampshire. Governor Craig Benson will discuss Real World Learning and other education reform ideas with educators and community leaders tomorrow in Concord. Real World Learning gives students a chance to earn high school credit through real-life experience, and not necessarily in the classroom, said Bramante. ''It's about personalizing the experience for every kid," Bramante said. ''We're talking about a personalized education plan in every subject." The state Department of Education describes the conference, titled ''Real World Learning: Thinking Outside the Book," as ''the first statewide education reform effort since 1919."
