New Caledonia is an overseas territory of France with a total land area of 18,575 sq km and a population of around 200,000. It is located in the in the South Pacific Ocean, east of Australia, [ see map .] New
Caledonia has more than 20% of the world's known nickel resources. In recent years, the economy has suffered because of depressed international demand for nickel, the principal source of export earnings.
Only a negligible amount of the land is suitable for cultivation, and food accounts for about 25% of imports. THE ISLAND OF NATURE... Land of the Pacific, New Caledonia offers a mosaic of colors, of landscapes. Caledonian under waters, surrounded by a 1600 km-long reef barrier, count more than 2200 species of living creatures : IT IS THE BIGGEST LAGOON OF THE WORLD and the second coral set. The ground flora is exceptional : it is composed of 3250 endemic flowering plants (endemism rate : 76%). The ground fauna has a variable endemism rate following the species; it can reach 60 to 100% (from association pour la sauvegarde de la nature, Nouméa, BP 1772)

On completion of the subject, students should have developed an appreciation of indigenous Melanesian culture and society, and of the French presence in New Caledonia, both from an historical and a contemporary perspective. They should also have developed an appreciation of contemporary cultural, social and political issues in New Caledonia, focusing on relations between the indigenous Melanesian population, Caledonians of French settler background, and other ethnic groups, on the one hand, and relations between the French government and New Caledonia on the other.

Opinion Summaries Program Three Opinion By: Dewe Gorode (New Caledonia) In the 1980s, the French territory of New Caledonia was riven by conflict between the indigenous Kanak population, the French settler community and the French state. Today, representatives of the pro-independence movement FLNKS and the anti-independence RPCR share power in a collegial government. Dewe Gorode, Vice President of the Government of New Caledonia, describes the challenges of working together under the Noumea Accord. The preamble to the Noumea Accord, signed in May 1998, acknowledges the “shadows” of the colonial period and stresses the need for decolonisation. However, the Accord has delayed a referendum on self-determination for 15-20 years, disappointing many Kanaks who hoped for political independence before the end of the 20th Century.

Issue Summaries Program Three Issue For many years, the indigenous Kanak population of New Caledonia has been seeking independence from France, which colonised the country in 1853. After violent clashes in the mid-1980s, people in New Caledonia have negotiated new agreements which delay a vote on independence, but increase powers for the local government. The transition to independence in New Caledonia may influence other colonies in the Pacific, and similar autonomy programs are being debated in Bougainville and West Papua. Many Kanaks accepted the ten-year transition in the expectation that the 1998 referendum would lead to political independence for New Caledonia. However, the proposed referendum on self-determination and independence was deferred again for at least fifteen years, following the negotiation of a new agreement in May 1998 - the Noumea Accord.

    New Zealand is a member of the Commonwealth War Graves Commission . The Commission is responsible for commemorating members of the Armed Forces of the Commonwealth who died during the World Wars of and and for the care of their graves throughout the world. New Zealand is one of six Commonwealth or former Commonwealth countries which participate in the work of the Commission, the others being the United Kingdom, Canada, Australia, South Africa and India. The New Zealand High Commissioner in London is customarily appointed by the New Zealand Government to be its representative on the Commission and he/she either attends, or is represented at, quarterly Commission meetings. New Zealand is also represented on the Commission's Committees, including the Finance Committee and on a number of the Commission's international committees.     Commonwealth service personnel of World War Two who have no known grave are commemorated on Memorials to the Missing. The main memorial to the Missing bearing New Zealand names is found in Bourail, New Caledonia, however there are also significant numbers of New Zealanders commemorated at El Alamein, Egypt (859), Athens, Greece (480), Cassino, Italy (55), Malta (85), Singapore (61) and Runnymede, England (576).

    New Caledonia lies about 1,600 kilometres north of New Zealand. Bourail, on the west coast of the island, was the headquarters of the 3rd New Zealand Division in the Second World War. In 1943 the New Zealand authorities established a war cemetery about 8 kilometres south-east of Bourail for the burial of those who had died in the area. After the war, the remains of New Zealanders who had died in other islands in the South Pacific were brought here for reburial and the cemetery now contains 235 New Zealand graves. Situated in the war cemetery, the memorial commemorates 280 men of the New Zealand Armed Forces and Merchant Navy who lost their lives during the 1942-44 campaign in the Solomon Islands and New Britain or on operations conducted from bases in New Caledonia, Fiji, the Ellice Islands and elsewhere in the South Pacific theatre of war. It takes the form of a curved screen wall with pierced wing walls of brick, erected on a circular platform behind the Cross of Sacrifice at the northern end of the cemetery.

Ecotourism is the current buzzword in development circles for the interior of new Caledonia's Grande Terre and Loyalty Islands Province. Difference and separateness together with primeval and endemic are its nature and culture themes. New Caledonia is becoming one of the newest alternative tourism destinations in the Pacific in a quest to provide economic and other benefits to those sectors of its society that suffered from the colonial administration of the territory and to diversify its economy. Its remoteness and its dependency status have protected it from mass tourism exploitation and degradation of its natural and cultural assets. It is developing ecotourism in the interior and on its surrounding islands based on local and/or indigenous entrepreneurism, from the grassroots, of both its natural and cultural resources. The territory does need to put more emphasis on environmental awareness and protection to maintain or enhance its natural and cultural resource base, which presently suffers from environmental neglect by other activities like mining and agriculture. T he most remarkable aspect of Fijian pre-history is its antiquity. It is now known that people had reached the Fijian archipelago as early as 2000 years before the birth of Christ. Considering the fact that the Vikings, acknowledged as Europe's greatest sailors, didn't reach American until three thousand years later, or the fact that Columbus made his famous voyage only some five hundred years ago, the Fijian achievement must be seen as extraordinary. T A picture emerges of these "Lapita" people. Sailors, adventurers, good navigators and consummate craftsmen. The trail of their pots, hooks, obsidian cutting tools and ornaments leads down from New Britain through some of the outer islands fringing the Solomons and Vanuatu, suggesting that perhaps they were not powerful enough to force settlements on the bigger islands which were already supporting large populations of people. I n this classic difference between the two groups we see the racial characteristics of what was later to be defined as Melanesian and Polynesian stock. The Melanesians were to retain their grip on the western island of the south Pacific but it can be fairly assumed that a great deal of the "Lapita" blood found its way into its main stream.
