    Consumers’ Association Welcomes New Brunswick’s Proposed Public Auto Insurance Plan
    Ottawa, April 2, 2004 - The Consumers’ Association of Canada today welcomed the release of the public auto insurance plan for New Brunswick. “The all party committee of the New Brunswick legislature should be congratulated for its efforts to design a new public auto insurance plan that delivers lower costs for consumers,” said Mr. Bruce Cran, President of the Association.
    As a result of the Weir Committee Report public auto insurance is now a viable option for the people of New Brunswick.
    “Drivers in New Brunswick are fed up with the outrageous rate increases by private auto insurers which have caused financial hardship for many families,” said Mr. Cran. “Some consumers with clean driving records have been forced to park or even sell their vehicles.” “While consumers have been harmed by these rate increases the insurance industry just reported the largest profits in its history,” said Mr. Cran. “Where did these profits come from? Right out of consumers’ pockets.”

    Government response to Working Group on Violence Against Women Dec. 13, 2001 FREDERICTON (CNB) - Increased funding for transition houses, more education and prevention programs and improved support services for abused women are all part of the government response to the Working Group on Violence Against Women announced today.
    The working group's report contained 59 overall recommendations for government and named 10 priorities. The government document outlines a three-year action plan to help reduce violence, representing a $2.8 million investment. Public Safety Minister Margaret-Ann Blaney, minister responsible for the Status of Women, announced the release of the government document entitled 'A Better World for Women'.

    "FREDERICTON - New Brunswickers with disabilities will be able to participate more easily in the labour market because of an agreement announced today by the Honourable Andy Scott, Minister of State (Infrastructure), on behalf of the Honourable Liza Frulla, Minister of Social Development, and the Honourable Tony Huntjens, New Brunswick Minister of Family and Community Services. 'Helping people with disabilities to be more fully involved as citizens is a priority for all governments,' said Minister Scott. 'Every New Brunswicker must have the opportunity to make a contribution to our economy and our society. I am so pleased to work with New Brunswick on this national priority.'"

    Some government people in New Brunswick are trying to claim responsibility for the "good" news in a report published just over a week ago by AIMS, the think-tank I run. And some people in the Nova Scotia government are trying to duck responsibility for "bad" news in the same report. Both groups miss the point. The news – and where you stand on whether it’s good or bad depends, like so many things, on where you sit – is this: StatsCan data shows that since 1993 New Brunswick has surpassed Nova Scotia in per capita GDP – the total value produced by every man, woman, child and company, divided by the total number of people. What our report doesn’t say – perhaps it should – that Prince Edward Island has also out-performed Nova Scotia. It’s GDP per capita surpassed that of it’s traditionally richer neighbour, but didn’t quite match New Brunswick’s, in both 1996 and 1997 – a fact that delights the Island government. But the obvious point missed by euphoric and/or despondent government spin doctors is that this report isn’t about them. It’s about their predecessors and the policies of the recent past that led to this unexpected turn-around.

    In the never-never land of government-inspired "economic development," a sprinkling of pixie dust and a new name can rehabilitate discredited old ideas. Despite its dismal record at picking "winners" such as the Bricklin sports car, the New Brunswick government has recently decided to mould business "clusters" across its industrial landscape in the form of the "Plastics Valley" of North America.
    Haven't heard of Plastics Valley? Everyone knows about Silicon Valley a "cluster" of interconnected high-tech industries in California. Back in 1997, two studies concluded that Canadian plastics manufacturers enjoyed relatively low operating costs, prompting then-premier Frank McKenna to assert that "compared with 24 prime plastics-production centres in North America, our province offers the lowest annual operating costs." One study, commissioned by the New Brunswick government, showed New Brunswick to have the lowest costs. North America's "Plastics Valley" was only a government press release away.
    Such views are an "extrusion delusion," as put by Isaiah A. Litvak, a distinguished business academic in a recent study for the Atlantic Institute for Market Studies. "The New Brunswick government believes that the plastics products industry could become an important engine of growth in the province's manufacturing sector. That is not going to happen."
