leading indicator of Eureka County's economic stability is the taxable sales figures since 1996 as compiled by the Nevada Department of Taxation . When these are reviewed it is apparent that there was a 25.7 percent drop in sales from 1996-97 to 1998-99 which coincides with the downturn in the mining industry at the time. Northwest California contact: Shannon Tushingham This summer UC Davis continues archaeological investigations in the extreme northwestern corner of California. This is a unique opportunity for students to learn field and laboratory methods in one of the most beautiful places in the world while participating in a project which will contribute to our understanding of the importance of the Pacific salmon fishery in the development of prehistoric hunter-gatherers. This year fieldwork will focus on sites on the Smith River and on the Lake Earl and Talawa estuaries. The data generated from this work will provide a more comprehensive picture of the prehistoric settlement patterns in Tolowa ancestral territory.

Eastern Nevada contact: Clint Cole During this field season, we will first conduct an extensive survey of a portion of Eagle Valley, Nevada and the surrounding upland pinyon groves. We will discover and record archaeological sites to see how they differ across space and across time. We will then be the first to extensively study and map a recently discovered obsidian quarry to determine how it has been used for the last several thousand years. Finally, potential remnants of house floors and rock ring foundations will be excavated by limited testing to try to understand who made them, when they were made, and recapture how folks lived in the region long ago.

State Supreme Court Trumps Will of the People
Welcome to Nevada, where the state’s official motto, “ All for our country why bother? While “going for broke” is a common refrain in Nevada, Governor Kenny Guinn has taken that concept to a whole new level, choosing to interpret his recent landslide reelection as a mandate for higher taxes and runaway spending.  Already Guinn’s approval rating has plummeted to 43 percent from the 53 percent he held before coming out in favor of new taxes.  His excuse?  “ It’s for the kids ,” of course. Representing the “fastest growing state in the Union” isn’t always easy for state lawmakers, who are struggling to come to agreement on an education plan for this year’s budget that will keep pace with the constant stream of new students flooding the public school systems.   On June 2, the regular 120-day session of the Nevada Legislature ended with lawmakers failing to strike a compromise on, or pass by two-thirds vote, a series of tax proposals that would impose a franchise and payroll tax on businesses and that would go after the liquor, tobacco, casino and live entertainment industries for new or higher taxes.  Two special sessions totaling 17 days were then held, to no avail.  It was then that the governor and the state Supreme Court took matters into their own hands.

    BEGINNINGS
    In 1946, a small group of six librarians met in Reno, Nevada, to discuss the possibility of forming a state library association. They drafted a letter to other librarians in the state giving the following reasons why the establishment of the Nevada Library Association (NLA) would be of value to the state:
    1. Act as a clearing house for library information in Nevada, through meetings and a published newsletter.
    2. Act as a forum for presenting new ideas which may benefit Nevada libraries.
    3. Act as a group to protect or broaden the scope of Nevada library service, and call attention to the work of Nevada's libraries.
    The letter of the Committee to Organize a Nevada Library Association was signed by the six people who were, a few months later, to become the charter members of the Nevada Library Association: Mr. E.C.D. Marriage, librarian, Nevada State Library; Mrs. Lois Bicknell, librarian, Reno High School; Miss Cornelia D. Provines, librarian, Nevada State Historical Society Library; Mr. Edwin Catagna, librarian, Washoe County Library; Mr. James J. Hill, director of libraries, University of Nevada; and Mr. Marco G. BY DEBBIE CENZIPER AND JASON GROTTO Twenty-five hundred miles from Miami, in the same year the Miami-Dade School Board approved a massive bond referendum for construction, a school district rising from the deserts of southern Nevada faced a staggering challenge. More than 8,000 new students a year were flooding Clark County Schools, and even more were on the way. In the span of a decade, the Las Vegas-based system with some 120,000 students expected to more than double in size. In 1988, voters passed a bond referendum worth $600 million. Both school systems, overwhelmed by construction needs and flush with new money, launched two of the most aggressive school-building campaigns in the nation. In the past 15 years, Clark County built 147 schools. Dade County built 61, and that includes seven largely funded before the $980 million bond referendum in 1988. The school system also built 14 primary learning centers, small buildings to ease crowding on existing campuses. It took Clark County five years and $600 million to build the first series of 57 schools, plus renovations and additions, promised in 1988.
