About Community College of Southern Nevada
The Community College of Southern Nevada (CCSN) is a comprehensive educational institution within the University and Community College System of Nevada (UCCSN). Founded in 1971, the College serves diverse audiences in Southern Nevada through five educational areas: occupational training, university transfer preparation, continuing education, developmental education, and counseling and guidance. These services are correlated with community needs to enhance the quality of the lives of the individuals residing in the College’s service area.
The Constitution of Nevada provides for the control of the UCCSN to be vested with the Board of Regents. It is the function of the Regents to approve or reject policies proposed by the College administration. Only in the most unusual circumstances would the Board of Regents concern itself with the details of administration. Based upon the recommendations and data presented by the administration, the Board of Regents shall determine the general method through administrative duties are handled and shall permit the administration to apply policies to solve problems.

On the Edge: Growth and Access in Four Western States NEVADA Richard Jarvis, Chancellor, University and Community College System of Nevada The Challenges We have many plans and much by way of potential. Nevada is a state of many extremes in looking at the challenges of access and growth.
  • We lead the nation in terms of the projected growth rate for high school graduates; we anticipate a 77 percent increase in the number of high school graduates over the next decade. Into the next biennium, we project a 5 percent per year growth rate that will vary substantially between the universities and the community colleges. Universities will grow at a rate of 3 to 3.5 percent while the two-year colleges will grow at a rate of up to 10 percent. Young people do not need to go to postsecondary education in Nevada to get a job. They enter a state with the lowest proportion of associate and baccalaureate degrees of any state in the country. They enter a state which has full employment. They enter a state which has much availability of high cash flow jobs for young people. They enter a university and community college system that has the highest rate of part-time students and the lowest participation rate (Figure 3). We have remained fairly well supported by the state legislature. In the prosperous 1980s we received about 21 percent of the state general fund appropriations; that dropped to 17 percent in the early 90s, but is up again to almost 19 percent.

NEWS RELEASE
Statewide Ballot Questions Are Numbered
July 25, 2002 Carson City - Secretary of State Dean Heller has announced that his office has finalized the numbering for all statewide questions that will appear on the 2002 General Election Ballot. Heller said that ballot questions 1,3,4,5,6,7 and 8 on the 2002 General Election Ballot came from the Legislature. Question 2, the Protection of Marriage initiative passed by a vote of the people in 2000, will appear as the same number and with the same language describing the pro and con arguments as was included on the 2000 General Election Ballot. The Nevadans for Responsible Law Enforcement initiative that would amend the state's Constitution by, among other things, decriminalizing possession of three ounces or less of marijuana, has been assigned as Question 9. Nevada's Constitution requires that any initiative or referendum aimed at amending the state Constitution must be passed by a vote of the people in two consecutive general elections before becoming law. The following is a complete list of the statewide questions that will appear on the 2002 General Election Ballot: Question 1: Proposal to Issue Bonds for Conservation and Resource Protection. State Legislature proposal to issue Bonds for Conservation and Resource Protection. If approved by the voters in the 2002 General Election, the proposal would become law upon certification of the vote.

Why Did Nevada Become A State? by

Nevada State Archivist
Who hasn't heard ad nauseam that our state was admitted to the Union on October 31, 1864 because its silver and gold production were needed to help finance the Civil War. Anyone who has attended Nevada's schools has heard the story from a teacher or read it in a textbook. It's a wonderful tale, but nothing could be farther from the truth. Our state's history has too often been embellished and transposed into myth, and the claim of Nevada's mineral wealth triggering statehood ranks as one of the most pervasive fictional stories in the annuals of the Silver State. The reasons for Nevada's statehood were political, not economic. Earlier writers were so caught up in romanticizing Nevada's role in the Civil War they decided to re-invent history.
FACT: Nevada Territory was a federal territory, a part of the Union, and President Abraham Lincoln appointed Governor James Warren Nye, a former Police Commissioner in New York City, to ensure that it stayed that way. Governor Nye put down any demonstration in support of the Confederacy, and there were some. The federal government bought much of Nevada's silver and gold bullion to support its currency. What federal taxes there were at the time that could be effectively collected went into Union coffers. Therefore, Nevada's creation as a TERRITORY on March 2, 1861 by the United States Congress ensured that its riches would help the Union and not the Confederate cause.
