Background
Federal Title I Funds
Each school in Nevada receives a Title I allocation based upon the number of students at poverty level in the district. Upon receipt of the allocation, the district is required to pay all Title I services that are provided throughout the district, including Title I teachers’ salaries. Once all districtwide Title I services have been paid, school allocations are made based upon the number of students at poverty level in each school. The data utilized in ranking the schools is contained in the Annual Poverty Count Report (APCR). The Title I appropriation is a per-pupil amount, which is the same for all schools. Once all Title I funds have been exhausted, the remaining schools continue to be Title I eligible, but receive no funding for that year. Each year, all Title I schools are re-ranked according to the APCR and appropriations are made as noted above.

COLLABORATION in Nevada’s Rural and Urban Schools

To many people’s surprise, Nevada is the most urban state in the Union! The notion that Nevada has the highest percentage of its K-12 students attending schools in urban settings stands in stark contrast to the popular image of a sparsely populated largely desert wasteland punctuated by neon. The fact is that Nevada’s 17 county school districts represent great diversity with a huge fast-growing urban district of more than 230,000 students (Clark County) situated adjacent to rural districts, many of which are experiencing static or declining enrollment spread throughout districts the size of many states. Conventional wisdom would suggest that such diversity would produce two worlds apart with little or no need to collaborate. But, Nevada stands as a land of surprises with noteworthy examples of emerging rural/urban school district collaboration. Three examples exemplify this emerging collaboration.
Facility Inequities
Teacher Training
Playing off of the collaboration between rural and urban districts in the facility development program, the state funded a Regional Professional Development Program to improve teacher preparation. The program consists of borderless entities designed to deliver services to the state’s geographic regions. While the legislature designated the largest district in each geographic area as the fiscal agent, it purposefully created a governance structure requiring rural and urban districts to collaborate in planning and sharing the resources provided. The resulting dialogue among district leaders has proved to support the belief that staff development needs are borderless and collaboration is possible, practical and politically wise.

Bureau Structure and Responsibilities The Legislative Bureau of Educational Accountability and Program Evaluation (Bureau) was created by Senate Bill 482 (Chapter 473, Statutes of Nevada 1997 This comprehensive school reform package, called the Nevada Education Reform Act (NERA), combined education initiatives proposed by the Governor with those of the Senate Finance Committee and provided nearly $41 million in general fund appropriations to improve public education. Through the Nevada Education Reform Act, the following occurs: The school accountability program is strengthened; A system for the adoption of high, measurable statewide standards in academic subjects is established; A series of statewide tests linked to those standards is implemented; Use of educational technology for classroom instruction is increased; and A process for legislative review of education reform is established. To facilitate legislative review of educational matters, the Act established two new entities within the legislative branch: the Legislative Committee on Education and its staff component, the Legislative Bureau of Educational Accountability and Program Evaluation. The Legislative Bureau of Educational Accountability and Program Evaluation, located within the Fiscal Analysis Division of the Legislative Counsel Bureau, consists of two employees: an Education Program Analyst and an Education Research Statistician.

Overview
Nevada's state government agencies have developed their network and communications systems independently. Thus it will be difficult to develop a single, shared network that allows agencies to communicate seamlessly with one another and that supports voice, video, and data exchange.
Legislation
1995 Nev. AB 603 added a provision to the existing public utilities law that allows the Public Utilities Commission to assess fees from telecommunications providers to maintain the availability of telephone service throughout the state. 1995 Nev. SB 204 appropriated $8 million from the general fund to purchase computers and provide related communications services (including Internet access) to Nevada universities, colleges, and K-12 schools, and to increase the use of interactive video for education. 1995 Nev. SB 136 appropriated $64,000 to the legislative fund for computer equipment and software to allow interaction between the legislature and other entities through the Internet. 1995 Nev. SB 568 set a limit of 5 percent of gross revenue on collections by localities from telecommunications providers and other public utilities.

(all revenue sources) ast year, Nevada's schools received something new: placement in one of three achievement categories based on student scores on a standardized test. The 23 schools labeled "inadequately achieving" have been given extra money to implement whole-school reforms but could be subject to state intervention as early as next fall. Meanwhile, committees completed work on state standards in language arts, mathematics, and science, which were approved last August. Work is under way on standards for social studies, health and physical education, computer education, and the arts, which are due this month. Nevada begins including achievement categories on its annual report cards. The state standards council, named by the governor and the legislature, will then recommend what kind of assessment the state should adopt or create in time to have the testing program in place for the 1999-2000 school year. The standards and accountability measures were required by education laws passed by the legislature in 1997. The state lawmakers were not in session last year.

Certainly not school teachers, who can't afford to waste precious classroom time while students stare at a half-blank computer screen, waiting for a virtual museum tour to finish loading. But if all goes as planned, K-12 students in California may soon have access to an array of rich content previously unavailable to them due to the limitations of slow bandwidth.
