PLEASE READ
BEFORE GOING FURTHER
The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.

Email: dkasterko@nevadamining.org NEVADA MINING INDUSTRY SUPPORTS STATE ENVIRONMENTAL REGULATIONS - Opposes Revisions to Regulation 3809 - (RENO, Nev.) - Nevada's mining industry has a long history of supporting safe, environmentally responsible mining. The industry has worked closely with state regulatory agencies to develop a state regulatory program that is among the best in the nation. In fact, many states have used Nevada's program as a model for their state's regulatory programs. Combined with the current federal regulatory program known as Regulation 3809, Nevada is one of the most environmentally conscious mining states. The Nevada Mining Association (NvMA) is concerned about the proposed revisions to Regulation 3809 being proposed by the Bureau of Land Management (BLM). The BLM is suggesting that the federal government be given increased control of mine permitting, environmental and reclamation programs. The Nevada mining industry believes the proposed revisions are unnecessary and duplicative of programs that already exist in Nevada's regulatory environment. Nevada Mining Association officials suggest any regulatory reform discussion be delayed until a national study on mining regulations is concluded.

Email: Nevada Mining’s High Investment Rating Jeopardized By New 3809 Regulations For the third consecutive year, the Fraser Institute has proclaimed that Nevada is the top-rated jurisdiction for overall mining investment attractiveness. Every year, the Canada-based Fraser Institute conducts its Annual Survey of Mining Companies. Based on the results of a series of in-depth mining questions sent to 954 senior and junior mining companies around the world, the Fraser Institute develops a chart of the leading 35 places to invest in mining exploration. Nevada is listed at the top of this chart. The Nevada Mining Association is proud that the state has been selected for this distinguished recognition. The survey points to Nevada's sound mining policies and its high mineral potential as the basis for its attractiveness. This investment appeal is completely offset, however, by the Bureau of Land Managements' new surface mining regulations (3809 regulations), which took affect on January 20, 2000. In fact, the new regulations have already negatively impacted exploration investment in the state. The Fraser study did not factor in the impacts from pending regulations, and indeed the 3809 rules were in draft form while the survey was being conducted.
