Teacher Education Blamed for Public Schools' Decline by Carol Innerst Mischievous speculation? No. It happens, as a result of an historically flawed system in America of educating mostly average or below-average students to be public school teachers. As evidence continues to pile up that American children are not learning the basics in school, critics are quick to blame the youngsters, their parents, the schools, television or the curriculum. But increasingly, the focus has shifted to the teacher, the most vital link in the education process. Now, a four-month study at teachers colleges by The Washington Times indicates that the problem of unsatisfactory classroom learning is rooted in the early selection and education of students who say they want to be teachers. These students then are being taught by professors who differ wildly on what teachers need to know. "Schools of education are cash cows to universities," says Dean Edwin J. Delattre of the Boston University School of Education. "They admit and graduate students who have low levels of intellectual accomplishment, and these people are in turn visited on schoolchildren. They are well-intentioned, decent, nice people who by and large don’t know what they’re doing." Mr. Delattre is one of the harshest critics of schools of education.

Twelve Years of Education Reform: The Dismal Track Record The fate of public education reform efforts in Nevada over the past 12 years bears out this judgment, as those who have tried to change the system have time and again seen reform measures watered down, ignored, not properly implemented, repealed, and mired in turf battles and power struggles. Statewide Education Goals This Blueprint for Educational Excellence was approved by the State Board of Education. An early attempt at developing a strategic plan, this document included 40 policy initiatives to be accomplished by the Board to improve education. Current Status: Class-Size Reduction Current Status: Legislation creating a statewide class-size reduction program was enacted in 1989. Additional legislation passed in 1991, 1993, and 1995 set specific targets and providing continued funding. To date, evaluations of the program by the Department of Education show mixed results. (See entry for 1989, below.) High School Graduation Requirements The State Board of Education increased the number of units required for graduation from high school to 22.5 from 20. Teacher Education Programs The College of Education at The University of Iowa offers two major teacher preparation programs based on baccalaureate degrees. Elementary education is a College of Liberal Arts and Sciences major leading to either a Bachelor of Arts or a Bachelor of Science degree. The secondary education programs combine a specific liberal arts and sciences academic major with teacher preparation course work leading to a Bachelor of Arts or a Bachelor of Science degree. The college also provides numerous specialized elementary (including early childhood) and secondary teaching endorsement programs. Preparation for special education teaching is offered primarily at the graduate level. In addition, a new undergraduate multicategorical resource program is available for elementary education students admitted to this program. A limited number of undergraduate special education courses are open to all students who are interested in this area, to those from other Teacher Education Programs, and to those planning to pursue graduate degrees in special education. Undergraduate students admitted to a Teacher Education Program (TEP) must complete all College of Liberal Arts and Sciences General Education requirements for the Bachelor of Arts or Bachelor of Science. The quantitative or formal reasoning component must be satisfied with a college-level mathematics course.

Description of Project
Nevada State Library and Archives was charged with the responsibility of obtaining quality periodical databases for the libraries in Nevada. The procurement was designed to establish Price Agreement(s) for two years. The databases desired were computerized, web-accessible databases of full text educational database periodicals to be used statewide in school, academic, special and public libraries and through remote access from home. Vendors were asked to indicate costs for the educationally based full text general interest periodical products they offer and encouraged to include pricing for all offered products for individual site purchase in the event they were not the selected vendor for the statewide databases. The listed costs are incorporated into this Price Agreement are considered to be fixed cost bids for the products. Funding Funding for the purchase of the statewide general periodical databases comes from two government sources:
Federal Library Services and Technology Act (LSTA) funding from the Institute of Museums and Library Services (IMLS) is providing $350,000 per year. LSTA funds promote access to learning and information resources of all types of libraries for individuals of all ages. IMLS provides funds to State Library Agencies using a population-based formula. State Libraries may use the appropriation to support statewide initiatives and services for public, academic, research, school, and special libraries in their state.

GED Pre-Tests are taken to indicate whether a student is prepared to participate in the formal GED. Tests are offered in English and Spanish. The ministry of all the baptized has been affirmed more clearly , and the ordination process has been simplified and clarified, with attention to cultural and ethnic differences in the discernment process. A distinction is no longer made between seminary-trained and locally-trained priests (Canon 7 and Canon 9); a broad range of educational processes is permitted. Discernment and formation in community is held up as the norm for all ordained ministries. The transitional diaconate is retained , but governed under a different canon than the vocational diaconate. Strongly encouraged study of another contemporary language, and experience in cross-cultural ministry program. In our last issue, we reported on investigations into the diversity of life in the many natural springs found throughout Nevada. These stories, and others like them, prompted us to plan a special issue of the DRI News focusing on the broad range of research that DRI conducts in the state. I want to introduce you to some of these projects and programs. DRI News , you can read about our work on the Truckee River and Walker Lake. Research addressing groundwater and surface water issues along much of the Truckee River provides valuable information for managers of the primary water source serving the Truckee Meadows. Information on sources of salinity, for example, has provided the basis for mitigation measures with the potential to save several millions of dollars in infrastructure improvements.
