Governments play numerous roles in nuclear energy and radioactive waste management. On one hand, they may be active promoters of nuclear energy in many countries. On the other hand, they are also the regulators of things nuclear. This dual role often leads to complex relationships and overlaps between various government departments or ministries. The situation can become even more complicated when several government agencies claim jurisdiction over different (or sometimes the same) aspects. To complete the picture, you often have to add in different levels of government (e.g. local, regional, state, and national). NEA Study Finds Investment in U.S. Public Schools Lagging as Education Needs Rise
Washington, D.C. - Despite the vital importance of education to Americans, critical investments in U.S. public schools remain stagnant, according to a state-by-state report released today by the National Education Association (NEA). The report, titled (PDF, 1M, 127 pages), paints a difficult funding picture for public education nationwide. Despite rising enrollments and a growing need for qualified teachers in many areas of the country, the average expenditure per student and the average salary of a public school teacher for the 2001-2002 school year increased only slightly over the previous year. Over the last 10 years, teacher salaries have remained flat, growing just 2.4 percent during that time period, or approximately 0.2 percent per year when the cost of living is factored in. Nineteen states and the District of Columbia saw real declines in average teacher salaries over the years 1991-92 to 2001-02, adjusted for inflation. Those with average salaries declining 5 percent or more: Alaska (-13.6%), Connecticut (-11%), Vermont (-9%), Wisconsin (-6.4%), New York (-6.3%), New Hampshire (-6.1%), Nevada (-6%), Kansas (-5.8%), and the District of Columbia (-5.3%) (Chart C-14). The study shows that the federal government's share of the public education dollar was 7.5% in 2001-2002 not enough to cover the cost of federally mandated education programs. State and local governments will need a larger share from the federal government in order to put the federal education mandates in place without sacrificing other programs. By failing to fully finance the new No Child Left Behind Act, which was enacted in 2002, the federal government will be undermining state and local governments' ability to find ways to attract qualified teachers into joining and staying in the profession, modernize existing schools and build new ones, and provide students with the programs, materials and books they need to meet the high standards envisioned by the new law.

Las Vegas, Nevada Nevada's tremendous population growth has dramatically changed the state's racial and ethnic picture. The Hispanic population grew 131% between l980 and 1990. Of the 124,000 Hispanics in Nevada in 1990, nearly 70 percent were from Mexico. Additional immigrants came from other Central and South American countries as well as Puerto Rico and Cuba. The booming job market in Nevada offered primarily poverty level or near- poverty level wages to many of these non-English speaking and unskilled workers. Southern Nevada nutrition specialists conducted a needs assessment in 1992. During this process local agencies expressed concern regarding the lack of educational programs for Hispanic families. Coordinators for WIC (a supplemental, nutritional program for Women, Infants and Children) reported that there were 5,223 Hispanic participants (35% of total) in the WIC program in Clark County. Difficulties were identified in meeting the needs of these clients since many did not speak English and needed more intensive nutrition education than WIC was able to provide. Initial screenings indicated a growing number of Hispanics at a high nutritional risk. In a recent study, Eliades and Suitor (1994) document food- related problems that immigrants experience in their new environment. Some of these problems are: a) difficulty in obtaining familiar foods and spices; b) when obtained, the cost of these foods is high; c) inability to locate acceptable substitutes for familiar food items; and d) inability to read labels and information on food packages.

Note: The City was pursuing two possible cleanups of its waste at the Humboldt Road Burn Dump: a double cell, two parcel option that would cap the waste on both the west and east sides of Bruce Road (Alternative 4D) or a single cell east of Bruce that moved only the City’s minimal waste from one parcel west of Bruce (Alternative 3C). With the Chico City Council’s champion, Coleen Jarvis, critically ill, the developer chosen minority behaved worse than usual on May 18, 2004 by obstructing the cleanup option supported by a Council majority that would have sailed through with Jarvis’ vote. Claiming to take the moral high ground to a healthier and cheaper cleanup, the triad that never paid one iota of attention to the details of the Humboldt Road Burn Dump suddenly seemed interested in human health, quizzing the City’s consultant, Andy Kopania, at great length. What Kopania added to the exploited political situation on May 18 was a misrepresentation of his own facts and figures. When questioned about possible differences between risk and health impacts between a double cell and a single cell, Kopania omitted significant information from his May 11, 2004 memo. He told the Council that there wasn’t much of a difference in lead dust emissions between the two options, but his memo states:
